Hamilton, County Council Appointee James Richardson, County Executive Appointee Announcement from Robert McCord Mr. Robert McCord notified the attendees that Harford County Government was following protocol under the Open Meetings Act. Approval of Minutes of the April 22, 2025 Board of Estimates Meeting The minutes of the April 22, 2025 Board of Estimates Meeting were approved by general consent. Item No. 05-06-25-01 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Richter presented Solicitation No. 25-216 on behalf of Leroy Fleming; (3) New 2025 R ONE Series 2000 Double Stack Transport Trailers; Piggyback- League of Oregon Cities Contract # PS20235. Mr. John Richter from the Department of Emergency Services stated that this proposal is for the purchase of three (3) new 2025 R ONE Series 2000 double stack transport trailers for Swiftwater Rescue Operations. The new trailers will replace the following six (6) trailers, 0842a, 0845a, 0843a, 0833a, 0844a, and 0831a, that have significant wear and deterioration due to prolonged use and exposure to harsh environments. The Department of Procurement, Fleet Management, recommends award in the amount of $73,287.05 to Mid- Atlantic Rescue Systems, Incorporated of Frederick, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with two members absent. Item No. 05-06-25-02 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Kuba presented Solicitation No. 25-301; CyberArk; Piggyback-State of Maryland CATS Contract # 060B2490023. 1 Mr. Nick Kuba from the Office of Information and Communication Technology stated that this proposal is for the purchase of CyberArk Software. CyberArk's Privileged Account Management provides the County with the ability to manage and protect access to accounts that have elevated access to computer systems and data contained on the County network, which includes but is not limited to local admin accounts, domain admin accounts, and service accounts. The Office of Information and Communication Technology recommends award in the amount of $253,959.06 to IP DataSystems, Incorporated of Ellicott City, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with two members absent. Item No. 05-06-25-03 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Kuba presented Solicitation No. 25-302; KCI Engineering DPW; Piggyback-State of Maryland CATS Contract # 060B2490023. Mr. Nick Kuba from the Office of Information and Communication Technology stated that this proposal is for the purchase of KCI Engineering Services for the Department of Public Works. The Professional Service Agreement is for as-needed IT support services for Geographic Information Systems (GIS), Cityworks, and general IT infrastructure and applications. KCI provides flexible, as-needed support services for GIS Solutions development and maintenance, systems integration and support, business process improvement, Cityworks support, training, customization, reporting, cloud and system migration support, and system upgrades. The Office of Information and Communication Technology recommends award in the amount not to exceed $275,000.00 per year to KCI Technologies, Incorporated of Sparks, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with two members absent. Item No. 05-06-25-04 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Barry presented Solicitation No. 25-222; Sewer Rehabilitation Construction Services; Change Order # 1. Mr. Steven Barry from the Department of Public Works stated that this proposal is for an increase in the number of sewer mains that can be rehabilitated and lined each year to keep up with the aging infrastructure. The Department of Public Works requests approval for Change Order # 1 in the amount not to exceed $200,000.00 per year, increasing the contract not to exceed total to $500,000.00 per year to Pleasants Construction, Incorporated of Clarksburg, Maryland in accordance with Section 41-25 oft the Harford County Code. This motion was unanimously approved with two members absent. Item No. 05-06-25-05 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Barry presented Solicitation No. 25-223; Manhole and Wet Well Rehabilitation; Change Order # 1. 2 Mr. Steven Barry from the Department of Public Works stated that this proposal is for an increase in the number of manholes to be repaired, rehabilitated, and/or coated to keep up with the aging sewer infrastructure to prevent deterioration, including the infiltration and inflow of groundwater and/or rainwater. The Department of Public Works requests approval for Change Order # 1 in the amount not to exceed $200,000.00 per year, increasing the contract not to exceed total to $300,000.00 per year to Pleasants Construction, Incorporated of Clarksburg, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with two members absent. Item No. 05-06-25-06 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Mr. Miller presented Solicitation No. 25-217; Abingdon Road Bridge H-0169; CSXT Construction Support; Sole Source. Mr. Matt Miller from the Department of Public Works is requesting approval for the construction support services to complete the design review and right-of-way acquisition associated with Abingdon Road Bridge H-0169 over CSXT replacement project. The Department of Public Works recommends award in the amount of $565,235.00 to CSX Transportation, Incorporated of Jacksonville, Florida in accordance with Section 41-25 of the Harford County Code.
