City of Denton Police Department DENTON Chief of Police Advisory Board Minutes May 24, 2023 After determining that a quorum was present, the Chief of Police Advisory Board convened in a Regular Meeting on Wednesday, May 24 at 6:03 pm in Classroom D of the Public Safety Training Center at 719 E. Hickory Street, Denton, Texas. PRESENT: Rhonda Buckley, Daniel Clanton, Frank Dixon, Jill Jester, Kristen Johnson, Desiree Padron, Kari Salyers, Trevor Taylor, and Donald Thornton Ex-Officio Members: Brock Fischer, Samuel Garrison, Nicole Shaw ABSENT: Katina Butler, Cherlynn Hurd, Ex-Officio: Also present were Chiefl Doug Shoemaker, Assistant ChiefSteve Buchanan, Deputy Chief Derek Bradford, Deputy Chief Brian Cose, Deputy Chief Michael Christian, Deputy Chief Tony Salas, Compliance and Accreditation Specialist Richard Williams, Public Information Officer Amy Cunningham, and Senior Executive Assistant Robin Fox. 1. ITEMS FOR CONSIDERATION A. DPD23-004 Consider approval ofthe November 11, 2022 minutes. Padron moved to approve the minutes. Buckley seconded. The motion was approved unanimously. Introductions ofi new chiefs were made. B. DPD23-005 Receive an overview ofthe Police Department. Chief Shoemaker reviewed the Department's Annual Report. Thornton - When did we start handling Little Elm? Recently. Dispatch for their fire and police. One-year contract. Padron - How often is ABLE Training offered? Initially 8 hours; then refresher courses. Crimes - Theft is high as usual. Assault cases are concerning. Salyers - Are these number based on calls? Actual cases Thornton - When you present to Council, do you infer to Council any policy initiatives that will lower crime? Chiefs are tasked with knowing their areas, what's S going on, complaints. Calls for Service (Officer Initiated) - Traffic stops - when officers see something wrong happening. Officers have a lot of paperwork to file, etc. We want 33% of an officer's time to be devoted to proactive service. Levels of staffing can be a challenge; we're doing better than most; want 33% to be reactive; 33% time to do administrative tasks. Mental Health - There is a lack of mental health resources in the state, and for juveniles. Thornton - how is HOT program going? The new shelter has opened, and it is full every night. Padron - What mental health is available for staff? We have a. Peer support team. Meetings to discuss wellness; what it means to individuals. Mental, physical, financial, spiritual. -Working on how we train the Peer support team members. Traumatic for the officers. Violent and property crime have both increased. Overdose calls are up and are concerning to us. Gun related calls for service received fewer calls. Officers are dedicated to DWI enforcement. 2023 Goals Focusing on the development of future supervisors and managers through new training initiatives;, including advanced courses through FBI, LEEDA, ILEA and Northwestern University, which is a ten- week course that will be held here.
