City of Wallis Regular City Council Meeting Wednesday, January 15, 2025 This is a true and correct copy of the minutes of the Regular City Council Meeting for the City of Wallis, Texas, held on Wednesday, January 15, 2025. 1. Call to Order Mayor Little call the meeting to order at 6:00pm. 2. Invocation and Pledge of Allegiance Led by Mayor Little 3. Roll Call and Certification of a Quorum A quorum was present. Present were Councilmember Jimmy Lavergne, Councilmember Belinda Halfin, Councilmember David Marek and Mayor Little. Councilmember Clark Main Jr. and Councilmember Debroha Boren were absent. 4. Communication from the Public Allice Hoffman stated to Council that Austin County wide Chamber held a round table meeting this month and they are planning to have another one scheduled for. June 2025 in Wallis. Ms. Hoffman also stated that she would be willing to help citizens sign up for Code Red (an emergency notification system used by the city) if needed. Randy Petter spoke to Council about his concerns for property located at 5626 Henry Street. He is concerned about excessive junk, loose chickens rooming, bad smell and noises at that location. He is requesting that something be done about this property due to Ordinance Code violations. 5. Consent Agenda Motion made by Councilmember Belinda Halfin, second by Councilmember Jimmy Lavergne to approve minutes from December 18, 2024 meeting. Motion passed unanimously. 6. Action of Department reports, if necessary a. Public Works monthly report - No action b. Police Department/Admin monthly reports - No action C. Municipal Court monthly report - No action 7. Financial Review Motion made by Councilmember Belinda Halfin, second by Councilmember David Marek to approve financial review and payment of bills. Motion passed unanimously. 8. Action on Follow up item, if necessary a. MIT-Grant Update - Mayor went over the updates as furnished by Weishuhn Engineering. b. Downtown Revitalization Project Update - Waiting on CenterPoint to install meter for lights C. Water Well #1 Grant Update Bradley Loehr Engineer from BEFCO spoke to Council on Water Well #1 Project. He stated that for a 65-year-old well it is in good condition. He went over the description of work that was done on the well. d. TWDB Water/Wastewater Grant Update - RFP and RFQ's have been send out, published in Sealy News & on Website. Deadline to submit will be February 3, 2025 by 3pm. Meeting will be scheduled for February 5, 2025 e. Battery Farm Update Waiting on permits to be submitted f. GIS System Update - Public Works Director will follow up 9. New Business a. Order of General Election Motion made by Councilmember Belinda Halfin, second by Councilmember David Marek to approve Order of General Election for Municipality, Election May 3, 2025. Motion passed unanimously. b. Contract for Election Services and Joint Agreement Motion made by Councilmember Belinda Halfin, second by. Jimmy Lavergne to accept Contract for Election Services and Joint Agreement with Election Official of Austin County, TX for May 3, 2025 General Election for City of Wallis. Motion passed unanimously. C. Interlocal Agreement Motion made by Councilmember Belinda Halfin, second by Councilmember Jimmy Lavergne to accept the Interlocal Agreement for Street Maintenance between Austin County and City of Wallis. Motion passed unanimously. d. Locks on Gates located at City Barn/Sewer Plant Motion made by Councimember Belinda Halfin, second by Councilmember David Marek to purchase new locks & keys from Jacks Lock & Safe in Rosenberg, TX, to come out of Budget code 64307, System Maintenance and Repairs. Motion passed unanimously. e. City Attorney/Law Firm Motion by Councilmember Belinda Halfin, second by Councilmember. Jimmy Lavergne to review current contract and if allows send out RFQ's.
