Belton Special Called City Council Meeting April 29, 2025 = 5:30 P.M. The Belton City Council met in special session in the Wright Room of the Harris Community Center. Members present included Mayor David K. Leigh, Mayor Pro Tem John R. Holmes, Sr., Councilmembers Craig Pearson, Wayne Carpenter, Stephanie O'Banion and Dave Covington. Councilmember Daniel Bucher was absent. Staff present included Sam Listi, John Messer, Mike Rodgers, Amy Casey, Larry Berg, Jon Fontenot, Bob van Til, Megan Odiorne, Cynthia Hernandez, Scott Hodde, James Grant, Paul Romer, Judy Garrett, Christina Sparks, Amanda Cox, Daniel Aguirre, Chris Brown, and Joe Dyer. The Pledge of Allegiance to the U.S. Flag was led by Mayor Pro Tem John Holmes, Sr. The Pledge of Allegiance to the Texas Flag was led by Director of Communications Paul Romer. The Invocation was given by Councilmember Dave Covington. 1. Call to order. Mayor Leigh called the meeting to order at 5:33 p.m. 2. Public Comments. (Audio 2:27) Mayor David K. Leigh thanked Councimember Wayne Carpenter for his service. John Messer thanked Councilmember Carpenter for being amazing during his term as Mayor and Councimember, stating he was a "We person and not a me person". John Holmes thanked Councilmember Carpenter for being an inspiration. There were other commenters with similar accolades. 3. Consider an ordinance on first and final reading authorizing the issuance of City of Belton, Texas, Combination Tax and Limited Revenue Certificates of Obligation, Series 2025; levying an ad valorem tax and pledging certain revenues in support of the certificates; approving an official statement, a paying agentiregistrar agreement and other related documents; awarding the sale of the certificates and authorizing other matters relating to the certificates. (Audio 9:07) Director of Finance Mike Rodgers and the City's Financial Advisor Jennifer Ritter with Specialized Public Finance presented this item. Upon a motion by Councimember Carpenter, and a second by Mayor Pro Tem Holmes, the following captioned ordinance was approved upon a unanimous vote of 6-0.
