Monthly Minutes of the Lancaster County Salary Board April 7, 2025 The meeting was called to order by Commissioner Joshua Parsons at 1:30 p.m. in the Commissioners Conference Room 701, 7th Floor, at the Lancaster County Offices, 150 N. Queen Street. Members Present: Commissioner Joshua Parsons, Commissioner Ray D'Agostino, Commissioner Alice Yoder, and Deputy Controller Kathy Kunkel. Others Present: President Judge Leonard Brown, Mark Dalton, Brian Pasquale, Larry George, Christina Peddigree, Carly Galura, Rithu George, Amy Coleman, Lydia Kovalchuk, Paul Landers, Jackie Pfursich, Cheryl Steberger, Marcos Ramos, Miguel Castro, Arla Brown, Ashley Kelly, Bryan Hubbard, Scott Standish, and Nicole Deeley. Note: there were others present who did not sign in and whose identity is unknown. Commissioner Yoder moved to approve the minutes of the March 3, 2025, meeting. Commissioner D' Agostino seconded. The motion carried unanimously. President Judge Leonard Brown - Courts a. Court Reporters 1. Requested approval to fund, post and fill one Court Reporter position (500714), which has been vacant over one year, Grade N, effective April 7, 2025. (Min: $56,527.50 Mid: $70,336.50 Max: $84,396). President Judge Brown moved to approve. Commissioner D'Agostino seconded. The motion passed unanimously. b. Judicial Operations 1. Requested approval for a temporary 10% salary increase for employee (22195), due to assuming additional duties for Judicial Assistant position, effective March 31, 2025, until December 31, 2025. Following a lengthy discussion, President Judge Brown moved to approve. President Judge Brown withdrew the motion and amended for a temporary 5%1 salary increase effective for employee (22195), due to assuming additional duties for Judicial Assistant position, effective March 31, 2025, until the Judge's date of retirement. Commissioner Yoder seconded. The motion passed unanimously. Scott Standish, Planning, requested approval to post and hire two part-time seasonal Traffic Counter positions (500561,500586), Grade D, at $18.00 hourly rate, effective April 21, 2025. (Min: $17.71 Mid: $22.14 Max: $26.57). Commissioner D'Agostino moved to approve. Commissioner Yoder seconded. The motion passed unanimously. (Min: $60,008 Mid: $75,025.60 Max: $90,022.40). Commissioner Yoder moved to approve. Commissioner D'Agostino seconded. The motion passed unanimously. Brian Pasquale, Public Safety, requested as follows: a. Approval to reclassify four vacant Telecommunicator Trainee positions (500464, 500466, 500592, 500513), Grade A to four (4) part-time Telecommunicator I positions, Grade G, effective upon salary board approval. (Min: $42,660 Mid: $53,331.20 Max: $64,001.60) b. Approval to hire applicant (A-104) at an annual salary of$64,833.60 which is above the start rate for 9-1-1 Technical Support Specialist (Phone) (504808), Grade K, effective April 21, 2025. (Min: $51,854.40 Mid: $64,833.60 Max: $77,792.00) C. Approval to hire applicant (A-99) at an annual salary of $68,000 which is above the start rate for 9-1-1 Technical Support Specialist (Radio) (504136), Grade K, effective April 21, 2025. (Min: $51,854.40 Mid: $64,833.60 Max: $77,792.00) Commissioner D'Agostino moved to approve items a, b, and C. Commissioner Yoder seconded. The motion passed unanimously. Jacquelyn Pfursich, Solicitor's Office, requested approval to hire applicant above the starting salary rate for Assistant County Solicitor (504661), Grade R, with an annual salary of $87,000, effective April 8, 2025. Additionally request approval for the applicant to accrue 3 weeks of vacation for 0-5 years of service, four weeks for 6-10 years of service and five weeks for 11 + years of service effective April 8, 2025. (Min: $68,406 Mid: $85,507.50 Max: $102,609). Commissioner Yoder moved to approve. Commissioner D'Agostino seconded. The motion passed unanimously. Christa Miller, Voter Registration, requested approval to hire applicant (A-622) above the starting salary rate for Voting Machine Technician (500104), Grade D, with an hourly rate of $19.00, effective April 8, 2025. (Min: $17.71 Mid: $22.14 Max: $26.57). Commissioner D' Agostino moved to approve. Commissioner Yoder seconded. The motion passed unanimously. Bryan Hubbard, Youth Intervention Center, requested approval to post and fill one Shelter Youth Care Worker position (503591), Grade H, effective upon approval. (Min: $21.54 Mid: $26.93 Max: $32.31).
