Resolution 2025-16 Declaring Certain Winters Public Works, Vehicles and Equipment Surplus and Authorizing the Sale and/or Disposal of Such Surplus Property. 6.B. Resolution 2025-17 Initiating Proceedings for the Annual Levy and Collection of Assessments Within the City of Winters City-Wide Maintenance Assessment District for Fiscal Year 2025/2026 and Ordering the Preparation of the Annual Engineer's Report 6.C. Minutes of the Regular City Council Meeting Held on April 1, 2025 6.D. Resolution 2025-14 approving a Professional Services Agreement with Bay Area Pop Up Events in the amount of $31,000 for production of the Winters 2025 Tractor Parade and authorize the City Manager to execute the agreement and appoint a committee to Review the Tractor Parade Weekend for 2026. This item was removed from Consent for discussion. City Manager Jeremy Craig introduced the item stating it is time to initiate a Request for Proposals (RFP) process. However, due to current staffing shortages and medical leave, staff recommended moving forward with the existing contract at this time. He also proposed the creation of a planning committee for the 2026 event, consisting of two Council Members, two representatives from the Chamber of Commerce, and one resident who lives along the parade route. Steve Restivo, owner of Bay Area Pop-Up Events, provided clarification regarding the event website and expressed a desire to prioritize local vendors and a 4:00 PM start time. Public comment was provided by Emarie VanGalio. Motion by Mayor Pro Tem Biasi, seconded by Loren, to Approve Resolution 2025-14 approving a Professional Services Agreement with Bay Area Pop Up Events in the Amount of $31,000 for production of the Winters 2025 Tractor Parade and authorize the City Manager to execute the agreement with revisions to include a 4 p.m. start time and address City ownership of the website for the event. 2. Appoint a committee to Review the Tractor Parade Weekend for 2026. City Manager Jeremy Craig introduced the item outlining the changes previously directed by the Council. Kate Laddish provided additional clarification and offered recommendations regarding the selection process and membership structure, including proposed term start and end dates. Motion by Council Member Scianna, seconded by Loren, to approve Resolution 2025-11 as amended to revise the commission term to start on April 1st of odd numbered years, correct the meeting date in the third "whereas" clause of the recitals, and delete the "appointed by" column in the table in Exhibit A. Resolution No. 2025-18 Approving a Professional Services Agreement with Ponticello Enterprises Consulting Engineers, Inc. with an annual not-to-exceed amount of $500,000, appointing Alan Mitchell as City Engineer, and authorizing the City Manager to execute the Agreement This item was continued to the May 6, 2025, meeting. 8.B. Continued Public Hearing (continued from April 1, 2025): Introduce and Waive First Reading of Ordinance No. 2025-01 amending the Chapter 5.36 of the Winters Municipal Code relating to Food Vendors. City Planner Kelly presented proposed changes to the ordinance 2025-01 relating to food vendors. Changes include clearer vendor hours, distance requirements for stationary food vendors, capping the number of stationary food vendors per parcel based on size, resale certificate requirements, a limit of six stationary vendors in the City, and a yearly cap of 10 sidewalk vendor permits. Public Hearing was opened at 7:56 PM. Juan Lopez, Andres Salazar, Emarie VanGalio, Sandy Vickrey, Dylan Rivas, Kate Laddish provided public comment. Public Hearing was closed at 8:21 PM. Following discussion, Council directed staff to (1) Revise and clarify definitions, (2) Explore allowing regulated food truck operations on public streets. Motion to continue the public hearing by Council Member Scianna and seconded by Council Member Casavecchia to June 17, 2025. He also reported that the City's senior center funding grant application was unsuccesstul. Staff will explore alternative financing options and intend to reapply in October 2025. INFORMATION ONLY Songs in Solidarity Event: It was clarified that $650 was raised during the event when Jack passed his boot for donations. SB 226 Letter: Dr. Jesse Ortiz requested support for a letter backing SB 226. Street Safety: Council supported adding newly mentioned streets to the ongoing street safety and traffic calming discussion from May 2023. Youth Day: Youth Day is this week, starting at 10:00 AM.
