Council Meeting Page 2 April 7, 2025 Turtle Creek Borough regular monthly Council Meeting, on April 7, 2025 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Roll Call: President Bianchi - present Mr. Sanker - present Mr. Spencer = present Mr. Estocin -= present Ms. Henkel = present Mr. King : present Mr. Nolan - present Mayor Forgie absent Solicitor - present Approval of the March 2025 minutes: Motion Ms. Henkel, Mr. Spencer approving the March 2025 as submitted. Motion carried. Correspondence: Allegheny County Election Department will be using the Borough Building as a polling place for the Primary Election on May 20, 2025 and the General Election on November 4, 2025. Citizens Report: Brian Bartels- Owner of 600 & 800 Penn Avenue. Asked about the large increase in the garbage collection this year. When the Borough bid out for garbage collection Waste Management was the only bidder. The cost this year is the third option year of the contract. Council did meet with representatives from Waste Management to see if there was any way we could lower the cost, one way would be collecting less garbage in the weekly pickup. Waste Management did respond to the Borough and it was no. Asked if Council has heard any news on the repair of the retaining wall along Thompson Run. Council did hear that the County was applying for a grant for the repairs. Donnell Durman-701 Penn Avenue-Would like to open a cigar/coffee shop at 701 Penn Avenue, not sure the process to proceed. Mr. Durman has past the zoning review and needs a code study for the building code official to review for occupancy. Page 3 Carole Davis-1605 Oak Avenue Ext. Piles of mud are ending up in front of her driveway make it hard for her to get in and out. Possibly coming from pipes from neighbors discharging their rain water into the roadway. The engineer will be notified to check on this issue. Asked if the Tax Collector is appointed or elected, answer elected. Chris Marino-1451 Chestnut Street-Asked if they have decided on placing a stop sign on Chestnut Street at Torrence Street. Council apologized they had forgot but will have a decision at the next council meeting. Committee Reports: Mr. Bianchi- The Borough needs to comply with the state consent order to remove a percentage of stormwater out of the sanitary lines. Resolution needed to apply for the PA Small Water & Sewer grant and to authorize the appropriate officials to sign. Motion Mr. Spencer, Mr. Sanker approving the resolution to be submitted for the PA Small Water & Sewer Grant. Motion carried. Ms. Henkel- The committee has interviewed for the budgeted part time laborer for the public works. Starting date of April 15, 2025, 24 hours a week. Motion Ms. Henkel, Mr. King approving the hiring of David Stevenson as a part time Public Works laborer at $18.18 an hour, 24 hours a week. Motion carried. The Borough received bids for the street reconstruction for Monroeville Avenue right outside of the Borough building. The lowest responsible bidder was A. Liberoni. The total amount of the bid is $168,434.10 which includes the base bid and alternate 2 and 3. Alternate 2 is the line tape and alternate 3 is the seam covering. Page 4 Motion Ms. Henkel, Mr. Spencer approving A. Liberoni the lowest responsible bidder in the amount of $168,434.10. Work to start in June of 2024. Motion carried. On May 30th there will be tree planting at the Home Plate Garden. It will now be fruit tree orchard. The orchard will be open at times to the public for a small donation. Mr. King- There's an Easter Egg Hunt being held on the Woodland Hills campus and be run be McMasters Church. Motion Mr. King, Ms. Henkel approving a $200.00 donation to be given to McMasters Church for the Easter Egg hunt. Motion carried. Mr. Nolan- None Mr. Sanker- None Mr. Estocin- The Borough received resolution (#723-25) from Allegheny County regarding the Vacant Property Program. It is for lot and block 455-M-108, James Street Motion Mr. Estocin, Ms. Henkel approving the resolution #723-25 for lot and block 455-M-108, James Street or the Allegheny County Vacant Property Program. Motion carried. Mr. Spencer- None. Mr. Bianchi stated that a Fulltime police test was given. Three applicants have passed the test. Waiting for the process to be completed. After the oral test, the Civil Service will provide the Borough with a list of applicants. One officer position needs replaced and maybe another.
