The following Board Members were present: Michael J. Kuhn, County Commissioner Robert J. Phillips, County Commissioner Jo Ellen Litz, County Commissioner Robert M. Mettley, Controller Jeffrie Marley, Sheriff The following Board Members were absent: Pier Hess Graf, District Attorney *Assistant District Attorney Brian Diederick attended the meeting from the District Attorney 's Office Public Comment (s): Joe Duke inquired of whether or not PrimeCare is still providing mental health services at the Lebanon County Correctional Facility (LCCF). Warden Litz confirmed that they are. Duke also inquired ifthere is a recidivism rate at the LCCF. Warden Litz indicated that there is not: a calculated rate, however the County's Re-entry Coordinator intends to investigate a formula or process to monitor recidivism, which is a difficult metric to monitor, It was moved by Commissioner Phillips, seconded by Commissioner Litz, to approve the minutes ofthe March 19, 2025 meeting. Vote unanimous. Warden Litz gave updates on various maintenance issues that the facility is contending with. Warden Litz reviewed the recent Department of Corrections inspection and corrective actions that are taking place. Tina Litz, Warden, reported the average daily inmate population for March was 250.52. The Board reviewed this report. Written reports on the commissary and the canteen were submitted by Rebekah Bowsman, Fiscal Technician. The commissary average weekly sales for a four (4) week operating period, during the month of March 2025 were $2,701.19, commission amount from February was $3,943.88.
