247 Meeting of the Fulton County Commissioners Tuesday, September 19, 2023 8:30 a.m. at the Commissioners' Office RBTNA Present: Commissioner Uish, Commissioner Bunch and Commissioner Shives Guests: Sandra Barton Chairman Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Commissioner Ulsh asked if there were any public comments, Sandra Barton asked about ongoing litigation. Motion by Commissioner Shives to approve the Commissioners' Minutes of the September 12, 2023 meeting. All in favor. Motion by Commissioner Ulsh to approve the Accounts Payables dated September 15, 2023 in the amount of $158,519.08. All in favor. All in favor. A CDBG Public Hearing was held to adopt Resolutions 7-9 of 2023. In attendance were Michael Burger (via Zoom) and CDBG Coordinator Patti Hess. Motion by Commissioner Shives to adopt Resolution 7 of 2023, Appointing A Section 504 Compliance Officer and Establishing a Grievance Procedure". All in favor. Motion by Commissioner Bunch to adopt Resolution 8 of 2023, Fair Housing Resolution. All in favor. 248 Motion by Commissioner Shives to adopt Resolution 9 of 2023, "a resolution of the County of Fulton, Commonwealth of Pennsylvania, authorizing the submission of an application to the Pennsylvania Department of Community and Economic Development for funding through the Community Development Block Grant (CDBG) Program, as authorized under the Housing and Community Development Act [42 USC5301 and 24 CFR Part 570], and further certifying compliance with the requirements of said program". All in favor. Commissioners met with Human Services Director, Julie Dovey and Jessica Sunderland, Transportation Manager with Fulton County Family Partnership, Inc. to have signature pages signed for HSBG (Human Services Block Grant) and MATP (Medical Assistance Transportation Program). Motion by Commissioner Bunch to approve signing Appendix A, FY 23-24, County Human Services Plan Assurance of Compliance. All in favor. Motion by Commissioner Ulsh to approve signing the MATP (Medical Assistance Transportation Program) signature page for Period of Report 4/1/2023 through 6/30/2023. All in favor. Commissioners met with Library Board Members to present a request for an allocation in the amount of$ $15,000.00, the same as received from the previous year. President Kirsten Sharpe presented a handout which included the various activities the Library offers, a budget and an Independent Auditor's Report. Library Board Members in attendance were Dayton Tweedy, Secretary; Morgan Kinghorn, Treasurer; and Fred Marz. Commissioners met with Rick Strait and Paul Johnston with FIDA, Fulton County Industrial Development Authority, to present a request for an allocation in the amount of $10,000.00, the same as received from the previous year. Handouts were presented to include an Independent Auditor's Report. Strait also spoke to Commissioners requesting that Ordinance No. 11-4-14 be reenacted since it terminated five (5) years from it's effective date. Chief Clerk Stacey Golden stated she would coordinate with Attorney Stein to have it updated and to set a public hearing date. A brief Safety Committee Meeting was held. Separate minutes are on file. Motion by Commissioner Ulsh to accept Glenn Winegardner's resignation from his part time position effective his last day, September 22, 2023, as Office Deputy 1 in the Prothontary's Office and to agree to retain him as a Per Diem employee until the position is filled. All in favor. Chief Clerk Stacey Golden explained that she was notified by Bedford County explaining that a Resolution was put into place in 2020 extending Bedford-Fulton Joint Recreation Authority members terms from three to five years and allowing each county to have four members on the Authority. Motion by Commissioner Ulsh to approve an appointment letter extending Matthew Wakefield's term from three to five years on the Bedford-Fulton Joint Recreation Authority, effective immediately, with term expiring January 1, 2028. All in favor. Commissioners approved and signed a Travel Request Form from Melissa Gordon, Chief Tax Assessor to attend the AAP Fall Conference at State College, PA, November 2-3, 2023.
