Motion by Commissioner Shives to approve the minutes of the. August 3, 2021 meeting. All in favor. Motion by Commissioner Bunch to approve the accounts payable dated. August 6, 2021 in the amount of $96,104.12. All in favor. All in favor. The Commissioners met with julia Dovey, Director Fulton County Family Partnership regarding the Medical Assistance Transportation Program. Motion by Commissioner Shives to authorize Chairman Ulsh to endorse the Fulton County Medical Assistance Transportation Program contract by, Between County of1 Fulton, and Fulton County Family Partnership, Inc. There were no changes to the contract from last year's contract. All in favor. Motion by Commissioner Shives to approve endorsement to the Fulton County Local Interagency Coordinating Council Cooperative. Agreement for 2021-2022. All in favor. Motion by Commissioner Bunch to appoint Cornelius Strait to the Franklin/Fulton Drug and Alcohol Advisory Board. All in favor. The County Auditors will be attending the PA: State Association of County. Auditors Annual Convention in State College September 20-21, 2021. Motion by Commissioner Bunch authorizing Chairman Ulsh to endorse a letter to the National Telecommunications and Information. Administration seeking funding through the NTIA Infrastructure Program in partnership with Bedford, Fulton and Huntingdon Counties. As a part of the project proposal, the covered partnership will provide 10 percent oft the total eligible costs of the project as al non-federal cost match. Fulton County commits to providing a portion oft the matching funds in the amount of $360,000. All in favor. The Commissioners met with Solicitor Stein, Tom King and Tom Breth from Dillion McCandless King Coulter & Graham, LLP. The Gentlemen spoke to the Board regarding Election Matters and are willing to offer their services to represent Fulton County regarding Election Audit issues with the 2020 Election.. Motion by Chairman Ulsh to Enter Executive Session at 10:00 a.m. All in favor. Motion by Commissioner Ulsh to Exit Executive Session at 10:20 a,m. All in favor, No action was taken. Motion by Commissioner Ulsh to appoint Dillon McCandless King Coulter & Graham, LLP as special counsel to the County of Fulton and the Fulton County Elections Board regarding the Election or Election, Audit issues with the 2020 Election at no cost to the taxpayers of Fulton County, This counsel will be paid for by the Thomas More Society. All in favor. Commissioner Shives opposed. Motion by Commissioner Ulsh to Enter Executive Session at 10:30 a.m. All in favor. No action was taken, The Commissioners met with Sheriff Stains, Patty Suders Fix, Prothonotary and Monica Seville, Treasurer regarding the Premium Pay offered to the employees. The group thanked the Board for compensating the employees. They questioned as to why the Elected Officials didn'ti receive the pay as well, It was explained that eleçted officials' salaries were: set at a public meeting and are in effect until 12/31/23. The Commissioners will hold: a public meeting for the next elected officials' salary cycle prior to the 12/31/23 timeframe, The Commissioners met with Jamie Shrawder, SEDA COG via conference call and Patti Hess, CDBG. Administrator. Motion by Commissioner Shives to authorize the Notice of Award to Kee-Ta-Quay Construction, LLC for the Fulton County McConnellsburg Borough. ADA Curb Cuts in the amount of $108,600.80. This project is funded with CDBG Monies. All in favor. Commissioner Ulsh abstained. Motion' by Commissioner Shives to authorize. the Notice of Award to Kee-Ta-Quay Construction, LLC for the! Fulton County Fairgrounds Accessible Restrooms in the amount of $89,989. Amendment #2 to the Professional Services Agreement betweèn the County ofl Fulton and SEDA-Council of Governments (SEDA-COG) for services outlined in their agreement fort the amount of $116,000 to include but no limited to: Training, Grant Administration, Activity Development, Environmental Review Assistance, Activity Management and Labor Standards Assistance for FFY 2016, 2017, 2018, 2019 and 2020. This is funded by CDBG Administrative funds. All in favor. Motion by Commissioner Bunch to accept the Scope of Services as. Presented by SEDA-COG for Administrative Assistance with the FFY 2021 Community Development Block Grant Program in the amount of $26,400, All in favor. The Commissioners along with Lisa Beatty, Patti Hess and Eldon Martin attended a voting machine demonstration by Clear Ballot. Motion by Commissioner Ulsh to adjourn at 2:00 p.m. All in favor.
