Regular City Council Meeting April 22, 2025 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 22nd day of April, 2025, the council convened in a regular meeting open to the public as advertised with all Councilors present. Presiding: Mayor Burris Councilors: Ashley, Post, Shaw, Sproles, Truax and Walker City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:00 p.m. Invocation Invocation was given by Chief Page. Items of Community Interest A proclamation for National Travel & Tourism Week was presented to the Community Development Board. Our City-Wide Garage Sale will be April 251h and 26". The Bowie Senior Citizens Center is having an "AIl You Can Eat" Breaki fast on April 26h. Mayor Burris gave a recap of this past weekend's weather. City Manager Report We will hold a kickoff meeting for the Comprehensive Planning Grant tomorrow, April 231d at 1 p.m. This meeting will be used to exchange ideas for the planning process. All city department heads will attend, and each ofyou is invited. But, ifyou are coming, I need to know at least 72 hours in advance to post the meeting as a council meeting. We must abide by the open meetings mandate. Public Management, our grant writers/planners will be at the meeting to facilitate the discussion. The Substation transformer project is still on hold, waiting for the one switch required to finish it. Iti is scheduled to arrive by June Ist. I would dearly love to have the new transformer working as we enter the heat of the summer. Otherwise, all other departments are working and doing their usual jobs. Consent Agenda Items: Approval of Minutes -April 8. 2025 Regular Meeting and Financial Statement ending March, 2025. Councilor Ashley moved, with a second from Councilor Post, to approve the consent agenda items. Motion carried with Councilors Ashley. Post, Shaw, Sproles, Truax and Walker voting Aye. Second reading of Ordinance 2025-02 - An ordinance amending Appendix C Fce Schedule "Water Rates-2018", of the Code of Ordinances of the City of Bowic, Texas, increasing water rates: providing asavings clause, a severability clause; and an effective date. Councilor Shaw moved, with a second from Councilor Ashley, to approve the second reading of Ordinance 2025-02. Motion carried with Councilors Ashley, Post, Shaw, Sproles and Truax voting Aye. Councilor Walker voted Nay. Second reading of Ordinance 2025-03 - An ordinance amending Chapter 4 "Business & Commerce", ofthe Cityo of Bowie Code of Ordinances. by repcaling Article 4.200 "Mobile Food Vendors" ini its entirety and adopting a new Article 4.200 entitled "Mobile Food Vendors at Bowie Food Court": repealing any conflicting codes, ordinances or orders: providing for a severability clause: adopting a savings clause; determining that this ordinance was passed in accordance with the requirements of the Open Meeting Act: and establishing an effective date. Councilor Ashley moved, with a second from Councilor Walker, to approve Ordinance 2025-03. Motion carried with Councilors Ashley, Post, Shaw, Sproles, Truax and Walker voting Aye. Second reading of Ordinance 2025-04 An ordinance of the City of Bowie, Texas, amending the City of Bowie Code of Ordinances. by amending "City of Bowie Appendix C Fec Schedule-Mobile Food Unit Permits-2021" by increasing the annual fec and removing the application fce: providing a savings clause, a repealer clause, and an effective date. Councilor Post moved, with a second from Councilor Truax, to approve Ordinance 2025-04. Motion carried with Councilors Ashley, Post, Shaw, Sproles, Truax and Walker voting Aye. Regular City Council Meeting April 22, 2025 Page 2 Review and discuss Section 3 policy updates and information for the City's TxCDBG #CDM23-0142. The City Council reviewed and discussed the Section 3 presentation required for Contract CDM23-0142, including employment opportunities for Section 3 workers, contractor outreach, and tracking work hours for all CDBG grants and contracts. Request from Public Works Director for $9,763.00 out of the Tap Account to purchase a total of 64 meters. Councilor Sproles moved, with a second from Councilor Walker, to approve the request of $9,763.00 out of the Tap Account for meters. Motion carried with Councilors Ashley, Post, Shaw, Sproles, Truax and Walker voting Aye. Public Comments Dawnyel McCarty spoke on the water rates. She feels people will cut back on water and the city will not have the revenue they are expecting. McCarty lives outside city limits along U.S. Hwy. 81., and said they have the worst water and pipes, now they were being charged more than people in town. She said if they had decent pipes that might be different. Charging more is not good. You want to draw more business and for the town to grow, but you keep raising water making it hard for people to have a business here. McCarty also doesn' 't believe the city has used its money wisely in the past. Example being the street sweeper and when we had the big freeze. There were grants and aid that could have been used. She also feels buying a pump may not be an emergency. "You have not told the public if we need a pump or not. What's going on? Things come up: you talk about in discussion then it gets dropped. You may think its not important, but I would like to hear an explanation and see budget things explained." - McCarty urged the council not to do this right now when things are sO high. Mayor Burris made the statement that this is the first water rate increase since 2018. And looking back during the big freeze, the city paid the additional utility bill of$1.3 million without passing it on to the citizens. So,yes, we are trying to do things for our citizens. It is unfortunate costs have gone up on our chemicals, but I want citizens to know we are doing all we can to keep prices down. Angie Christmas said a friend had told her there was a water leak in the cemetery on Sunday and when he drove by on Tuesday, it was still leaking. City staff said they would check on it, but found no record ofi it being called in.
