HEAR UPDATES ON THE SENIOR SKIP OUT DAY SCHEDULED FOR MAY 14TH, 2025: Dori Roots updated the commissioner's court on the 2025 Senior Skip Out day scheduled for May 14th 2025. Judge Roots commended the employees that have helped get the Senior Skip Out day donations and prizes and setting up the activities and lunch for the seniors at the museum. HEAR FROM SHERIFF BEN EGGLESTON: Sheriff Eggleston gave an update of activities for the month of April which includes a small electrical fire in the sheriff's office caused by the air conditioner motor that caught on fire. A pursuit that started out of Beaver County that ended in a rollover west of Higgins and 3 were arrested. There was big vandalism incident in Booker by multiple underage subjects. There were a total of 80 accumulated calls, 4 arrest, 28 traffic stops, 4 citations, domestic disturbances, and one road rage incident that started in Gray County they did not cross into our county. There will be some new updates coming to our new automated 911 system. Sherriff also discussed using the Tango Tango app on all the sheriff office employees' phones and getting a plan rolled out for the emergency responders as well. Juan Cantu seconded the motion and the vote carried unanimously: CONSIDER ORDER PROVIDING SPLIT PAYMENT OF 2025 TAX PAYMENTS: Scotty Schilling made a motion to approve an Order providing split payments of the 2025 taxes. Juan Cantu seconded the motion and the vote carried unanimously. CONSIDER RESOLUTION TO TAX PERSONAL BOATS, VEHICLES, ATRPLANES, MOTORHOMES AND TRAVEL TRAILERS: Juan Cantu made a motion to not tax personal boats, vehicles, airplanes, motorhomes and travel trailers. Scotty Schilling seconded the motion and the vote carried unanimously. EMERGENCY MANAGEMENT UPDATE: Judge Dori Roots, informed the court that she attended a meeting with representatives from the city of Darrouzett, Follett and Higgins as well as Superintendents of Darrouzett and Follett. Brandon Meier with Precinct 2 attended also. Delaney Pruett from the PRPC, and went over Lipscomb County Hazard Mitigation Plan and the new format will be a lot smaller. There will be another meeting on June 12th 2025 to go back over what they went through and submit the plan to multiple places for review and will probably take until the end of the year to get the plan lined out. LEGISLATIVE UPDATE: Dori informed the court that the school choice bill passed, and discussed how that will effect small schools. The court discussed a few other house bills that are up before the Texas Legislature. REPORT FROM COUNTY JUDGE: Dori discussed a Purple Wave contract for Precinct 3 and Scotty Schilling informed the Court that it is for a personal Pickup not a pickup in Precinct 3. Dori gave the commissioners a copy of an email for solar permitting or zoning questions, and if there is a moratorium in place. Dori will reach out to Judge Glass in Hansford County to see what they have in place. Dori also discussed the appraisal of the mining company outside of Booker, and it appraised around $100,0 000.00 because it was not online in January, and will be appraised substantially higher for next year. Brandon Meier also discussed the restrictions put in place for the Prairie Chicken and how those restrictions are detouring businesses from doing business in our county. In 2022 there was an Audit on some of our Guardianship cases in the Clerk's office. Chrissy and Dori will be working on some changes that need to be made. Dori went over the Appraisal Districts budget and there will be an increase of $4066.0 00 and a 3% COLA raise on salaries. The Appraisal District health insurance will go down, Angela Peil will get a stipend for going off the insurance. The county appraisal taxable value went up approximately $13, 000, 000. Dori ask the appraiser about the 208 circuit breaker we have in place, and how that will affect our county, the appraiser advised she will not know until she gets the final numbers. Dori received a 2024 Bridge Inspection report and will let the court know if there is anything on the report that needs attention. CONSIDER BURN BAN: Burn ban will remain off. UPDATE ON COUNTY ROADS County roads were discussed. CONSIDER INTERLOCAL AGREEMENT: Scotty Schilling made a motion to approve an inter local agreement between Lipscomb County and the City of Darrouzett. Brandon Meier seconded the motion and the vote carried unanimously. APPROVE THE NPEC APPLICATION FOR PERMIT TO CONSTRUCT OH ELECTRIC LINE ON FM 3004 AND CR 29: Scotty Schilling made a motion to approve the application for permit to construct the road undercrossing in PCT #3 on CR H and sections 1137/1064. Juan Cantu seconded to motion and the vote carried unanimously. Vol 15 Pg 307 Vol 15 Pg 308 CONSIDER CONTINUATION OF CR-AA ACROSS THE RAILROAD CROSSING FOR PUBLIC ACCESS. Dan Cockrell gave an update on CR-AA. Dan stated that he is waiting on the attorneys with the Railroad Commission so he can get the permit process started. CONSIDER CONTINUATION OF MATTERS OF MUTUAL CONCERN: Kimberley Long has asked the Commissioners to have the precincts to hand in their invoices, bills and receipts in the middle of the month, rather than the end of the month so that the Treasurer' S office can get the bills entered in quicker. Commissioners will be purchasing a scanner for their offices sO invoices and receipts can be emailed to the Treasurer's office in a timely manner. Precinct 3 will also will order a laptop as well. ENTER INTO EXECUTIVE SESSION TO CONSIDER PERSONNEL MATTERS: A. Pursuant to the authority granted under government code chapter 555.074 the Commissioners' Court will convene in closed session to discuss the above agenda item.
