MEETING MINUTES OF THE VACANT PROPERTY REINVESTMENT BOARD THURSDAY, MARCH 20, 2025, AT 8:00 A.M. AT THE OFFICES OF THE LANCASTER COUNTY HOUSING AND REDEVELOPMENT AUTHORITIES 28 PENN SQUARE, SUITE 100 LANCASTER, PA 17603 The members of the Vacant Property Reinvestment Board met Thursday, March 20, 2025. The Board meeting was held atthe offices of the Lancaster County Housing & Redevelopment Authorities, 28 Penn Square, Lancaster, and via Zoom Videoconference. Members of the board in attendance: Bob Heiserman, Scott Graham, Rick Martin and Heather Zink. Staff members present: Justin Eby, Executive Director; Sean Krumpe, Community Development Program Manager, Marisol Maldonado, Director of Housing and Community Development, and Beth Dreyer- DeGoede, Secretary. Other members present: Francis Miller, Jr., owner of the 118 N. Eighth St property Mr. Heiserman called the meeting to order at 8:02 am. There were no public comments. The minutes of the February 2025 meeting were reviewed. Ms Zink made a motion to approve the minutes and Mr. Martin seconded the motion. The minutes were unanimously approved. There were no Hearings. Communications: Mr. Krumpe said he heard from the owner 1198 Iron Bridge Rd. about the rehabilitation plan. Old Business: None New Business: 1. Referral of 191 Falmouth Road to the Lancaster County Redevelopment Authority1 for Acquisition. f approved the property owner' would receive the appraised value of the property. Ms. Zink made a motion to approve, Mr. Graham seconded and it was approved. 2. Consideration of First Blight Determination for 447 Union Street in Columbia. Mr. Krumpe reviewed the communication steps taken to date. No communication has been received from the property owner. Mr. Heiserman asked if any of our staff have been in the building, we have not. The property is condemned. Ms. Zink said that steps have been taken to remove trash from the property because it is a public health risk. Mr. Martin asked about the owner, she has 1 received the communication, but not responded. Mr. Martin made a motion to approve the first blight determination, Ms. Zink seconded and it was approved. 3. Consideration of First Blight Determination for 118 N. Eighth Street in Columbia. Mr. Krumpe reviewed the communication steps taken to date. No communication has been received regarding remediation. Mr. Miller, the property owner, said he did receive the communication. He said he needed at fire certificate from the borough for insurance. He is unable to pay the contractors to rehabilitate the property. Insurance will only cover the fire damage. Ms. Zink received an email from Rep. Miller's office who received a complaint from a neighbor of the property. Mr. Heiserman asked what the intent of the property owner was for the property, did he intend to return to the property. Mr. Miller said he has been in the rehabilitation facility for 14 months. He has exhausted his savings. He would like to return to the property. Mr. Heiserman asked Mr. Krumpe to explain the full process. If we continue with blight determination and Mr. Miller cannot rehabilitate the property, he could be compensated for the property at the appraised value. Mr. Heiserman said he could tryto sell the property now. Mr. Martin noted that Mr. Miller does not have a safe home to move to if or when he leaves rehab. Mr. Fisher agreed that attempting to sell the property is the best option. Mr. Heiserman said we needed to continue with the blight determination. Ms. Zink made a motion to approve, Mr. Graham seconded and it was approved. Other Business: None The next meeting of the Vacant Property Reinvestment Board will be held April 17, 2025, at 8 a.m. at the offices of the Lancaster County Housing and Redevelopment Authorities, 28 Penn Square, 1st Floor, Suite 200, Lancaster, PA and via the Zoom video conferencing platform.
