Meeting Minutes Regular Meeting of the Oak Point Parks and Recreation Commission Oak Point City Hall 100 Naylor Road Oak Point, Texas 75068 Monday, January 13, 2025 - 6:00 P.M. OAK POINT A covintry place 1. Call to order, roll call, and announce a quorum is present. Chairperson Risher called the meeting to order at 6:01 p.m. with the following roll call: Candy Risher Chairperson Present Christina Brown Vice Chairperson Present Robin Case Commissioner Present Jeanine Hall Commissioner Present Adam Steczko Commissioner Present Dena Miller Alternate Present City Staff present: Joni Vaughn City Secretary/Acting City Manager City Council present: Dena Meek Mayor Scott Dufford Mayor Pro Tem 2. Pledge of Allegiance and Pledge to the Texas Flag. Chairperson Risher led the pledges to the flags. 3. Public Input. No one came forward to speak. 4. Consider and act upon the minutes from the December 9, 2024 regular meeting of the Oak Point Parks and Recreation Commission. Commissioner Steczko made a motion to approve the minutes from the December 9, 2024 regular meeting of the Oak Point Parks and Recreation Commission; motion seconded by Commissioner Brown. Motion Passed 5-0 5. Consider and act to approve a contract with MHS Planning & Design for grant writing services. Chairperson Risher gave an overview of the contract with MHS. Commissioner Steczko made a motion to recommend approval of the contract pending review by the City Attorney; motion seconded by Commissioner Brown. Motion Passed 5-0 6. Consider and act to approve the purchase of a Burr Oak tree to replace the damaged tree in Jake's Place Park. Chairperson Risher discussed the need to replace the damaged tree at Jake's Place Park with the City tree, a Burr Oak. Commissioner Hall made a motion to approve $1500 for the purchase and planting of a Burr Oak tree for. Jake's Place Park; motion seconded by Commissioner Case. Motion Passed 5-0 on what regulations could be established to allow pollnator/Widfiower friendly areas within Oak Point. The PARC would like to have the discussion with City Council during the May City Council Meeting. 7. Discuss Pickle Ball Bid. Chairperson Risher discussed a rebid of the Pickleball Courts. Risher updated the Commission on a meeting held with City Staff. She mentioned Interim City Manager McKethan would start the process of gathering bids through a different platform in hopes of getting several bids and more cost-effective options. 8. Discuss Boat Ramp Grant. Chairperson Risher gave the update on the Boat Ramp Grant. Risher explained that MHS had set up a kick-off meeting for April 28th to discuss the Grant Process with the Parks & Wildlife 9. Discuss Tree Purchase/Replacement. Chairperson Risher gave a recap of a prior meeting where the PARC had approved $1,500.00 for a tree replacement near the entrance of Jakes Place Park. The replacement tree was to be a 100-gallon Bur Oak. Park Secretary Henry will confirm with Public Works that the project in on the schedule and will ask for an anticipated time for completion. 10. Springfest Update. Chairperson Risher opened discussion and recap on the Springfest event. Risher explained that it was a great event. Risher stated that the PARC and Master Gardner had a table set up. The Master Gardner table had pots to give away and the PARC table had seed packets to hand out. All of the seed packets and pots were given away during the event. Risher stated she would like to see a PARC presence at each event and more on volunteer efforts and commitment would be an item of discussion on the next agenda. 11. Consider and approve converting the green strip between the north walkway and boundary fence in Jake's Place from the septic field to the west gate into a no-mow native Prairie Plant Garden. David Wootton gave a brief presentation of what the "no-mow native Prairie Plant Garden" would entail and pictures of the no-mow areas within the City of Lewisville. Wootton shared a 5-step process used by the City of Lewisville and would like to incorporate the same concept along the north walkway just past the aerobic system. Commissioner Case made a motion to approve converting the green strip between the north walkway and boundary fence in. Jake's Place from the septic field to the west gate into a no-mow native Prairie Plant Garden; motion seconded by Commissioner Brown. Motion Passed 5-0 12. Consider and approve converting the turf area on west side of the pavilion into a Monarch Way Station and demonstration garden for native plants. Before discussion Chairperson Risher made a correction that the area to be discussed was the East side ofthe Pavillion, not the west. Master Garder Kim Wootton gave a detailed presentation of a Monarch Way Station. Wootton gave information on the Texas regions, types of ideal plants for our area, planting preparation, and a diagram of the proposed site area. Wootton also explained the project would be very low cost to the city and that there was a volunteer group willing to attend to and maintain the garden. Commissioner Steczko made a motion to approve converting the turf area on East side of the pavilion into a Monarch Way Station and demonstration garden for native plants; motion seconded by Commissioner Case. Motion Passed 5-0 7. Discuss starting and placing a Seed Library Chairperson Risher discussed the concept of a Seed Library for the community. She will be happy to oversee the project. Fellow Commissioners support the idea. 8. Discuss SpringFest The Commission discussed a desire to have a booth at SpringFest. They would like to have local gardeners and bird lovers share their expertise. 9. Discuss future agenda items for next regular meeting of the Parks and Recreation Commission.
