STUDY SESSION A. CONSIDER AMENDMENTS TO THE CITY'S EVENT PERMIT PROCESS AND NOISE ORDINANCE Staff report was presented by Robert Gonzalez, Principal Planner. Mr. Gonzalez gave an overview of the City's Event Permit Process and Noise Ordinance and outlined the following: permit and approval process; allowed event types; temporary event regulations; noise regulations; decibel limits by land use; special sound sources; and enforcement and potential streamlining processes. Public comments were received from Gary Conner. Following discussion, the City Council received and filed the presentation on City's Event Permit Process and Noise Ordnance and dentified areas of concern and/or request for additional information. ARBOR DAY PROCLAMATION 2025 Mayor Brian Berkson and City Council proclaimed April 25, 2025 as Arbor Day in the City of Jurupa Valley and presented a proclamation to Paul Toor, City Engineer/Director of Public Works and Alonzo Garcia, General Manager of West Coast Arborists. B. EARTH DAY PROCLAMATION 2025 Mayor Brian Berkson and City Council proclaimed April 22, 2025 as Earth Day in the City of Jurupa Valley and presented a proclamation to Paul Toor, City Engineer/Director of Public Works and Frank Gutierrez, President at CMAX Commercial Maintenance, Inc. C. 2025 NORTHWEST MOSQUITO & VECTOR CONTROL UPDATE Northwest Mosquito & Vector Control District Manager, Mark Breidenbaugh, gave the presentation. Mr. Breidenbaugh provided a general overview of vector control activities in the district. The district is dedicated to enhancing public health and quality oflife and promoting the importance ofintegrated vector management. 8. PUBLIC APPEARANCE/CE/COMMENTS Chuck and Stephanie Machado of Machado Family Giving thanked the City Council for the grant awarded to their organization by the city and presented a Certificate of Appreciation to the city council. Page - 2 - Reggie Stark spoke on behalf of Stark Transportation and requested a conditional use permit be issued for his wife Leslie Stark's transportation business. The following individuals spoke on behalf of Stark Transportation: Leslie Starks and Keenan Braden; Cindie Paine; Nina Halliburton, Pastor Dr. Donald Roberson Madison Baca Field representative for California Assemblywoman Fifty-Eighth District Leticia Castillo announced and provided an update on the upcoming legislative bills and measures. Deborah (no last name) voiced her concern regarding the traffic signal on Pedley and Jurupa streets. Jorge Padila voiced his concern regarding increased crime at the Walmart shopping center. 9. INTRODUCTIONS, ACKNOWIEDGENENTS, COUNCIL COMMENTS AND ANNOUNCEMENTS Council Member. Armando Carmona thanked community members that participated in the first Saturday of the month community-clean up event held on Saturday, April 5, 2025, from 7:00 a.m. to 10:00 a.m. The City of Jurupa Valley works closely with the Riverside County Regional Park and Open Space District on the community clean-up efforts. 10. CITY MANAGER'S UPDATE City Manager Rod Butler announced the following upcoming events: Bulky Item Disposal Event and Compost Giveaway to be held on April 19, 2025 at 8:00 a.m; Earth Day and Arbor Day Celebration to beheld on April 22, 2025 at the. Jurupa Valley Operations Center, 5293 Mission Boulevard; Free Business Workshop hosted by the Orange County Inland Empire Small Business Development Center to be held on April 22, 2025 at 11:00 a.m. in the City Council Chambers; and the 13th Annual Mayor's Prayer Breakfast hosted by Jurupa Valley Chamber of Commerce to be held on May 1, 2025 at the Indian Hills Golf Club. Relative to Arbor Day, Mr. Butler announced that the City of Jurupa Valley has been named "Tree City USA". 11. APPROVAL OF MIINUTES A. APRIL 3, 2025 REGULAR MEETING A motion was made by Mayor Pro Tem Barajas, seconded by Council Member Guillermo Silva, to approve the Minutes of the April 3, 2025 Regular Meeting. Ayes: C. Barajas, B. COUNCIL APPROVAL OF A MOTION TO WAIVE THE READING OF THE TITLE AND TEXT OF ALL ORDINANCES AND RESOLUTIONS INCLUDED IN THE AGENDA Requested Action: That the City Council waive the reading oft the title and text ofall ordinances and resolutions included in the agenda. In accordance with Government Code Section 34934, the title of each ordinance is included on the published agenda and a copy ofthe full ordinance has been available to the public online on the City's website and will be available in print at the meeting prior to the introduction or passage of the ordinance. B. INITIATION OF A ZONING CODE AMENDMENT TO UPDATE TITLE 9 PLANNING AND ZONING OF THE JURUPA VALLEY MUNICIPAL CODE PERTAINING TO RECYCLING FACILITIES Requested Action: That the City Council initiate a Zoning Code Amendment to update Chapter 9.240.480 oft the Jurupa Valley Municipal Code pertaining to recycling facilities. C. FURST AMENDMENT TO THE CONSTRUCTION AGREEMENT BETWEEN THE CITY OF JURUPA VALLEY AND ALL AMERICAN ASPHALT FOR MIISSION BOULEVARD AND PYRITE STREET PUBLIC IMPROVEMENTS 1. Requested Action: That the City Council Adopt Resolution No. 2025-32 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JURUPA VALLEY APPROVING THE "FIRST AMENDMENT TO AGREEMENT PROJECT NO. 21113 MIISSION BOULEVARD AND PYRITE STREET IMPROVEMENTS BETWEEN THE CITY OF JURUPA VALLEY AND ALL AMERICAN ASPHALT FOR: MUISSION BOULEVARD AND PYRITE STREET PUBLIC IMPROVEMENTS" 2. Authorize the Finance Director to make necessary budget adjustments as described in the Staff Report. Page - 4 D. NOTICE OF COMPLETION FOR 2023-2024 CDBG GLEN AVON AREA PAVEMENT REHABILITATION PROJECT NO. 23102 IN THE CITY OF JURUPA VALLEY Requested Action: That the City Council approve the Notice of Completion and accept the 2024-2025 CDBG Glen Avon Area Pavement Rehabilitation Project (#23102) as complete and authorize the City Clerk to record the Notice of Completion. NOTICE OF COMPLETION FOR THE 2024-2025 CDBG RUBIDOUX AREA PAVEMENT REHABILITATION CIP PROJECT NO. 24106 IN THE CITY OF JURUPA VALLEY Requested Action: That the City Council approve the Notice of Completion and accept the CDBG project for 2024-2025 CDBG Rubidoux Area Pavement Rehabilitation Project No. 24106 and authorize the City Clerk to record the Notice of Completion. F. SIXTH AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN THE CITY OF JURUPA VALLEY AND KIMLEY- HORN AND ASSOCIATES, INC. FOR THE TRAFFIC SIGNAL INSTALLATION, AND STREET IMPROVEMENT ON PEDLEY AND JURUPA PROJECT, CIP PROJECT NO. 16-C.2 Requested Action: That the City Council approve the Sixth Amendment to the Professional Consultant Services Agreement between the City ofJurupa Valley and Kimley-Horn and Associates, Inc., in the amount of $30,659 and authorize the City Manager to execute the Amendment in substantially the form attached, subject to final approval by the City Attorney G. PUBLIC HEARING FOR THE CDBG ANNUAL ACTION PLAN (2025- 2026) Staff Report presented by Amy Sells, Deputy City Manager. Ms. Sells provided an overview of the Community Development Block Grant program, which is to provide federal funding projects that aim to improve the quality of! life for people with low or moderate incomes, maintain viable urban communities, and address the urgent health and safety needs oflow-income communities. Also provided the goals and components of the five-year consolidated plan. Ms. Sells reported that City staff is estimating this year's allocation to be approximately $1,000,000. Ms. Sells summarized the planned expenditures for 2025-2026, which include a Country Village Road Pavement Rehabilitation Project, administrative costs, homelessness services, senior nutrition, and home rehabilitation program. ESTABLISIHMENT OF A HOME RECOGNITION AWARD PROGRAM Staff] Report presented by Curtis Miller, Housing Manager. Mr. Miller provided an overview of the Home Recognition Award Program. The aim of the program is to develop and promote Neighborhood Pride, increase awareness and recognize residents who have excelled in beautifying their homes, encourage property maintenance and celebrate pride of ownership. Mr. Miller outlined the program's eligibility, nomination, selection and recognition processes, timeline and financial impact. Further discussion followed.
