Employee Actions & Recognitions Detective Travis Lincoln has been promoted to Captain. 2. Recruiting & Retention Captain Cliff Stephens retired February 1. We had a retirement dinner at the Ops Center and I want to thank everyone who attended. Unfortunately we will be planning for three more retirements this year. 3. Complaints Against Officers and Findings On February 2, I received a complaint of an officer being rude and making an inappropriate comment while directing traffic at Louisburg Magnet High School. After a review of the incident, there was no evidence to support the complaint. Although this complaint is not substantiated, I still used this as a teaching moment. I have a supervisor monitoring overall behavior, interactions with the public, and I reminded the officer oft the high standards that we hold here at LPD and that this behavior described in the complaint will not be tolerated. 4. Community Tip Directing traffic is one of the most dangerous duties of a police officer. Close proximity to fast moving cars driven by people in disturbed traffic patterns is very dangerous. The data continually shows that too many officers are hurt or killed while directing traffic. There are more vehicles than ever on the roads and many drivers are paying attention to everything except driving. It is a demanding task and we take extra precautions like wearing hi-visibility vests, turn on the blue lights to grab drivers' attention, we watch the front tires to see where the car is going, we make eye contact with drivers to ensure they see us, we use whistles, we take a strategic position along the roadway, and we use two officers at larger, busier intersections. With all of this said, the worst possible time to try to talk to officers is when they are actively directing traffic. They are charged with keeping the traffic flowing, all the while trying to maintain safety. An officer may come across as rude when a driver stops in an intersection and tries to engage in conversation. The officer may give quick, perhaps loud, and very direct commands for you to move along. They're not intentionally being rude, they are just trying to stay safe and keep traffic moving. In fact, NC GS 20-114.1 gives an officer authority to issue a lawful order while conducting traffic control and it requires that motorists obey those orders. So, I ask the public to please be respectful oft the situation that the officer is in and let the officers finish before trying to talk to them. You will be much more pleased and satisfied with the conversation, it will eliminate further risk to the officer, and eliminate the chance of you being charged with a driving offense. 5. Use-of-Force and Vehicle Pursuits -None 6. Notable ImetgatonvCperalons We continue to work with Maria Parham Franklin to meet our obligations in the process of handling Involuntary Commitment Orders to the Behavioral Unit. We continue to provide security for schools/college athletic events, concerts, and other events. We continue to work a number of reported retail thefts in our area. The town had a number of concrete and metal barricades stolen from the Depot Hill/Seaboard Avenue area. We have arrested two individuals and recovered most of the barricades. In response to a number of complaints from community members in the Justice St area regarding loud mufflers, we have stepped up enforcement in that area. We have aggressively patrolled the area and routinely set up traffic checks on Justice St to specifically target vehicles with loud mufflers and radios. O We have one particular location on Justice that seems to be generating the majority of the complaints. Those individuals have been issued a number of citations, with one individual receiving seven alone. 7. Budget. Summary We are 58% of the way through fiscal year 2023-2024. 69% oft the operating budget has been encumbered as ofJanuary 31, 2024.
