PUBLIC COMMENTS Corinne Martinez provided public comment. CONSENT CALENDAR 6.A. Resolution No. 2025-15 Adopting the Amended Conflict of Interest Code Pursuant to the Political Reform Act of 1974 6.B. Resolution No. 2025-12 Authorizing the Purchase of a new fire station alerting system for the Winters Fire Department with U.S. Digital Designs in an Amount not to Exceed $122,000 6.C. Resolution No. 2025-13 Approving the Third Amendment to Professional Services Agreement with Atkinson, Andelson, Loya, Ruud & Romo to Increase Compensation by $55,000 for a Total Not-to-Exceed Amount of $135,000, and Authorizing the City Manager to Execute the Amendment 6.D. Resolution 2025-14 approving a Professional Services Agreement between the City of Winters and Bay Area Pop Up Events for production of the Winters 2025 Tractor Parade and authorize the City Manager to execute the agreement 6.E. Presentation of Sacog's Blueprint project (long range transportation plan) Kacey Lizon, Deputy Executive Director of Programs Clint Holtzen, Planning Manager, presented the SACOG Plan and highlighted the alignment of local efforts with regional and state priorities, the importance of coordinated growth to remain competitive, and the focus on sustainable and equitable development. DISCUSSION ITEMS 8.A. Continued Public Hearing (from March 18, 2025): Introduce and Waive First Reading of Ordinance No. 2025-01 amending Chapter 5.36 of the Winters Municipal Code relating to Food Vendors. City Planner Kelly presented proposed changes to the food vendors ordinance, including updates to operating hours, permit caps, and insurance requirements. Public Hearing was opened at 7:30 PM. Kate Laddish & Corinne Martinez provided public comment. Public Hearing was closed at 7:35 PM. Following discussion Council directed staff to (1) bring back the ordinance with amendments, that address resale certificate requirements for food vendors, update the hours of operations for all vendor types to 8 a.m. to 10 p.m., keep the 200 ft. distance between Stationary Food Vendors on the same parcel : and to cap the number of stationary food vendors per parcel based on size. Motion by Mayor Pro Tem Biasi, seconded by Council Member Scianna to continue the public hearing to April 15, 2025, with the changes discussed. The motion carried unanimously by the following vote: AYES: Council Members Richard Casavecchia, Jesse Loren, Carol Scianna, Mayor Pro Tem Bill Biasi, Mayor Albert Vallecillo NOES: None ABSENT: None CITY MANAGER REPORT Acting City Manager Joe Gorton announced that City Manager Jeremy Craig will be returning to his position. Gorton noted that this would be his final City Council meeting as Acting City Manager. INFORMATION ONLY During council comments, Loren announced the upcoming "Songs in Solidarity" benefit concert, the proceeds of which will support fire victims in El Padena. Mayor Vallecillo adjourned the meeting in memory of fallen police officer Osmar Rodarte.
