Requests and Presentations A. Terminate the Memorandum ofUnderstanding with Keep Brownwood Beautiful (KBB), approve the $1 donation on the utility bill no longer be dedicated to KBB effective Feb. 25, 2025, and designate the $1 donation to beautification efforts by the City Parks and Recreation Department. Council may give input and feedback to staff regarding the in-town recycling program. Council Agenda - May 27, 2025 Page 2 of3 B. Consider authorizing the use of funds from the Code fine account to purchase a 2025 John Deere 6105E Cab Tractor to be used to maintain 400+ acres at the City Airport. C. Consider authorizing the installation of a new section of security fence at the Airport by Viking Fence Company at a cost of$15,343.70 utilizing fund 30-5-13- 08-96 RAMP Grant at 90/10 split. The City portion will be $1,534.37. 10. Agreements and Contracts A. Consider approving Tom Byrd, M.D., as the Health Authority for the Brownwood /Brown County Health Department and authorize the City Manager to sign the service agreement. Following the appointment, an oath may be administered. B. Consider authorizing the Mayor to sign a ten-year lease with an option for a ten- year renewal with Brownwood Area Community Garden to place a greenhouse on City property located at 1514 Dublin Street. 11. Ordinances and Resolutions A. Consider an ordinance on first reading amending the City's nonconsent towing ordinance to abolish the Tow Truck Committee, clarifying that storage facilities must be licensed by the Texas Department of Licensing and Regulation, updating the ordinance to provide that State law will set the maximum charges for nonconsent towing services, and amending the reasons for removal from the nonconsent towing rotation list maintained by the Police Department. 12. Consent Agenda A. Consider an ordinance on second and third/final reading for the installation of a pedestrian crosswalk between Hendricks Hospital and Memorial Park at the request of the Central Texas Veterans Committee at a cost not to exceed $11,000 funded through a year-end budget amendment. 13. Reports A. Farewell Reception for the City Manager, June 3rd, 3:00 - 5:00 at the Brownwood Event Center. 14. Executive Session: The City Council may convene into a closed executive session in the Haynes Conference Room, pursuant to the provisions of the Open Meetings Law, Chapter 551, Government Code Vernon's Annotated, in accordance with the authority contained in the following section: Section 551.071 = Consultation with Attorney Section 551.072 - Deliberation Regarding Real Property A. Lease of 155 acres of Pecan Station property B. Airport property renovations Section 551.074 - Persomnel Matters C.
