Pernell Public Safety Complex January 14, 2025 7PM The Louisburg Town Council met on Tuesday, January 14 2025 at 7:00pm in the Karl T. Pernell Safety Complex at 104 Wade Ave., Louisburg NC: 27549. Mayor Christopher Neal welcomed and thanked everyone for coming to the meeting. Roll Call Mayor Neal, Councilman Stover, Councilwoman Woods, Councilwoman Stein, Councilwoman Wright, Councilwoman Baker, and Councilman Clancy were present. Town Administrator Sean Medlin, Town Clerk Pamela Perry and Town Attorney Ben Williamson were also present. Invocation Councilwoman Wright gave the invocation, thanking God for the new year and asking for guidance in helping the people ofLouisburg. Pledge of Allegiance The Pledge of Allegiance was recited. Adoption of Agenda Mayor Neal called for a motion to adopt the agenda. Councilman Stover requested to add a report on the Economic Development Committee (EDC) between items 16 and 17. Councilman Stover moved to amend the agenda to add an EDC report after the Fire Report. Councilwoman Wright seconded the motion. The motion passed unanimously. Approval of Minutes Mayor Neal called for a motion to approve the minutes from the November 12th closed session, December 10th regular meeting, December 12th special called meeting, and December 16th special called meeting. Councilman Stover noted there were minor typographical errors in the November 12th closed session minutes that needed correction. Councilman Stover moved to adopt the minutes with the exception of correcting the minor errors in the November 12th closed session minutes. Councilwoman Wright seconded the motion. The motion passed with Council members Stover, Woods, Wright, Baker and Clancy voted Yes. Councilwoman Stein voted No. Public Comment Joyce Neff Joyce Neff of 203 John Street expressed support for the White Flag Shelter discussion on the agenda. She clarified that it would be a temporary shelter for extreme weather, not a permanent homeless shelter. Neff also requested information on the town and county's emergency plans. Bobby Cooper Bobby Cooper of 701 North Main Street expressed concerns about Louisburg's lack of growth compared to surrounding areas. Hes stated thet town was under scrutiny ofthe Local Government Commission, in debt, and facing increased taxes. Cooper suggested the town's focus on issues like affordable housing and homelessness stemmed from over-governance rather than promoting private growth and prosperity. Tuck Taylor Tuck Taylor, pastor ofLouisburg United Methodist Church, spoke in support ofthe White Flag Shelter. She had a list of61 community members, (This list was not sharded with the Council), willing to support the shelter through various means. Taylor emphasized the need to care for the most vulnerable members oft the community. Lars Capener Lars Capener of 106 North Pastures, representing the Church of Jesus Christ of Latter-day Saints, expressed support for the White Flag Shelter. He stressed the importance of collaboration between government, nonprofits, and faith communities to address complex issues like homelessness. Capener offered his church's support through volunteers and donations. Swearing in of New Police Officer Police Captain Lincoln introduced Officer Robert Maxbaur III, formerly oft the Franklin County Sheriffs Office and a retired U.S. Army Sergeant First Class. Mayor Neal administered the oath of office to Officer Maxbaur. Resolution to Award Upset Bid for Town Property = Gayline Drive Planning and Zoning Administrator Satterwhite presented the results of an upset bid for town- owned parcels along Gayline Drive. The successful bids were: $2,050 for 0.137 acres $1,752 for 0.117 acres $1,506 for 0.060 acres Satterwhite explained that the parcels were created to provide access to landlocked properties. Councilman Stover moved to award the upset bid for the town property on Gayline Drive. Councilwoman Wright seconded the motion. The motion passed unanimously. Adoption of Resolution to Amend the Personnel Policy - Pornography Policy Town Administrator Sean Medlin presented a new pornography policy to be added to the personnel policy, in compliance with North Carolina General Statute 143-805. The policy prohibits employees and elected officials from accessing pornography on town-owned devices or networks. Council members discussed the effective date and distribution of the policy to employees. Medlin confirmed the policy would be effective immediately and distributed to all employees. Councilman Stover moved to adopt the resolution to amend the personnel policy to include the pornography policy. Councilwoman Wright seconded the motion. It passed unanimously. 02 Budget Amendment #1 Town Administrator Sean Medlin presented Budget Amendment #1, which addressed the recently approved contract for waste removal at T Kemp Road in the industrial park. The amendment reallocated funds from various departments to cover the cost. Council members sought clarification on the specific amounts and departments involved. Medlin explained that the total amount was $35,000, split between different funds. Councilman Stover moved to approve Budget Amendment #1. Councilwoman Wright seconded the motion. The motion passed unanimously. Discussion of a White Flag Shelter Councilman Stover presented aj proposal for establishing a White Flag Shelter: Direct the Town Administrator to work with local churches and nonprofits to establish a white flag shelter consider using town facilities. Limit town expenses, other than normal wear and tear, to $1,500 per fiscal year without further council approval. Council members discussed various aspects of the proposal, including: Potential locations and availability of church facilities Liability concerns and insurance implications Screening ofindividuals using the shelter Staffing and volunteer support Financial responsibilities Councilwoman Baker made a motion to amend the verbiage saying to consider using town facilities. Councilwoman Wright seconded it. The motion passed, with opposition from Council Members Stein and Clancy voting No. Councilman Stover moved to approve the White Flag Shelter proposal with the amendment. Councilwoman Wright seconded the motion. The motion passed, with opposition from Council Members Stein and Clancy voting No. Discussion to Purchase a Transportation Vehicle Councilman Stover proposed purchasing a used 19-passenger school bus from Franklin Vance Warren Opportunity for $500. He also suggested directing the Town Administrator to develop a budget for an in-town shuttle service by July 1, 2025. Stover outlined potential benefits of the shuttle service, including improved transportation for college students and seniors, and possible tourism opportunities. Council members discussed various aspects of the proposal, including: Operational costs and staffing 3 Potential routes and schedules Comparison to existing transportation services Environmental impact Councilman Stover moved to approve the purchase of the used school bus for $500 and direct the Town. Administrator to develop plans for a shuttle service. Councilwoman Wright seconded the motion. The motion passed, with some opposition from Council members Stein and Clancy. After the vote Councilwoman Woods made a remark towards Councilwoman Stein regarding her vote of No. Mayor Neal used the gavel to stop the discussion between, the Council members. Councilwoman Stein stated that it was her own opinion on how she voted, and she doesn'ti make any remarks toward other Council members votes. Administrator's Report Town Administrator Sean Medlin provided updates on several town matters: Construction progress at 124 North Main Street Completion of sidewalks along Allen Lane Delay in North Main sidewalk project due to a contractor's passing Rescheduling of pre-bid meetings for Depot Hill project Progress on the town audit, with a draft expected in March Positive feedback from the Local Government Commission on the town's progress Closure oftown offices on January 20th for Martin Luther King Jr. Day Mayor's Report Mayor Neal reported on his recent activities: Delivering food boxes to seniors Participating in the Adopt-a-Highway cleanup for Rosannell Eaton Playing Santa at a Christmas toy drive for children at Miles Magnolia facility Attending the annual Christmas tree lighting and town Christmas parade Police Report Police Captain Lincoln provided an update on the issue of log trucks on Main Street. The department is working on posting new signs to better enforce truck route restrictions. The Captain also announced a retirement party for outgoing Chief Jason Abbott on January 31st. The monthly report was also provided in the Councils packets. Council members discussed concerns about vehicles parking in fire lanes and requested increased enforcement. Fire Report The Fire Chief's report was provided in the council packet for review. EDC Report Councilman Stover reported on the recent Economic Development Committee meeting: Presentation from Tar River Conservancy on developing linear parks along the riverfront Discussion about the future of Person Place and potential collaboration between the town, college, and Person Place Society Decision to hold future EDC meetings on the first Monday of each month Council Comments Council members shared various comments and conçerns: Councilwoman Stien thanked everyone for coming and to stay warm this week. Councilwoman Wright mentioned attending the Emancipation Proclamation on January 1st. Councilwoman Woods addressed social media comments and reaffirmed her commitment to advocating for the entire community. Councilman Stover discussed his recent attendance at a School ofGovernment training and clarified misconceptions about public meeting laws and council authority. BACKROUND: Franklin County is proposing to expand the Judicial Center Complex Annex, which includes creating a restricted side entrance for prisoners, law enforcement and judicial center employees as well as parking. The proposed area for this use will encompass all of West Johnson Street. Because the site does not lend itself to an alternative design that fulfills the County's operational needs, the closure of West Johnson appears necessary to ensure the public safety for those persons using the Complex. This Agenda Item was held over from the December 10th Council meeting. General Statute $160A-1 et.seg; and, WHEREAS, the Town ofLouisburg has the authority pursuant to N.C. Gen. Stat. $ 160A-299 to close any street or public alley within its corporate boundaries following published notice and public hearing; and WHEREAS, on October 8, 2024 the Town Council oft the Town ofl Louisburg resolved its intent to abandon West Johnson Street as shown on the attached Exhibit A; and WHEREAS, a public hearing on the proposed abandonment of West Johnson Street was held on November 12, 2024; and WHEREAS, Louisburg Town Council has determined that the abandonment of West Johnson Street as described in the attached Exhibit A is not contrary to the public interest, and that no individual owning property in the vicinity ofthe street will be deprived of reasonable means ofi ingress and egress to his or her property. Notable nvetoctons/Operatons Officers continue to work with Maria Parham Franklin to meet our obligations in the process of handling Involuntary Commitment Orders to the Behavioral Unit. Officers continue to work retail thefts - Walmart, Carlie C's, Sheetz. Officers continue with traffic enforcement efforts. Officers continue to provide assistance to our schools and college by providing security for athletic events and other special events. Officers worked a Robbery at Sheetz, wherein a female suspect was arrested within an hour of the incident. 6. Budget Summary We are over 50% of the way through fiscal year 2024-2025. 1/Page f 7. Training Summary Detective Elliott Coker completed the Supervisor Leadership Institute through FBI- LEEDA. This is one part of a trilogy of leadership training that is taught by law enforcement officials from all over the country, covering a wide range of styles and best practices. Officer Jeremy Horne is in the fourth week of K9 training with new K9, "Trace". This is a six-week training class running through the end of the month. Criminal Investigations Tactical Training 8. Community Outreach & Special Events Officers assisted in getting the word out about a White Flag shelter held at the Methodist Church during the colder days in late January. 9.
