City of Wallis Regular City Council Meeting Wednesday, December 18, 2024 This is a true and correct copy of the minutes of the Regular City Council Meeting for the City of Wallis, Texas, held on Wednesday, December 18, 2024 at 6:00pm. 1. Call to Order Mayor Little called the meeting to order at 6:00pm. 2. Invocation and Pledge of Allegiance Led by Mayor Little 3. Roll Call and Certification of a Quorum A quorum was present. Present were Councilmember Jimmy Lavergne, Councilmember Belinda Halfin, Councilmember Debroha Boren, Councilmember David Marek and Mayor Little. Councilmember Clark Main Jr. was not present at roll call, he arrived at 6:09pm. 4. Communication from the Public None 5. Consent Agenda Motion made by Councilmember Belinda Halfin, second by Councilmember Deborah Boren to approve minutes from November 20, 2024 meeting. Motion passed unanimously 6. Monthly Department Reports a. Public Works Monthly Report - No action b. Police/Admin Monthly Report - No action C. Municipal Court Monthly Report - No action 7. Financial Review Motion made by Councilmember Belinda Halfin, second by Councilmember Jimmy Lavergne to approve financial review and payment of bills. Motion passed unanimously 8. Action on Follow-up items, if necessary a. Mit-Grant = Drainage portion of the grant was put on hold first part of November due to changes per engineer. Work should resume January 2025. Contractor had not received changes as of December 18, 2024. b. Downtown Revitalization Grant - Sidewalk lights have been installed, waiting on CenterPoint for power. C. Water Well Grant - Project is still in progress; grant completion date is towards the end of January 2025. 9. New Business a. Agenda Request from Angelina Garcia & Trishunna Kinsey Angelina Garcia and Trishunna Kinsey are asking about starting a Market Day at Mynarik Park every 2nd or 4th Saturday of the Month. Councilmember Belinda Halfin and Councilmember Deborah Boren will work with Angelina and Trishunna to come up with a policy/plan and ask them to come back to the. January meeting with a proposal. No action. b. Millbrooke Subdivision Motion made by Councilmember Deborah Boren, second by Councilmember Jimmy Lavergne to approve plans for the Millbrooke Subdivision. Motion passed unanimously C. Alternate Municipal Court Judge Motion made by Councilmember Clark Main Jr., second by Councilmember David Marek to approve appointment of Kyle Fredericksen as alternate Municipal Court Judge with budget amendment of $1,000 from line item 5-62110 to line item 5-63101. Motion passed unanimously. h. 2025 City Holiday Schedule Motion made by Councilmember Belinda Halfin, second by Councilmember Clark Main Jr. to approve the 2025 City Holiday Schedule. Motion passed unanimously. i. EDC Updates - No action Water Pressure Analysis will go forward. Flood Plain Analysis was done on gth Street Property to determine what would need to be done to raise that property. When the detention pond is dug out that dirt plus one truck load will be needed to raise the property. Pre- Construction meeting was held on the Battery Farm Facility, project expected to start April 2025 with BBG, one of the cities third party plan reviewer/inspector will be overseeing the project. j. Executive Closed Session, TX Gov. Code 551.072 Deliberations Regarding Real Property, TX Gov. Code 551.076 Deliberations Regarding Security Devices. Council went into Executive Closed Session at 7:17pm. k. Reconvene from Executive Closed Session Council reconvened into regular session at 8:58pm. Motion made by Councilmember Jimmy Lavergne, second by Councilmember Deborah Boren to move forward with abatement on property located at 6407 Commerce. Motion passed with four (4) votes for and one (1) against. Councilmember Clark Main Jr. voted against. Motion made by Councilmember Belinda Halfin, second by Councilmember Clark Main Jr. to approve the replacement of Mynarik Park Cameras and City Barn Cameras & Sewer Plant Lights. Motion passed unanimously. I. Closure of City Hall at Noon, Monday, December 23rd.
