Commissioner Bunch announced that there was an Emergency Executive Session for Personnel Matters held on July 31, 2024 from 9:30 a.m. until 10:20 a.m. All three Commissioners were in attendance. Motion by Commissioner Wible to accept the July 30, 2024 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve Accounts Payable, dated August 5, 2024, in the amount of $37,039.78. All in favor. All in favor. Commissioners met with Eric Weisbrod and Jim Wehling, Bedford/Fulton Joint Recreational Authority, to discuss "Topp Trail Improvements". Wehling provided a handout for the Topp Trail's status and the next steps. Motion by Commissioner Hann to enter into Executive Session at 9:08 a.m. for Legal Matters. Justin Evans, Planning & Mapping/Recycling Director met with Commissioners to seek approval on an Electronics Event Flyer for two dates in September and to increase "Review Fees" associated with the Subdivision and Land Development Review Application. Motion by Commissioner Hann to approve the Electronics Collection Event Flyer presented by Justin Evans, Planning & Mapping/Recycling Director, for Wednesday, September 25, 2024 (Noon -5:00 p.m.) and Saturday, September 28, 2024 (9:00 a.m. to 1:00 p.m.) with dropoff location at 610 E. North Street, McConnellsburg, PA (front warehouse beside the American Legion). All in favor. Motion by Commissioner Bunch to approve increasing the Subdivision and Land Development Review Application "Review Fee" from $15.00 to $45.00 for the Residential Plan, plus an additional $10.00 per each additional new lot. All in favor. Motion by Commissioner Hann to recess the Commissioner's Meeting to enter into a CDBG Public Hearing with Project Director Jamie Shrawder and Project Coordinator Cody Hoover with SEDA COG at 9:30 a.m. No members of the public were present. All in favor. Commissioner will meet again with SEDA COG on August 20, 2024 at 9:00 a.m., via Zoom, for a review of projects. Motion by Commissioner Bunch to approve the Election Integrity Grant Program Post- Election Report. All in favor. Motion by Commissioner Hann to authorize Commissioner Bunch and Elections Director Laurel Griest to execute the Certification by Grantee as to Intended Uses of Grant Funds. All in favor. Motion by Commissioner Hann to authorize Commissioner Bunch to execute the Worker Protection and Investment Certification Form. All in favor. Motion by Commissioner Bunch to authorize Chief Clerk Stacey Golden to execute the Compliance Documentation Checklist 24 CFR 58.6 and Mitigation Measures and Conditions 40 CFR 1505.2 O, both for CDBG. All in favor Motion by Commissioner Hann to approve the Conrad Siegel, Second Quarter Fee for Actuarial Services, to be paid from the Schwab Retirement Account. All in favor. Commissioners met with Tom Krause, Secretary-Treasurer with Teamsters, Local Union No. 992, to discuss a MOU Memorandum of Understanding). Motion by Commissioner Hann to enter into Executive Session at 10:22 a.m. for Collective Bargaining Matters. All in favor. Motion by Commissioner Bunch to exit Executive Session at 10:49 a.m. All in favor. Motion by Commissioner Hann to table the MOU between Fulton County Commissioners and Teamsters- Local Union No. 992, until a revised MOU is received from Tom Krause, secretary-treasurer. All in favor. Commissioner Bunch departed the meeting at 10:50 a.m. Commissioners presented a 100th Birthday Certificate to Paul Lorraine Wagner, World War II Veteran, and thanked him for his service. A picture was taken with Wagner and the Commissioners. FFY 2023 Professional Services Agreement was listed on the agenda but has not been finalized according to SEDA COG.
