CALL TO ORDER AND ANNOUNCE PRESENCE OF QUORUM: Chairman Zagst called the meeting to order at 6:00 pm and declared a quorum of the Commission is present to conduct the meeting. 2. CITIZENMVISITOR COMMENTS: This is an opportunity for citizens to address the Planning and Zoning Commission concerning an issue of community interest that is not on the agenda. Comments on a specific agenda item must be made when the agenda item comes before the Commission. The Chair may place a time limit on all comments. Any deliberation of an issue raised during Citizen Comments is limited to a proposal to place it on the agenda for a later meeting. There were no citizen comments. 3. REGULAR AGENDA: The Commission will individually consider and possibly take action on any or all of the following tems: a) Discussion and Action regarding the approval of the minutes from the December 12, 2024, regular meeting. Commissioner Mills made a motion to approve the December 12th, 2024, meeting minutes. Commissioner Ebeling seconded the motion, and the motion passed 6-0. b) Discussion and Action regarding a Preliminary Plat of Gregg Ranch Phase Four (4), 10.449-acre tract out of the Bradley Survey No. 79 Abstract No. 61 and being a portion of a called 65.582-acre tract and all of a called 1.797 acre tract, Burnet County, Texas. Hanna Kadow, Development Services Coordinator, addressed the Commission. The Commission discussed the conservation easement, landscape easement, and TXDOT right-of-way. Commissioner Vercher made a motion to approve the preliminary plat with the following conditions: i. The TIA be updated and provided to City Staff ii. A landscaping plan to be submitted and approved prior to the Final Plat submittal ii. Ar maintenance plan for parks, open space, trails, and amenities to be submitted and approved prior to the Final Plat submittal iv. Fencing plan to be submitted and approved prior to the Final Plat submittal Page 1 of 3 1/9/2025 V. Approval of civil engineering plans by City Staff vi. Allow amendments to the plat to address items that may arise from City Staff review and approval of the civil engineering plans vii. The 10-foot landscape easement fronting US Highway 281 to become a 10-foot landscape lot Commissioner Oostermeyer seconded the motion, and the motion passed 6-0. c) Discussion and Action regarding a minor replat of a 112.04-acre tract of land out oft the Jefferson Barton Survey No. 418, Abstract No. 135, and H.T.&B. Railroad Company Survey No.1, Abstract No. 448, Burnet County, Texas. Hanna Kadow, Development Services Coordinator, addressed the Commission. The Commission discussed potential future plans and parcel combination. Commissioner Oostermeyer made a motion to approve the preliminary plat with below conditions: i. This plat will be approved by the Planning & Zoning Commission. Please update the signature block(s) to match our standard language that reflects this change. ii. Plat Note #3, change to the following: There is no new public right-of-way being dedicated to the City of Marble Falls." iii. Plat Note #12, change to the following: Future Roadways A future access easement within Lot 1A shall be granted to the City of Marble Falls that will connect Baylor Scott & White Boulevard to Flatrock Boulevard (80' R.O.W) - prior to any new construction activity or if the plan is re-subdivided." iv. On sheet 10, Easements "E9", "E14", and "E22" cannot be found. Please correct and update these document numbers. V. On sheet 10, Easement "E13", please provide the document number. vi. Remove the shading for the City of Marble Falls Lot 2A. Please leave it blank with the property owner labeled in a darker shade. Commissioner Mills seconded the motion, and the motion passed 6-0. d) Discussion and Action regarding a minor plat of a 1.80-acre tract of land, Tract 2, out of the Heritage Oaks Subdivision, municipally addressed as 411 12th Street, Marble Falls, Texas. Commissioner Vercher stepped down from the dais. Scarlet Moreno, Assistant Director of Development Services, addressed the Commission. The commission discussed the roadway extension, the roadway design, and the future extension of Primrose Lane. Commissioner Mills made a motion to approve the minor plat based on staff's recommendation. Commissioner Ebeling seconded the motion, and the motion passed 5-0. e) Discussion and Action regarding a Preliminary Plat of 11.887-acre tract out of the Rafael Padilla Survey No. 17, Abstract No. 666, Burnet County, Texas with consideration of a Subdivision Waiver to Section 6.2.1D. - Traffic Impact Analysis. Municipally addressed as 101 FM 1855, Marble Falls, Texas. Commissioner Vercher returned to the dais. Scarlet Moreno, Assistant Director of Development Services, addressed the Commission. The Commission discussed driveway lanes, acceleration and deceleration lanes, TXDOT right-of-way, water quality, repaving of the parking lot, light poles, signage, and fire protection. Commissioner Oostermeyer made a motion to approve the preliminary plat with direction for staff to conversate with TXDOT. Commissioner Mills seconded the motion, and the motion passed 6-0. 4.
