1 - EAST BERLIN BOROUGH COUNCIL 128 Water Street, East Berlin, PA 17316 Call to Order: The regularly scheduled monthly meeting oft the East Berlin Borough Council began with the Pledge of Allegiance at 6:00 PM led by Chris Warner, Council President on Wednesday, April 9, 2025 at the East Berlin Borough Hall. Members Present: Chris Warner, Roberta Teal, Judith Salomon, Robert Larson, Charles Philips, Gregery Green and Mayor Stephanie Haley. Also, Junior Council Member(s) Jay Rotharmel and Maria Eichelberger. Members absent: Heather Gentzler Also Present: Solicitor Matt Battersby, AdministratorTreasurer Cindy Smith Approval of Agenda: Roberta Teal motioned approval, second by Charles Philips. Motion carried. Solicitor's report: Quiet Title has been filed with the Adams County Court House regarding Kuhn's Woods . Gregery Green motioned approval of Waste Water Treatment Plant (WWTP) Resolution 04-2025-03, an amendment to the 537 Plan pending Keller Engineers review and comments, second by Robert Larson. Motion carried. The Solicitor continues to work with the Ordinance Officer regarding the School House Lane violations. Administrator's Report: Council acknowledged the Administrator'" s continuing attendance at Adams County Council of Government (ACCOG) and Borough's Association (ACBA) meetings as needed. Planning Commission draft Meeting Minutes and upcoming Agenda reviewed at Council's leisure. Council received the April 9, 2025 Maintenance Report. Updates were that Keller Engineers will be sending "field personnel" to assist the Maintenance Staff as needed in continuing exploratory investigations for various road projects that will need to begin in the Spring of 2026. Further report review will be at Council's leisure. Council acknowledged receipt ofthe Borough Engineers Report dated March 12, 2025. 0 Council acknowledged item # 6. Further review will be at Council's leisure. The Council acknowledged the Mayor's upcoming attendance of summer conference(s). The Egg Hunt is postponed until April 19th due to wet field conditions. Administrator's Budgeting Update: Roberta Teal motioned two - 25 MPH speed-limit signs to be installed on South Avenue between Abbottstown Street and Third Avenue by June 11, 2025, second by Robert Larson. Motion carried. Roberta Teal motioned approval for the purchase of four electronic speed signs stations, second by Robert Larson. Motion carried. Judith Salomon approved the transfer of $150,000 from the General Fund to the General Reserve Fund, second by Charles Philips. Motion carried. Judith Salomon approved the transfer of$100,000 (combined total) from the General Fund and Old Fire House accounts into a 1-year CD for increased interest revenue, second by Roberta Teal. Motion carried. Approval of Minutes: Judith Salomon motioned to accept the March 12, 2025 Meeting Minutes, second by Roberta Teal. Motion carried. 2- Committee Reports: Finance: Roberta Teal: Council acknowledged receipt of the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned to pay the March bills in the amount of $34.969.48, second by Gregery Green. Motion carried. Chris Warner presented the following: Roberta Teal motioned acceptance of the Fire Department Box Cards as presented, second by Judy Salomon. The Adams County Hyper-Reach mass notification system is installed and the Staff at Adams County are currently in training learning how to use it. Chirs will be giving future updates as they become available. Robert Larson motioned approval of Resolution 04-2025-02 Handi-cap Parking Space second by Judith Salomon with grammatic correction. Motion carried. Chris updated the Council on the progress in getting the Old Police Car road worthy. Chris Warner provided the following: Emergency Management Report reviewed at Council's leisure. Chris Warner - Personnel: None Mayor Haley briefly reported on the following: Police Report(s) reviewed at Council's leisure Speed Sign Report reviewed at Council's leisure Mayor's Report reviewed at Council's leisure Mayor questioned if there are any updates regarding the East Berlin Area Joint Authority (EBAJA) correcting the recent water related problems. Gregery Green responded the EBAJA is investigating all options carefully.
