BACKROUND: Following the award of the bid for this project, staff and the contractor, Johnny King Grading, went to the site to review the proposed work as outlined in a set of previously prepared construction plans dated July 2021. During the field inspection, several issues were identified where the proposed design was either too disruptive to the adjacent property owners or did not properly consider how the improvement would function on the ground. For example, the plans call for the realignment of several front yard walls along S. Elm which would require their removal and replacement. This would likely generate homeowner objections and be more costly, 2) not replacing existing deteriorated curbing where the new curbing would be connected to it; this would be like nailing a new wooden board to a rotten deteriorated board, 3) adding curb cuts that were not anticipated. This is the case where the Town sold two lots but where no curb cuts are present for the driveways. These issues are in and of themselves minor changes but would make the project progress more smoothly, look better and not create homeowner complaints. The budgeted amount for this project is $125,000 which came from monies received from Franklin Court Apartments. The bid amount was $37,813.50. The change order amount is $9,776.00. Given the modest amount of the change order and the larger impact of these changes would have staff recommends its approval. COUNCIL ACTION: Approval of Resolution accepting the change order. RESOLUTION NO. 2022-R- [A Resolution to Approve a Special Change Order for the South Elm and South Church Streets Sidewalk Project] WHEREAS: 1. The Town ofLouisburg replaced an aging waterline along South Elm Street last year, and that funds were also allocated to repair and improve the sidewalks on South Elm Street and South Church Street as part of an overall street rehabilitation effort; and 2. That the Town ofLouisburg solicited bids for the construction ofthe South Elm and South Church Streets Sidewalk Project and awarded Johnny King Grading the contract for a bid amount of$37,813.50; and 3. That following a field inspection by staff and the contractor, J. King Grading, modifications to the scope of work were identified resulting from changes in current conditions from when the original scope of work was prepared in 2021; and 4. A change order was prepared by Johnny King Grading based on a field evaluation oft the modifications requested by Town staff in the amount ofs $9,776.00. NOW THEREFORE BE IT RESOLVED BY THE TOWN OF LOUISBURG TOWN COUNCIL DULY ASSEMBLED THAT: 1. The change order provided by Johnny King Grading in the amount of $9,776.00 be approved; and 2. The Town Administrator is hereby directed to execute a revised contract for the construction of the sidewalk improvements along South Elm and South Church Streets.
