The Pledge of Allegiance followed. APPROVAL OF AGENDA: Two changes approved: 7b. Virginia Vipers Basketball Presentation cancelled; 8b.3 and 8b.4 switched. Unanimously approved. INTRODUCTIONS EDAC: members, staff and audience introduced themselves. APPROVAL OF MEETING MINUTES: The 03/04/25 EDAC Meeting Minutes were reviewed and unanimously approved. ANNOUNCEMENTS: The Committee commended Member Dayton for the grand opening of the Enhanced Beauty & Wellness Clinic on W Main St in the Historic Downtown, a $4m investment paying over $50,000 directly to the Town in development fees. CITIZEN, / BUSINESS ATTENDANCE & COMMENTS: Ms. Beverly Chiasson stated that she was interested in learning the Town plans for Bowman Park which her family donated to the Town. Further discussion was directed to Agenda Item 8c.1 Chiasson Property. Mr. Herman Jayne stated that he was interested in developing a large indoor basketball facility with 6+ courts and was looking for appropriate land in Purcellville. He also mentioned close connections to the operators ofVulcan Materials in the Historic Downtown North section. DISCUSSION ITEMS: Note: The following Agenda Discussion Items reflect EDAC's 5 Priorities for FY2025: 1) BUSINESS ENGAGEMENT a) Purcellville Business Association i) Next membership meeting April 8 @ 12p @ Loudoun Golf Clubhouse i1) Keynote: Main Street Presentation" by Erin Rayner and Town staff. b) Healthcare Services Letter of Support 1) The Town now has 3 properties totaling approximately 150,000 sf of medical office commercial development in the permitting process. ii) When asked how EDAC can support with marketing, the developers requested a letter of support rather than direct marketing. 111) The Town finalized and distributed a Healthcare Services Letter of Support (see itps/www.purcelvlevagov/B25pecil-Focs-ltcalhcare-Services) c) Upcoming Ribbon Cuttings 1) Shahnti Aesthetics & Wellness Medicine (Friday, April 4) ii) The Ridge Training C 2) HISTORIC DOWNTOWN REJUVENATION a) Historic Downtown Master Plan and Design Guidelines Project Update 1) A firm has been selected but $115,000 needs to be secured via Town funding, donation or grant. 11) Focusing only on design, it may be possible for the' Town and property owners to contract an urbanist to generate designs for discussion. b) T-Mobile Hometown Grant: Historic Downtown Streetscape Beautification i) $50k max toward community improvement must be shovel ready due end of] Dec. ii) Project: Replacing the Train Station roof ($40,000) and buying new. (1) See: htmshnovpurelvileamlialsiebaosmtionm.Dauwsloment for the presentations. ii) Town Council delayed until the Apr 22 working session the motion to end participation in the Virginia Main Street program due to perceived funding and personnel requirements. (1) A thorough analysis reveals NO funding or personnel requirement, although most municipalities take the lead in establishing the community-led organization. (a) See VMS Program and Grant Guidelines Analysis: wthswicm.eIRTANIVRGROTVVPNAaiV4PwMa. sp=sharing (b) Discussion revolved around EDAC's frustration of certain Town Council member's lack of transparency, lack of! knowledge and presentation of erroneous information for this high priority and Town-Council sanctioned EDAC partnership. iii) APPROVED MOTION: The Economic Development Advisory Committee recommends to Town Council that the June 12, 2024 resolution authorizing the Town's participation in the Virginia Main Street program remain in effect and not cancelled as this is a requirement for grant funding, technical consultation, and future participation by the community-led Purcellville Main Street organization. (1) Motion by Ms. Dean, seconded by Ms. Dayton, unanimously approved. 3) TOWN LAND ASSET SITE REVIEWS a) Chiasson Property i) This 12-acre propertyis outside the Town border on the southern end of the Loudoun Golf Course, donated by the Chiasson family for the Bowan Park nature area. ii) Geographically the property is a hill with significant wetland stream area to east. 111) No access available, easements not transferred. iv) PVL Parks & Rec to review for possible nature interpretation center and / or trails. b) Maintenance / Wastewater Property (20th St) 1) 6.5 acres of flat ground just north of the wastewater facility ii) Best Town land asset for possible development, sale, trade or partnership iii) New development should be compatible with the neighborhood. c) Flower Garden Property i) Embedded in a residential neighborhood, also has significant environmental features, not recommended for development. d) Fields Farm Property i) 3 acres. Need to review the restrictions of the new VA7/VA690 interchange and possible annexation of adjacent county land for possible expansion ofthe light industrial park. 4) REGIONAL AND STATE EC.DEV & TOURISM COLLABORATION a) Loudoun Economic Development All Towns Meeting 1) Meeting in January focused on potential county grants b) Western Loudoun Recreation Complex Public Presentation Review (ink) i) Review the link provided for the latest complex plans.
