SNOOK CITY COUNCIL MINUTES OF REGULAR CALLED MEETING April 28, 2025 The City Council of the City of Snook, Burleson County, Texas, convened in regular meeting at the Snook City Hall on April 28, 2025 at 5:30 p.m. with Mayor Frank Fields presiding. Attendance Mayor: Frank Fields Mayor Pro-Tem: Matt Collins Aldermen: Tina Vega, Wade Elkins, Mary Cook, John Pollock City Staff: David Junek Visitors: Roy Sanders, Brenda Wasik, Anastasia Tucker, Steve McCoy, Christina Shipp,Joseph Ryan Shipp, Tina Workmon, Latrcich Workmon, Jack Baumann, Charles Dunlap, Mandielee Demke. I. Mayor Frank Fields called the meeting to order at 5:30 p.m. II. A quorum was established. III. Mayor Pro-Tem Matt Collins made a motion to adopt the agenda. Alderman John Pollock seconded the motion. Motion carried unanimously 5-0. IV. Open Forum/Visitor's Comments: Mayor Fields read the item and Steve McCoy with HART gave an update on the operations of HART and the number of animals they had either rescued, spayed/neutered, fostered, adopted out, etc. V. Action Items: 1. Mayor Frank Fields read the item and City Operator Dustin Lozano was not present to give his report. City Administrator/ City Secretary David Junek gave the following report: 8 new building permits were issued since the last regular city council meeting 5 are for single-family residences in Grand Lake 1ist for a single-family residence in Heritage Acres 1i is for a new storage building 1i is for a remodel 14 new water/sewer customers added this month 7 new water meters 7 transfer of services GLOMIT (Hurricane Harvey) project Held a preconstruction meeting with the contractors for the pip-bursting and new FM 2155 lift station. Notice to proceed have been issued to both Pipe-bursting part ofthe project is set to begin in May and the lift station portion is set to begin in June. See Bleyl status report for update on CDBG MIT-MOD, Capital Improvements Plan, and Water Model projects Construction on the CR 269 W Waterline is completed. Will issue appropriate final payments and request reimbursement from POSGCD. The City was not awarded funding for our application to the POSGCD grant. The City's auditor, Seidel Schroeder, is anticipating presenting the final FY 2024 audit at the June 23rd regular city council meeting. Early voting began last week and will continue until tomorrow. Saturday May 3rd is election day and will be from 7 a.m. to 7 p.m. Code Enforcement The house on Skrabanek Street was demolished and working with the property owner to clear off the remaining tall grass/weeds. The/3 houses that were ordered to be demolished have not been. Staff will begin getting quotes to remove the structures. The property owner on Park Street intends to have all grass shredded and brush piles burned by the end of June, but is working to have it completed by the end of May. Notices for excessively tall weeds/grass were sent today for 3 different properties. 2. Mayor Frank Fields read the item and reviewed the executive summary. Mr. Fields commented on the location and asked ifthe property owners were present and had any comments. Joseph Ryan Shipp and Christina Shipp were present and they stated that théy were wanting a water meter without having to annex the property into the city. Mayor Pro-Tem Matt Collins asked if there was a residence there and Mr. Shipp said no just bees and an outbuilding for when they were working on the property. Mr. Shipp said the goal for now is to get water to the outbuilding and maybe construct a house there sometime down the road. Mr. Fields asked if there was a well on the property and Mr. Shipp commented that he had dug a shallow well himself and not very reliable/efficient. Mr. Shipp commented that he had requested water service when there was only a waterline on CR 270, but was told that it was at capacity. Mr. Collins asked if the city had granted any variance request from the ordinance yet and Mr. Fields said no. Mr. Fields commented he was open to supplying water to them with an agreement to annex later. Alderman Wade Elkins asked if the houses on CR 270 were getting water from CR 270 and Mr. Fields said yes. Mr. Elkins asked if any houses between the city limits and the property were gettingwater and City Administrator/City Administrator David Junek said no. Mr. Shipp commented that the property across the road was, but Mr. Junek stated that the water was being supplied from CR 270 since the property also fronted it. Mr. Collins asked what the time period was to annex the right of way and Mr. Junek said probably 30-60 days. Mr. Shipp made the comment that they'd be open to negotiation on annexation. A motion was made by Mayor Pro-Tem Matt Collins to reject the variance request from Ordinance 2024-09 for 1442 CR 2629 W. A second was made by Alderman Mary Cook and carried unanimously 5-0. 3. Mayor Frank Fields read the item and commented that city council had talked about this before and that it would add cost to builders, but would keep debris and construction material contained. Discussion was had on the time period to require the dumpsters and the size of them. City Administrator/City Secretary David Junek commented on the draft ordinance and the alterations that could be made. Jack Baumann was in the audience and commented on issues that they experienced with trash blowing from the Grand Lake Subdivision. Mayor Pro-Tem added that he would recommend if the dumpster was overfilled and trash escaped to include it as a violation. Alderman Tina Vega asked if the current construction would be grandfathered in and Mr. Fields said yes. Discussion was had to have the dumpster present at the start of construction and could be removed after painting was started. A motion was made by Alderman Mary Cook to table action on Ordinance 2025-03 until the revisions were included. A second was made by Alderman Tina Vega and carried unanimously 5-0. 4. Mayor Frank Fields read the item and City Council members reviewed the minutes from the March 24, 2025 regular city council meeting. A motion was made by Alderman Wade Elkins to approve the minutes. A second was made by Alderman Mary Cook and carried unanimously 5-0. 5. Mayor Frank Fields adjourned to Executive Session at 6:03 p.m. for the purpose of discussion and deliberation of the appointment, employment, or duties of a Chief of Police. 6. The City Council reconvened into Open Session at 6:48 p.m. A motion was made by Alderman John Pollock to authorized City Administrator/City Secretary David Junek to enter into negotiations with the lone candidate for the Police Chief position. A second was made by Mayor Pro-Tem Matt Collins and carried unanimously 5-0. 7. Mayor Frank Fields read the item and City Council members reviewed the financial statements. A motion was made by Mayor Pro-Tem Matt Collins to approve the financial statements. A second was made Alderman John Pollock and carried unanimously 5-0. VII.
