(817) 441-5770 City Council Meeting Minutes The City Council met in a scheduled meeting on Thursday, April 17, 2025, at 7:00 p.m. in the Annetta Town Hall at 450 Thunder Head Lane to consider the following agenda: I. Call to order. Mayor Sandy Roberts called the meeting to order at 7:00 p.m. II. Pledge of Allegiance/Invocation of Prayer. Council Member Shane Mudge led the pledge and Council Member Kent Stasey gave the invocation. III. Roll call/Quorum check. A quorum check revealed that Mayor Roberts and Council Members, Kent Stasey, Shane Mudge and Brandon Thompson were all present. Council Members, Danny Coffman and Jim Causey, were absent. Also present was Jamee Long, City secretalyAdminstrator. IV. Public Comments: There were no public comments. V. Consent Items: Reports from City Staff and Commission or Committees: a. Consider the approval of Minutes from the Regular City Council Meeting on March 20, 2025. b. Public Works Report. C. Financial Report. Council Member Mudge moved to accept the consent items, Council Member Stasey seconded the motion, with all aye. Mayor Roberts stated that there were 80 leak notifications in March. Council Member Stasey stated that the Town's finances look good and are on track for this time in the fiscal year. Motion passed unanimously. VI. New Business: a. Inspirational by Chris Parks of the Texas Outlaws, National Wheelchair Basketball Association. Mayor Roberts introduced Chris Parks and noted that the Texas Outlaws are the National Champions. Mr. Parks stated that there are 65 teams in the association. He stated that 11 years ago he lost his leg due to flesh eating bacteria. He stated that he had 9 surgeries. He stated that he is blessed because only 13% of patients survive this infection. Mr. Parks stated that he had never played basketball prior to his amputation but fell in love with the sport. He stated that he and his wife moved to this area to be in between both of their families. A video of a portion of a wheelchair basketball game was shown. Mr. 1 Parks stated that he encourages amputees to participate in wheelchair sports. Council Member Stasey thanked Mr. Parks for encouraging homebound amputees to participate in the association. Mayor Roberts thanked Mr. Parks for sharing his story. b. Public hearing on Town of Annetta zoning change: Consider an ordinance for a change from R-1 Residential to R-1 Residential with a Special Use Permit (SUP) to allow an accessory dwelling unit to be constructed on the same lot as the main dwelling unit. The accessory dwelling unit to be used by a person or persons related to occupants of the main dwelling unit. The property is located at 1595 Crouse Lane on 13.50 acres, not platted as Abst 1814, Survey: I & G N RR CO BLK 8 SUR 3, Town of Annetta, Parker County, Texas. Mayor Roberts opened the public hearing at 7:23 p.m. The property owner, Trent Messer, stated that he is requesting a Special Use Permit for an accessory dwelling. He stated that this will be used by his extended family when they come to visit. Mayor Roberts closed the public hearing at 7:30 p.m. Planning & Zoning Commission Chair, Mike Herring, stated that the Commission made a unanimous recommendation for approval of the SUP. Ms. Long asked if there were any conditions with the Commission's recommendation. Mr. Herring stated that the Commission recommended the conditions outlined in the ordinance. City Planner, Craig Farmer, stated that his recommendations are in the Council Packet and included in the ordinance. Mayor Roberts read the conditions listed in the ordinance. Mayor Roberts stated that there will also be a separate electric meter due to the size of the accessory dwelling. Council Member Thompson moved to approve the ordinance for change from R-1 Residential to R-1 Residential with a Special Use Permit (SUP) to allow an accessory dwelling unit to be constructed on the same lot as the main dwelling unit. The accessory dwelling unit to be used by a person or persons related to occupants of the main dwelling unit. The property is located at 1595 Crouse Lane on 13.50 acres, not platted as Abst 1814, Survey: I & G N RR CO BLK8 8 SUR 3, Town of Annetta, Parker County, Texas, with the stipulations outlined in the ordinance, Council Member Stasey seconded the motion, with all aye. Ms. Long told Mr. Messer that the ordinance will be posted to the Town's website. She also reminded Mr. Messer that he will need to pull a permit prior to construction of the accessory dwelling. Motion passed unanimously. C. Legislative update by the Town's Planning Consultant, Craig Farmer. Mr. Farmer discussed proposed bills that could affect Annetta regarding platting, zoning, disannexation, home based businesses, short term rentals and accessory dwellings. d. Discussion and Action: Consider authorizing the Mayor to execute an Addendum to Municipal-County Contract for Road Repair for an expenditure of $31,581.18 for rebuilding Deer Creek Drive, Ridgecrest Drive, Live Oak Drive, Rock Glenn Court, Branch Hollow Lane, Rosemeade Court and Duncan Road (labor and equipment). Council Member Stasey moved to authorize and approve an Addendum to Municipal- County Contract for Road Repair for an expenditure of $31,581.18 for rebuilding Deer Creek Drive, Ridgecrest Drive, Live Oak Drive, Rock Glenn Court, Branch Hollow Lane, Rosemeade Court and Duncan Road forl labor and equipment, Council Member Mudge seconded the motion, with all aye. Motion passed unanimously. e. Discussion and Action: Consider authorizing an expenditure of $62,343.20 for CRS2 Ergon and Grade 4 Rock for rebuilding Deer Creek Drive, Ridgecrest Drive, Live Oak Drive, Rock Glenn Court, Branch Hollow Lane, Rosemeade Court and Duncan Road (materials). Council Member Mudge moved to approve an expenditure of $62,343.20 for CRS2 Ergon and Grade 4 Rock for rebuilding Deer Creek Drive, Ridgecrest Drive, Live Oak Drive, Rock Glenn Court, Branch Hollow Lane, Rosemeade County and Duncan Road for materials, Council Member Stasey seconded the motion, with all aye. Motion passed unanimously. f. Discussion and Action: Consider a proclamation proclaiming May 2025 as Mental Health Awareness Month. Mayor Roberts read the proclamation. Council Member Mudge moved to approve a proclamation proclaiming May 2025 as Mental Health Awareness Month, Council Member Stasey seconded the motion, with all aye. Motion passed unanimously. 2 g. Discussion and Action: Consider a proclamation proclaiming May 2025 as Water Safety Month. Mayor Roberts read the proclamation. Mayor Roberts stressed the importance of watching children while in the pool. Council Member Thompson asked if pool safety information is on the Town's website. Ms. Long stated that she would verify that this information is posted to the Town's website. Council Member Mudge moved to approve aj proclamation proclaiming May 2025 as Water Safety Month, Council Member Stasey seconded the motion, with all aye. Motion passed unanimously. h. Announced winner of children's book contest. This month's book, Discovering Plants and Flowers, was won by the residents of 115 Tanglewood. VII. Old Business: a. Discussion and Action: Consider an ordinance amending the Drought Contingency Plan. Council Member Stasey moved to open this item for discussion, Council Member Mudge seconded the motion. Ms. Long stated that Council Member Causey has taken the lead on the updates to the Plan. She stated that staff has completed a mock billing using a spreadsheet to calculate the surcharges when in Stage 2 or above water restrictions. Ms. Long stated that the process worked perfectly. Council Member Stasey discussed the importance of the Drought Contingency Plan and about irrigation being the issue. He also discussed the amount of water wells drilled in our area. He stated that the Drought Contingency Plan is to aid in the conservation of water resources. Mayor Roberts stated that Stage 1 of the Drought Contingency Plan will begin on May 1. Ms. Long reminded everyone about the meeting recordings posted on the Town's website when the UTGCD and the master gardeners have presented information on water conservation. She also asked citizens to review the water conservation page on the Town's website. She thanked Diana for her hard work in adding this information to the Town's website. Council Member Stasey moved to approve an ordinance amending the Drought Contingency Plan, pending legal review, Council Member Mudge seconded the motion, with all aye. Motion passed unanimously. VIII. Items of Community Interest. Mayor Roberts stated that she hoped everyone has a Happy Easter. Council Members Stasey and Thompson discussed the Aledo FFA's recent cornhole tournament. Council Member Thompson discussed the upcoming 760 Fest in Willow Park. Council Member Mudge discussed the fundraiser for EITosoro de la Vida Grief Camp and encouraged bids on the live auction. Mayor Roberts reminded walkers to walk on the correct side of the road. Mrs. Stasey discussed her volunteer work with dogs that are ready to be adopted. IX.
