City of Wendell Regular Council Meeting Minutes February 20, 2025 Mayor Rebecca Vipperman called the regular meeting of the Wendell City Council to order at PM. Council members present were Council President BJ Marshallvirtually; Councilman Juan Gonzales; and Councilman Donald Dunn. City Attorney Tim Stover was also present. COUNCIL MEETING MINUTES Councilwoman Marshall made a motion to approve the February 6, regular council meeting minutes, as amended. She requested additional details regarding the Dairy Days Special Event application. Councilman Gonzales seconded the motion. Roll call vote taken; Councilwoman Marshall-Aye, Councilman Gonzales- Aye and Councilman Dunn- Aye; motion passed. BILLS Councilman Gonzales made a motion to approve the bills as presented in the amount of $19,559.63. Councilman Dunn seconded the motion. PUBLIC HEARINGS None DEPARTMENT REPORTS (Public Works/Clerk-Treasureasurer/FrePolce/lbrary/Ordinance, NEW BUSINESS discussion/action items) Consideration of FY23-24 Audit- Mahlke Hunsaker & Company, PLLC Scott Hunsaker, Mahlke Hunsaker & Co, presented the fiscal year 2023-2024 audit to the council. He stated that there were no issues found, and Mahlke Hunsaker & Co. have given the desired unqualified opinion. He stated that the staff was easy to work with and the audit went smoothly. The checks and balances already in place, which include a review of the expenses and the minutes by the council, are particularly important. He also stated that our monetary reserves are in great shape. After al brief discussion, Councilwoman Marshall made a motion to accept the FY 2023-2024 audit as presented. Consideration of Weed & Tree Spraying Quotes The council requested more information, tabled. Consideration of Contract Quotes - Multi-function Printer for City Hall The council requested more information, tabled. Consideration of Operation Facelift Project Mayor Vipperman asked the council if they had any ideas for this year's Operation Facelift project. After discussion, Councilman Gonzales made a motion to approve landscaping around the city sign for the 2025 Operation Facelift project. Councilman Dunn seconded the motion. Roll call vote taken; Councilwoman Marshall-Aye, Councilman Gonzales- Aye and Councilman Dunn- Aye; motion passed. PUBLIC COMMENT Juan Martinez stated that he lives on Alley Drive. He stated that he understands the points that Fire Chief Bob Bailey and Public Works Director Steve Devereaux made. He stated that he has submitted an application and is asking for a vacate because the property is an "L" shape and will be cut into two separate pieces ifthe alley is completed. He stated that he would offer to be responsible for gravel in front oft the house and maintain it. He also stated that since the city has no Planning & Zoning administrator, people can bring a survey to the county and have it recorded. He also stated that tomorrow is his last day as the Gooding County Building Inspector, he is going to be working for St. Luke's and Brian Grossman will be taking the building inspector position. COUNCIL Councilman Gonzales told Juan Martinez that it has been a pleasure working with him. Councilwoman Marshall stated that she is loving Arizona. MAYOR Mayor Vipperman stated that the city staff are awesome. She thanked City Clerk Karri French for another great audit. She also thanked Public Works, Fire and Code Enforcement for all their hard work despite the crazy weather Wendell has been experiencing.
