Hickory Street Denton, Texas 76205 After determining that a quorum is present, the Denton Police Department Chief ofPolice Advisory Board convened in a Regular Meeting on Monday, December 11, 2023, at 6:05 p.m. in Classroom C ofthe Public Safety Training Center at 719 E. Hickory Street, Denton, Texas. PRESENT: Daniel Clanton, Rhonda Buckley, Kari Salyers, Jill Jester, Kristen Johnson Ex-Officio Members: Ramona Washington, Samuel Garrison ABSENT: Justin Beck, Katrina Butler, Frank Dixon, Cherlynn Hurd, Desiree Padron, Trevor Taylor, and Donald Thornton Ex-Officio: Brock Fischer, Kim Kunz, Nicole Shaw Also present were ChiefDoug Shoemaker, Assistant ChiefSteve Buchanan, Deputy ChiefDerek Bradford, Deputy Chief Brian Cose, Deputy Chief Michael Christian, Compliance and Accreditation Specialist Richard Williams, Deputy City Attorney Michael Cronig, Public Information Officer Amy Cunningham, and Administrative Assistant Michelle Coughlin. 1. ITEMS FOR CONSIDERATION A. DPD23-006 Consider approval ofMay 24, 2023, minutes. Clanton moved to approve the minutes. Buckley seconded. The motion was approved unanimously. B. DPD23-007 Discuss amending Ordinance 20-2085 to include staggered terms for Board Members. Cronig opened the discussion. The board discussed amending the current ordinance to allow board members to be appointed staggered terms since all board member's initial terms expired at the same time. Chief Shoemaker presented two options to the board: Option 1) two-year terms with a maximum of three terms, with staggered terms beginning in 2024 and 2025 based upon council district; Option 2) three-year terms with ai maximum oftwo terms, with staggered terms beginning in 2024 and 2025 based upon council district. The board unanimously preferred Option 2, which would allow, they believe, for greater continuity for the board. The Chief also proposed amending the ordinance to: 1. Change the current requirement of quarterly board meetings. The board agreed and recommended that the board meet at least twice a year, and more often if necessary. 2. Allow the Chief and the board chairperson to mutually agree to cancel a board meeting ift there was not a quorum present or if there was insufficient business warranting a meeting. The board unanimously recommended approving this amendment. 3. Allow the Chief to substitute the required semi-annual public report with a section in the Police Department's annual report to the Council. The board unanimously recommends this amendment. C. DPD23-008 Receive a review ofthe 2023 year, and 2024 Goals and Initiatives. ChiefShoemaker presented the review of 2023 and talked about accomplishments related to training Sworn and Professional staff. He talked about the successful acquisition of the upcoming training by FBI LEEDA, whereby we have the privilege ofl hosting this training course trilogy at our facility. Chief Shoemaker also talked about the Police Department 2024 planning related to the continuation of effective police recruiting and retention strategies, a multi-year department strategic plan, the pursuit of reaccreditation through the Texas Police Chief's Association and streamlining operations at the newly remodeled PD Headquarters. D. DPD23-009 Review and discuss a Proposed Annual Meeting Schedule and Topics for the 2024 calendar year. The board unanimously chose to wait until Item # DPD23-007, on this agenda, goes to the City Council for review and approval before discussing a proposed annual meeting schedule and topics for the 2024 calendar year. There was a discussion about having a presentation about Dispatch and the new computer-aided dispatch and records management system (CAD/RMS), and a tour of the dispatch area at the next Police Chief Advisory Board meeting.
