Borough of Coraopolis Allegheny County, Pennsylvania Regular Council Meeting via teleconterence April 9, 2025 6:30 PM The Regular Meeting of the Borough of Coraopolis was called to order by Council President, Robb Cardimen. VFW Commander Michael Blair led the gathering in the Pledge to the Flag. A Roll Call of Members was then taken. Present Robb Cardimen Rudy Bolea George Mihalyi Gary Flasco Kim Haskins Mike Harris via teleconference Joe Szabat Michael Dixon, Mayor Absent Allison Marine Mr. Cardimen said Ms. Marine advised me that she is traveling for work this week and that is why she is not able to attend this evening. Mr. Cardimen said are there any questions on the agenda from Borough Council? Mr. Cardimen said are there any visitor requests and comments regarding agenda items? Being none, Mr. Cardimen asked VFW Post Commander Michael Blair to come forward to be presented with the annual donation from the Borough of Coraopolis for the Memorial Day Parade. Mr. Michael Blair said thank you, we will put it to good use. Mr. Cardimen read a letter of resignation from current Borough Solicitor Richard Start and asked for a motion to accept this resignation. Ms. Haskins made a motion to accept Richard Start's resignation as the Coraopolis Borough Solicitor. Mr. Bolea seconded the motion. Motion passed by Unanimous Voice Vote. Mr. Bolea made a motion to approve the Minutes of the March 12, 2025 Regular Council Meeting. Ms. Haskins seconded the motion. Motion passed by Unanimous Voice Vote. Mr. Bolea made a motion to approve the Minutes of the April 2, 2025 Council Workshop Meeting. Ms. Haskins seconded the motion. Ms. Haskins made a motion to approve the closure of Pine Way, Chestnut Street to the eastern side of Sanvito's Parking Lot for the Most Sacred Heart of. Jesus Parish Annual Festival from Thursday, July 17th through Saturday, July 19th. Mr. Bolea seconded the motion. Motion passed by Unanimous Voice Vote. Mr. Cardimen said I would like to introduce everyone to Daniel Conlon from Tucker Arensberg, he will be our Solicitor. Solicitor's Report Mr. Daniel Conlon said I don't have a report this evening, but want to say that I am honored to have been appointed, together with John Vogel and the Tucker Arensberg Law Firm. We look forward to serving the Borough and everyone on Council and thank you for this opportunity. Police Chief's Report Chief Stewart gave the Police Department Report for the month of March 2025. Chief Stewart said when we purchased our drones at the end of last year, I had asked the District Attorney's Office to assist with the purchase of them. We received $5,000.00 from them that will reimburse us for the purchase of the drones. Fire Chief's Report Chief Spencer said in March 2025 the Coraopolis Volunteer Fire Department answered 19 calls; 12 mutual aid calls, 1 gas leak, 1 fire, 2 elevator calls, 2 motor vehicle accidents and 1 station fill for Kennedy Township for a total of 195.9 hours. 3 Engineer's Report Mr. Drew Null directed everyone to the monthly report and said Riverfront Park; the Phase III Park Grant Application was filed last month. Mr. Drew Null said Mill Street Roadway Improvements; we had a meeting with PennDOT last week and are working through that process. There are some additional items that they want SO we are trying to get that resolved to get to bidding. Mr. Drew Null said School Street; this was an appropriations award through Deluzio. We need to work through the EPA to file a formal application and it looks like it is moving forward. Mr. Drew Null said Montour Street; it is open and there are some minor punch list items to be resolved and he continued to explain. Mr. Cardimen said is every business owner in that Montour area satisfied with how things were put back? Mr. Null said I believe we have one outstanding complaint to be addressed, but haven't heard any other complaints. Mayor's Report Mayor Dixon said in the last month I have received several complaints about the condition oft the road on Montour Street. As we know, PennDOT is the hold up with this, but have also taken it a step further and contacted State Répresentative Anita Kulik. She is going to attempt to engage with PennDOT to get more of a status update for us and a discussion pursued. Committee Reports/Comments from Council Mr. Flasco said I have nothing to report this evening. Mr. Mihalyi said I have nothing this evening. Mr. Bolea said I don't have a report this evening, but I do have a question concerning the Van Balen Building. It looks like it is caving in even more, is there something that we can do to push getting it torn down? Someone is going to get hurt there. Mr. McCutcheon said we tried to get grant money for this before. Maybe we can get the Building Inspector to site him more than one time and a discussion pursued. Ms. Haskins said I have a few with the community, they love the library, but it is not wheelchair accessible. Maybe you can help me with that and she continued to explain. Mr. Szabat said the bathrooms are down stairs, but there is a side door that is wheelchair accessible and a discussion pursued. Mr. Szabat said the open house for the library was very well attended and there were a lot of positive comments. The new hires are also working out well. 4 Mr. Harris said - have nothing this evening to report. Borough Manager's Report Mr. McCutcheon said we did receive a quote from Laface and McGovern Associates for new heads and light posts for the parking lot. Two full posts are $6,868.00 each SO $13,736.00 and we need to order four heads at $1,893.00 each, making it $7,572.00 for a total of $21,308.00 and a discussion pursued. Mr. McCutcheon said - received an email from PennDOT and they are going to start working on Rt. 51 from Cornell Street to George Street. This will be a sealcoat repair which is the tar and chip. They are also going to do Maple Street from State Avenue to the Moon border. They told us to make sure that our catch basins, manhole covers, and water caps are all taken care of. Ispoke with Rich Deems today, SO he will make sure to have it done. He continued to explain and a discussion pursued. Comments from the Public President Robb Cardimen said before opening the meeting to public comments I would like to make the following observations and direct that they may be part of the public record. It is the public's right to comment at public meetings and is limited to residents of the Borough or persons who pay taxes to the Borough and that is why we ask each person who desires to comment to give your name and address of the residence of property that you own in the Borough. Each person who seeks to comment is limited to three minutes and comments are limited to matters that are or may be before the Borough. Council Members are not required to answer any questions posed by the members of the public or engage in any dialog with the comments of the public. Council Members shall not comment on matters of personnel; discipline, or any legal matter. Mr. Brian Diggins owner of 1012 5th Avenue said the last meeting we we're at you guys talked about taking out the parking meter posts and said it would begin immediately. Nothing has been done and - - was wondering if could get an update on it. Mr. Cardimen said grass is growing and the guys will get to it as soon as they can, but they have other duties in town to take care of. Mr. Diggins said the parking meter posts that are on my sidewalks pose a liability to myself and whatnot. If a kid was running down the street and hit a post like that's a liability on me. It's your trash that has been there for three years and you need to get rid of it. There have been lots of letters from me, but have not received a response from anyone. Curiously, we have a new solicitor here and I think we might have a conflict of interest because - talked to you about this before you became solicitor. I'm going to say this to all of you; I'm not lawyered up, you have about 48 hours to like talk to me about some of the things I've been wanting to talk to you guys about or else I'm lawyering up and l'm going all the way. Just an FYI, want resolutions to the problems that are in the letters that sent to the Borough. If any of you guys don't know what I'm talking about, ask Ray. He's got multiple letters. Solicitor Conlon said Mr. Diggins, did you engage Tanner Harris to send the Borough a letter? Mr. Diggins said spoke to you about concerns I had with the Borough and possibly hiring you to represent me before you became Solicitor. This is true, have witnesses SO we can talk about that in our meeting sometime in the next 48 hours if you like to and I'I come alone. After this weekend I'm coming with an attorney. Mr. Conlon said okay, but did you have Tanner Harris send the Borough a letter? Mr. Diggins said had Tanner Harris send a letter, but I've not hired him to be my representation. 5 Mr. Patrick Walsh said I'm the owner of Snappy's Tap House at 415 Mill Street. I've heard we're waiting to get through PennDOT in order to get proposals for the Mill Street Project which presumes that the designs have been completed on Mill Street. In February I came to the meeting and made myself available to offer comment as a business owner on that street and haven't been contacted and I'm not aware of any other businesses that have been contacted. know Ms. Haskins and Mr. Bolea are Ward 2 believe which is the business ward and would think that you would be interested in our opinions and maybe feedback on what would benefit our businesses, In absence of being asked for those feedbacks would like to propose that the cobblestones that are currently in Mill Street be retained. Obviously, the lighting, - heard we had a proposal to get new lights for the Town Center, I didn't hear that we were receiving quotes for the broken posts that are currently on Mill Street SO would like that to happen as well. We also have trees, as you may know, on Mill Street. didn't see that in the sketch that was presented last meeting, but I would like to have those trees retained and finally, the parking spaces seem to have changed and I would like to understand what the intentions are with the design for those parking spaces. think Mill Street has a lot of potential to not come back again, but be its former self. It's one of the reasons chose to do business in Coraopolis and is one oft the reasons I want to continue in Coraopolis. Ilove what the Council is doing, what Mr. McCutcheon is doing and the way the town is growing with all these businesses, but without being part of these really important events feel neglected and that's a disappointment. Please consider the ousinesses on Mill Street as part of your design efforts. Ms. Mary Strassner of 1437 Ridge Avenue said love the new library. would like to acknowledge the Coraopolis Police Department for their police presence on the 1400 block of Ridge Avenue and for the installation oft the new flashing sign. Sadly, the speeding continues on what is a very concentrated family and child inhabited area. experimented with driving 15 MPH from Montour to Maple and she continued to explain.
