Meeting Minutes E Regular Meeting of the Oak Point City Council Oak Point City Hall 100 Naylor Road, Oak Point, Texas Wednesday, April 16, 2025 OAK POINT 6:00 P.M. 6 country place 1) Call to Order, Roll Call, and Determination of Quorum Mayor Meek called the meeting to order at 6:03 p.m. Dena Meek Mayor Present Scott Dufford Mayor Pro Tem Absent, arrived at 6:04 p.m. Dave Klewicki Deputy Mayor Pro Tem Present Paul Bastaich Council Member Present Kirk Hawrysio Council Member Present John Lusk Council Member Present Greg Weiler Council Member Present City staff present: Wayne McKethan Interim City Manager Jeff Moore City Attorney Joni Vaughn City Secretary Donna Boner Finance/Human Resources Director Jennifer Henry Municipal Court Adminsrato/Communly Engagement Facilitator Joseph Sippl Police Lieutenant Gari Sansing Interim Fire Chief Dustin Horn Police Officer Colby Campbell Police Officer Matthew Yi Police Officer 2) Invocation Mayor Meek gave the invocation. 3) Pledge of Allegiance Council Member Bastaich led the pledges to the flags. 4) Swearing in of new Police Officer Lt. Sippl introduced new Police Officer Matthew Yi. Officer Yi took the Oath of Office. Officer Yi's father pinned Officer Yi's badge on him. 5) Items of Community Interest Jennifer Henry reported that Springfest was a huge success with a lot of people from the community attending. PARC members had a booth Interim City Manager McKethan gave a report to Council 6) Public Input Jack Brown, 615 Woodridge Drive, addressed Council with his concerns about traffic from the proposed development of the Tomazon property. He would like Council to address this at the next Council meeting. Gerald Hoenig, 931 Coral Cove, addressed Council with his concerns about short-term rentals in Oak Point. He would like Council to reconsider the ordinance on short-term rentals. Candy Risher, 921 Sapphire Ridge, addressed Council to report the poor condition of her street and ask Council to consider addressing Sapphire Ridge in the next road rehabilitation. 7) Presentation and discussion of the following reports: Financial Report for March 2025 Municipal Court Report for March 2025 Permits Report for March 2025 Police Department Report for March 2025 Fire Department Report for March 2025 Finance Director Boner answered Council's questions about March expenses. Council Member Lusk shared his concerns on permit revenue. Interim City Manager McKethan reported permits have picked up quite a bit in April. Police Lt. Sippl gave a report on police activity in March. Interim Fire Chief Sansing introduced new Fire Chief Harold Watkins. Interim Chief Sansing also reported that the Fire Department has 6 candidates for paramedic positions that they will be interviewing soon. 8) Report from Council Liaison a) Update on the PARC April meeting Mayor Pro Tem Dufford reported that PARC discussed holding a Rain Barrel workshop, discussed a Prairieland garden on the north side of the park, discussed a Monarch Way Station on the east side of the pavilion between the sidewalk and pavilion, and announced the pickleball court bid process is back in progress. b) Update on the Economic Development Corporation April meeting Council Member Weiler reported that EDC discussed the wayfinding and monument signs and the problems with them should be resolved by the middle of May. EDC Secretary Henry gave a report to the EDC on Staff's welcoming of the US Polo Association National Tournament to Oak Point. The feedback from the USPA was that they felt very welcomed and the City went above and beyond their expectations. Interim City Manager McKethan gave a report on the progress of the agreement with Ashlar. 9) Consider and act upon the minutes of the March 19, 2025 City Council meeting. Council Member Lusk made a motion to approve the minutes of the March 19, 2025 City Council meeting; motion seconded by Mayor Pro Tem Dufford. Motion Passed 7-0 10) Report to Council on digital sign. Jennifer Henry discussed the quotes she had received for replacing the City's broken, outdated, digital sign. The manufacturer and installer for Watchfire/Schuyler Signs brought their digital sign demonstration to the parking lot for Council to view and answered questions. 11) Presentation and discussion of Budget Calendar. Interim City Manager McKethan presented the Budget Calendar to Council and highlighted some of the important dates. 12) Consider and act on a Resolution to nominate a candidate to serve on the Denco Board of Managers. Mayor Meek asked to table this item until the next Council meeting. 13) Discuss and provide direction to City staff regarding topics for the Summer 2025 edition of the Country Place Bulletin. City Secretary Vaughn and Council discussed topics for the Summer 2025 edition of the Country Place Bulletin. 14) Discussion of Short-Term Rentals. City Attorney Moore gave Council a review of the history of litigation for short-term rentals, shared some new information with Council on city ordinances that have been upheld by the courts and answered Council's questions. Interim Manager McKethan reviewed the City's current ordinance with Council and suggested how the City might be more proactive in handling short-term rentals. Police Lt. Sippl discussed with Council some things the Police Department is planning to do to make sure short-term rental owners and guests stay in compliance with City ordinances. CLOSED SESSION 15) Recess into Closed Session in compliance with Section 551.001 et. Seq. Texas Government Code, to wit: a) Real Property Section 551.072 (Real Property) to deliberate the purchase, exchange, lease, or value of real property. Mayor Meek recessed the meeting to go into Closed Session at 7:34 p.m. 16) Reconvene into Regular Session and take any actions necessary as a result of the Closed Session. Mayor Meek reconvened the meeting into regular session at 8:05 p.m. Deputy Mayor Pro Tem made a motion to approve the Real Estate Sales contract on the property and on the terms as discussed in Executive Session; motion seconded by Council Member Hawrysio. Motion Passed 7-0 Deputy Mayor Pro Tem made a motion to authorize Staff to publish notice to sell the property on the terms as discussed in Executive Session; motion seconded by Council Member Hawrysio. Motion Passed 7-0 17) Consider and act upon topics to be scheduled for a future City Council Meeting.
