Meeting of the Fulton County Commissioners Tuesday, October 29, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch Other's Present: Paula Shives, Randall Bunch, Solicitor Stein, Brian Barton, Chanin Rotz-Mountz, Cassidy Pittman, Robert Ray Messick and Irvin Dasher Commissioner Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Lynch to approve the minutes of the October 22, 2019 meeting. All in favor. Motion by Commissioner Ulsh to approve the accounts payable dated October 25, 2019 in the amount of $148,898.58. All in favor. The Commissioners met with Michael Lamb, Wessel & Company as well as Lisa Beatty, Fiscal Administrator for the presentation of Final Draft Budget. The Commissioners met with Irvin Dasher and members listed above regarding 9-1-1 Concerns relating to starting our own 9-1-1 Center. The Commissioners met with Christine McQuade regarding Children & Youth Matters. Chariman Ulsh made a motion to enter Executive Session at 9:45 a.m. to discuss personnel matters. All in favor. Commissioner McCray made a motion to exit the Executive Session at 10:05 a.m. All in favor. No action was taken at this time. Motion by Commissioner McCray to approve and sign the Notice to Proceed with P & W Excavating for the completion of the MVFC handicap accessibility up-grades project, being paid for with CDBG funds, All in favor. Commissioner Lynch abstained. Motion by Commissioner McCray to endorse the Purchase of Service Agreement between Fulton County and Children's Aid Society of Franklin County effective July 1, 2019-June 30, 2020. All in favor. Motion by Commissioner McCray to endorse the Workforce Development Board Chief Elected Officials and Fiscal Agent Agreement with Southern Alleghenies Planning and Development Commission and Bedford, Blair, Cambria, Fulton, Huntingdon and Somerset. All in favor. Motion by Commissioner McCray to endorse the Agreement for the Southern Alleghenies Workforce Development Area between Local Elected offiƧials and the Workforce Development Board. All in favor. Motion by Commissioner Ulsh to authorize endorsement to the Certification statement for the Medical Assistance Program for the period of 4/1/2019-6/30/2019. All in favor.
