Adjourn December 18, 2023 Regular Monthly Meeting Minutes The Louisburg Town Council met on Monday, November 18, 2023, at the Karl T. Pernell Safety Complex at 104 Wade Ave., Louisburg NC 27549. Mayor Christopher Neal welcomed and thanked everyone for coming to the meeting. Roll Call Mayor Christopher Neal, Town Administrator Sean Medlin, Town Clerk Pamela Perry, Council Members Bobby Dickerson, Silke Stein, Betty Wright, and Emma Stewart were all present. Councilman Russell and Clancy were absent. Invocation David K. Rosby pastor of South Main Baptist Church gave the Invocation. Pledge of Allegiance Mayor Christopher Neal asked everyone to remain standing for the Pledge of Allegiance. Adoption of the Agenda Mayor Neal asked for a motion to adopt the agenda. Councilwoman Wright made a motion to adopt the agenda; seconded by Councilman Dickerson. The motion passed without objection. Approval of the Minutes Mayor Neal requested a motion to approve the minutes from November 20, 2023, Regular and Closed Session. Councilwoman Stewart made the motion to approve the minutes; seconded by Councilwoman Stein. The motion passed without objection. Public Comment Natalie Peterson, 208 Wilder Street, complained about no seating and parking for the meeting and that moving the meeting to this location was not better. Lorraine Ryan, 109 N. Church St, shared information for the At-Home Counseling Services. Presentation of Award Mayor Neal presented to Councilwoman Emma Stewart a Proclamation and an award for her service and dedication of thirty years for the Town of Louisburg Council Board. The Councilwoman thanked everyone for their support and understanding during her time on the Board. She hoped that she had made a difference while she served. Swearing in new Council Members Judge Adam Keith did the honor of swearing in three new Council Members, including Dr. Phillip Stover, Kim Baker, and Dalita Woods. Councilwoman Wright made a motion to appoint Councilwoman Kim Baker as Mayor Pro-Tem; seconded by Councilman Stover. The motion passed without objection. Administrators Report Sean Medlin reviewed his report that was in the Council's packets. The financials for the Town and ABC Store will be forwarded as soon as they are available. Staff met with Oakley- Collier staff for a kickoff meeting with regards to be Depot Hill- Town Hall project. Sketches are expected by mid-February. With the assistance of the Police and ALE, 806 S. Main Street has been sold. It will be converted into a flooring retailer. Paving on Tanglewood Dr has been completed. Keith Callahan has been promoted to the Public Service Director's position. He will continue to handle Planning. Town Hall will be closed Dec 25th 27th for Christmas. Mayor's Report Mayor Neal rode Maude, the town's old fire truck in the Christmas parade. He has heard good things regarding extending the parade route to cross the bridge. He is hoping this will pave the way to make the Town, One Louisburg. Toys for Tots, he will be handing out gifts. Police Report This report was in the Council' s packets for review. Fire Report Fire Chief Randy Lanham welcomed the new Council Members. They have a vacant seat in the department. Council Comments Councilman Stover thanked the citizens for allowing him to serve on the Board. He also thanked the Council Members who came off the Board for their services. Councilwoman Woods thanked the citizens and her family for their support. Councilwoman Stein thanked everyone for coming to the meeting. Thank you all for the support ofthe Historic Home Tour and Wreathes Across America. Councilwoman Wright enjoyed the Christmas Parade and got a lot of good feedback for extending the parade route. She had visited the Senior Citizens Center and in the community. Councilwoman Baker thanked everyone for their support. She thanked the Council Members who were stepping down. Working to complete the September financials for the Town. Staff has met with Oakley-Collier where staff received preliminary site plan for the Depot Hill Project and discussed it with NCDOT Rail Division. Initial response is favorable to obtain a lease agreement for using the bike trail right away adjacent to Depot Hill. Also, a preliminary building design should be completed with three to four weeks. Wednesday evening, January 17, we had yet another accident with the landscaped road bump out on North Main St. Staffh has contacted NCDOT and we will be working find an alternative remedy at the crosswalk. The burned house at 111 Church St. was demolished with the cooperation oft the property owner. The property owner is looking to sell the lot. We have received inquiries regarding the property and have forwarded the owner's S contact information. Staff has completed remedial soil and erosion control measures in anticipation of Army Corp of Engineers issues that have been previously identified. With weather changes staff has been busily working to repair water leaks throughout Town. We appreciate your patience! Employee Actions & Recognitions January gth was National Law Enforcement Appreciation Day and our officers were treated to a number of gifts from businesses, churches, and individuals in our community. 2. Recruiting & Retention Captain Cliff Stephens has announced that he will retire at the end of this month after serving our community for 27 years. He began his career in policing in 1997 when he came to work with us as a patrol officer. He has served his entire professional career here in Louisburg, moving up through the ranks to second-in-command of the agency. He has been an anchor, a loyal, solid and capable leader, and he will be missed. Iwant to publicly thank him for his service and wish him the best in his well-deserved retirement. We will have an opportunity to show our appreciation for Captain Stephens at a retirement party that will be held at the Operations Center on Wednesday, January 31, at 6pm. The Superintendent oft the Electrical Dept, Ryan Murray, reported this incident after seeing the perpetrator on the property and he called us immediately. Thanks to Ryan, the perpetrator was apprehended at the scene. 1/12 = Shooting on Golden LeafDr. The incident resulted from a dispute between friends. The perpetrator was quickly arrested with no ongoing threat to the community. 6. Budget Summary We are 50% ofthe way through fiscal year 2023-2024. 62% oft the operating budget has been encumbered as ofNovember 30, 2023. Grants: We are in the process of applying for the 2024 NC GCC Grant. 7. Training Summary Police Law Institute: A two week course designed by the NCJA covering an array of legal topics including search warrants, warrantless searches, interviews, eyewitness identifications, and non-testimonial identification orders. Community Outreach & Special Events 1/8 - Officers attended the funeral service for a former Louisburg Police Captain, Sylvester Bud Harris who passed away on New Year's Day at the age of 85. I was honored to speak on behalf ofthe Town at his funeral service. He was a Louisburg Police Officer from August 17, 1970 - October 31, 1993. He retired at the age of 55, with 23 years ofhonorable service to our Town and we appreciate his work to help keep our community safe. 1/15 - Officers attended and assisted with the Town's MLK holiday activities. 9. Colin Pruitt was hired as a part-time engineer with the department. Colin lives in the Mitchner's Crossroad community and works full-time with Henderson Fire Department. One vacancy within the career staff and continuing to recruit for this position. Two volunteer members retired from the department; Russell Bottoms and Duane Smith. One member was in violation oft the training requirements set forth by NC Office State Fire Marshal.
