City of Hawkins City Council Minutes GITYOFHAWKNS GITYOFI HAWKING March 03, 2025 On this day March 3,2025, at 6:00 pm, Mayor Deb Rushing called a special meeting to order with council members Greg Branson, Eric Maloy, Eleta Taylor, and Clara Kay. Councilmember Meredith Hancock was not present. The department heads present were Mike Maberry, Ty Musick, and Mandy Thomas. Norma Hallmark and Judge Mitch Henderson were not present. Jeff Karlson gave the invocation. U.S. Pledge of Allegiance was led by Mayor Deb Rushing. Mayor Deb Rushing let the citizens discuss items on the agenda. Councilmember Eleta Taylor made a motion to go into an executive session for the appeal of David Morris, Dale Lundberg, and Vernon Polk. The executive session was seconded by Councilmember Eric Maloy. Mayor Deb Rushing stated that the Executive Session was illegal. Also, Mayor Deb Rushing stated that Councilmembers Eleta Taylor, Eric Maloy, and Clara Kay stayed for the executive session. Councilmember Greg Branson abstained from the executive sessions. Adjourned at 6:10 pm for the executive session for David Morris, Dale Lundberg, and Vernon Polk. Mayor Deb Rushing called the special meeting back to order at 6:36 pm. Mayor Deb Rushing stated that the appeals are based off the Hawkins Police Department Policy that was dated November 20, 2023, and was not voted on or approved by the City Council. Therefore, the City of Hawkins cannot go by the Hawkins Police Department Policy. Councilmember Eleta Taylor made a motion that David Morris, Dale Lundberg, and Vernon Polk appeal was granted, that they return to work immediately with back pay, and no gap in employment. Mayor Deb Rushing made the motion was "Out of Order". Mayor Deb Rushing stated, > that you cannot make a motion that goes against law.' 99 Councilmember Eric Maloy made a motion to adjourn the meeting; seconded by Councilmember Eleta Taylor.
