City of Wallis Regular City Council Meeting Wednesday, March 19, 2025 This is a true and correct copy of the minutes of the Regular City Council Meeting for the City of Wallis, Texas, held on Wednesday, March 19, 2025 at 6:00pm. 1. Call to Order Councilmember Belinda Halfin called the meeting to order at 6:03pm. 2. Invocation and Pledge of Allegiance Led by Councilmember Belinda Halfin 3. Roll Call and Certification of Quorum A quorum was present. Present were Councilmember Belinda Halfin, Councilmember Deborah Boren and Councilmember David Marek. Councilmember Jimmy Lavergne and Councilmember Clark Main Jr. was absent. Mayor Little arrived after roll call. 4. Communication from the Public - None 5. Consent Agenda Motion made by Councilmember Belinda Halfin, second by Councilmember Debroha Boren to Approve the minutes from February 19, 2025. Motion passed unanimously. 6. Action on Department Reports, as necessary a. Public Works monthly reports - No action b. Police Department/Admin. monthly reports = No action C. Municipal Court monthly report - No action 7. Financial Review Motion made by Council Belinda Halfin, second by Councilmember Deborah Boren to approve Financial Review and payment of Bills. Motion passed unanimously. 8. Action on Follow up items, if necessary a. MIT-Grant Update - Mayor Little went over update as presented in packet b. Downtown Revitalization Project Update - Project is completed, however during final walk throughs, cracks were noticed in the sidewalk believed to be from standing water in form when concrete was poured. There will be another walkthrough in three months to check on size of cracks. Project has a one-year warranty, this will be set as a warranty issue. C. Water Well #1 = Mayor Little went over update as presented in packet d. TWDB Water/Wastewater Grant - PIF's were accepted, applications cannot be submitted until PIF record status has been changed to invited status. e. Battery Farm Update- Still waiting on Safebuilt to complete the plan review, City is not getting a response from Safebuilt on the review after several attempts by Marti Frost and Mayor Little. City will submit plans for review to Bureau Veritas. f. Millbrooke Subdibvision Update - Clearing of land has been completed, starting on laying the sewer lines. g. EDC Update - Working on abatement of building on Commerce, working on getting contractor to come back and complete work that was previously started. h. Collapsed Culvert issue at Railroad - Mayor had contacted the Railroad and was forwarded to another contact, which he got no response. Mayor will follow up. 9. New Business a. Resolution No. 2025-05 Motion made by Councilmember Belinda Halfin, second by Council Deborah Boren to approve Resolution No. 2025-05; to participate in the Texas SmartBuy Membership Program with a yearly Fee of $100 to be spilt between all departments. Motion passed unanimously. b. Order of Cancellation Motion made by Councilmember Deborah Boren, second by Councilmember David Marek to Accept the Order of Cancellation of the May 3, 2025 General Elections, Certifying candidates as Unopposed. Motion passed unanimously. C. Paternal Leave for Employee Handbook Motion made by Councilmember Deborah Boren, second by Councilmember Belinda Halfin to Approve Paternal leave for employee handbook. Motion passed unanimously. d. Commerial and Multi-Home residential development permits and fees Motion made by Councilmember Belinda Halfin, second by Councilmember Deborah Boren to Accept and adopt Ordinance No. 252 with Commercial and Multi-Home Residential development Permits and fees. Motion passed unanimously. e. Oversight Engineer for Millbrooke Motion made by Councilmember Belinda Halfin, second by Deborha Boren to not hire Weishuhn Engineering at this time as the city oversight engineer for the Millbrooke project. Motion passed unanimously. f. Status of Current number of Immediate and Future Taps No action g. Executive Closed Session; Gov.
