CALL TO ORDER AND ANNOUNCE PRESENCE OF QUORUM: Chairman Zagst called the meeting to order at 6:00 pm and declared a quorum of the Commission is present to conduct the meeting. 2. CITIZEN/VISITOR COMMENTS: This is an opportunity for citizens to address the Planning and Zoning Commission concerning an issue of community interest that is not on the agenda. Comments on a specific agenda item must be made when the agenda item comes before the Commission. The Chair may place a time limit on all comments. Any deliberation of an issue raised during Citizen Comments is limited to a proposal to place it on the agenda for a later meeting. There were no citizen comments. 3. REGULAR AGENDA: The Commission will ndividually consider and possibly take action on any or all of the following items: a) Discussion and Action regarding the approval of the minutes from the March 6th, 2025, regular meeting. Commissioner Oostermeyer made a motion to approve the March 6th, 2025, meeting minutes. Commissioner Mills seconded the motion, and the motion passed 6-0. b) Discussion and Action regarding a Final Plat of a 11.887-acre tract out of the Rafael Padilla Survey No. 17, Abstract No. 666, Burnet County, Texas. Addressed as 101 FM 1855, Marble Falls, Texas. Scarlet Moreno, Director of Development Services, addressed the Commission. The Commission discussed the utilities that will serve the property, the water well, and sewer capacities. Commissioner Miller made a motion to approve the Final Plat with the condition that the applicant provides the TCEQ permit showing approval of the well, water supply, and other water systems prior to the release of the final plat for recordation. Commissioner Mills seconded the motion, and the motion passed 6-0. c) Public Hearing, Discussion, and Recommendation regarding a rezoning request from Existing Neighborhood Zone 1 (ENZ.1) to a Planned Development District, with base zoning of Transitional Residential (TR) for approximately 57 acres of land out of the A. Schroeter Survey No. 4, Abstract No. 1270 and the G. Flores Survey No. 7, Abstract No. 304, City of Marble Falls, Burnet County, Texas. Generally located north of US 281 and east of Ridge Rock Road. Commissioner Miller recused himself from the dais. Scarlet Moreno, Director of Development Services, addressed the Commission. The Commission discussed the utility connections, the Panther Hollow Lift Station contributions, roadway Page 1 of 2 4/17/2025 connectivity, water quality ponds, detention ponds, tree preservation, and tree mitigation. Lucian Morehead and Jason McMillon, the applicants, addressed the commission to outline their goals for the property, review the water quality ponds, examine rear access unit parking and potential parking pods, and address fire access. Chairman Zagst opened the public hearing. No one addressed the Commission. Chairman Zagst closed the public hearing. Commissioner Oostermeyer made a motion to recommend approval oft the Planned Development District to City Council with the condition that the applicants explore alternative parking pods to alleviate on-street parking within the townhome parcels. Commissioner Mills seconded the motion, and the motion passed 5-0. Commissioner Miller returned to the dais. 4.
