City of Hawkins City Council Minutes GITYOF HAWKINS GITYOFHAWKNS March 17, 2025 On this day March17, 2025, at 6:00 pm, Mayor Debbie Rushing called a Regular City Council Meeting to order with council members Greg Branson, Eric Maloy, Eleta Taylor, Clara Kay and Meredith Hancock. The department heads present were Norma Hallmark, Ty Musick, Mandy Thomas, and Matt Crone for Mike Maberry. Judge Mitch Henderson was not present. Jeff Karlson gave the invocation. U.S. Pledge ofAllegiance was led by Mayor Deb Rushing. Paul Gant with the Greater Hawkins Veterans' Association gave an update on the Veterans Memorial Park. Councilmember Greg Branson made a motion to approve the 2025 Consumer Price Index (CPI). Adjustments to Municipal Telecommunications Right-of-Way Access Line Rates. Councilmember Eric Maloy seconded the motion. The motion carried. Councimember Greg Branson made a motion to approve the Republic Franchise Fee; Seconded by Councilmember Clara Kay. The motion passed. Councilmember Clara Kay made a motion to approve the revised Hawkins Volunteer Fire Department Constitution and By-Laws; Seconded by Eric Maloy. The motion passed. Councilmember Eric Maloy made a motion to remove the Resolution 160321 and Ordinances 160701, 160722, 160729 per rebuilding agreement to abolish 2016 resolution and ordinances. Councilmember Clara Kay seconded the motion. The motion carried. Councilmember Meredith Hancock made a motion to approve the minutes from February 18, 2025, City Council Meeting and March 3, 2025, Special City Council Meeting. Councilmember Greg Branson seconded the motion. Councilmember Meredith Hancock voted for the motion. Councilmembers Greg Branson, Eleta Taylor, Eric Maloy, and Clara Kay voted against the motion. The motion did not pass. Councilmember Clara Kay made a motion to approve the City of Hawkins Financial Reports; Seconded by Councilmember Meredith Hancock seconded the motion. The motion carried. Councilmember Meredith Hancock made a motion to approve the Monthly Departmental Reports. Councilmember Eleta Taylor seconded the motion. The motion carried. Mayor Deb Rushing let the citizens comment on the agenda items. Councimember Eleta Taylor made a motion to adjourn the meeting; seconded by Councimember Eric Maloy.
