City of Wallis Special Meeting February 5, 2025 This is a true and correct copy of the minutes of the Special City Council Meeting for the City of Wallis, Texas held on Wednesday, February 5, 2025 at 6:00pm. 1. Call to Order Mayor Pro-Tem Clark Main Jr. called the meeting to order at 6:07pm. 2. Invocation and Pledge of Allegiance Led by Mayor Pro-Tem Clark Main Jr. 3. Roll Call and Certification of a Quorum A quorum was present. Present were Councilmember Jimmy Lavergne, Councilmember Belinda Halfin, Councilmember Deborah Boren, Coundimember/Mayor Pro-Tem Clark Main Jr. and councimember David Marek. Mayor Little was absent. 4. Communication from the Public Alice Hoffman from Chamber of Commerce reminded Council and City Officials about Austin County Day at the Capital on March 3, 2025. Marti Frost spoke to Council about development permitting. HR Green Engineering has a department that would oversee the development permitting process and Safebuilt (BBG) would have a department also, asking council to think about using one of them to oversee the process on the city's behalf. 5. Engagement Letter for Audit Year ending September 2024 Motion made by Councilmember Belinda Halfin, second by Councilmember Debroha Boren to approve the Engagement Letter from Seidel Schroeder Auditing Firm for the city audit fiscal year ending September 2024. Motion passed unanimously. 6. Re-Plat of Property Motion made by Councilmember Belinda Haifin, second by Councilmember Jimmy Lavergne to not make the property owner re-plat the 3 lots located on Church Street to building one single family home in the middle of the 3 lots. Motion passed unanimously. 7. Ordinance No. 226 "Burning in the City" Motion made by Councilmember David Marek, second by Councilmember Belinda Halfin not to approve an amend to Ordinance No. 226. Motion passed unanimously. 8. Variance Motion by Councilmember Clark Main Jr., second by Councilmember David Marek not to approve a variance to allow burning on property located on Railroad Street associated with the Millbrooke Subdivision. Motion passed unanimously. 9. AdminstralvePolessona Services Motion by Councilmember Belinda Halfin, second by Councilmember Jimmy Lavergne to approve Langford Community Management Service for Administrative Services for grant writing services with funding from the Texas Water Development Board Drinking Water State Revolving Fund and Clean Water State Revolving Fund. Motion passed unanimously. 10. Engineering Services Motion made by Councilmember Belind Halfin, second by Councilmember Debroha Boren to approve HR Green Engineering for the wastewater portion of the TWDB grant and Weishuhn Engineering, Inc. for the water portion of the grant. Motion passed four (4) to One (1). Councilmember Belinda Halfin, Councilmember Jimmy Lavergne, Councilmember Debroha Boren and Councilmember Clark Main Jr. voted for and Councilmember David Marek voted against. 11.
