BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on April 28, 2025, in Municipal Building, 125 South Walnut Street, Slatington, PA. HIGHWAY Aaron Schoch Chairman; Members: Kevin Steckel, William Schippers 1. Committee Member Discussion: a. John Bolton to present the State of the Highway Dept. John stated the biggest non- CDBG road concern is Maple Spring and pointed out that the entire road should be paved. The Borough does not have a hot box, or truck, which can carry hot mix. John pointed out roads and sewer lines that need repair. Televising has been done over the years, but there was no follow-up. b. Discussion on the CDBG projects. Acela informed the Committee that Aclea spoke with Attorney Young and is waiting for some paperwork from the County for the 2024 (Application year) CDBG projects. C. Discussion on the non-CDBG projects. Manager Hambrecht stated the non-CDBG project is to focus Maple Spring. Acela stated it has a demographic survey scheduled and should have results back by the end of next week. d. Discuss speed bumps for the 300 block ofE. Church Street. Councilor Schoch stated E. Church is a detour route, and it is very narrow at one point. People do walk along the road and there are no sidewalks. People are racing up and down the road, even with road signs to encourage drivers to slow down. It was suggested that electronic speed signs be placed along the road. In addition, the Committee discussed which type of speed bump could be placed. The Committee agreed to place an electronic speed sign at this location. President Schnaars would like this plaçed on the next regular Council agenda. e. Discussion of Borough Ordinance 472 (contractor requirements after road repair) = Attachment. President Schnaars stated there should be a more recent ordinance. President Schnaars requested Manager Hambrecht to pursue updating the Code book. f. Visioning. Making plans on going forward with projects. Being no further questions from the committee members, and sO the Highway Committee Meeting was adjourned. B. SEWER William Schippers Chairman; Members: Kevin Steckel. Aaron Schoch 1. Committee Member Discussion: 1 a. Duane Szczesny to present the State of the Sewer Plant. Duane informed the Committee they are training a new employee (lan) at the Sewer Plant and is doing very well. He will be starting Wastewater classes in August. The classes are no cost to the Borough. Duane thanked the Council for approving a laborer for the Sewer Plant. It will free up the Highway Crew from necessary work at the Sewer Plant, Also, having this laborer will satisfy the original consent order to always have two (2) people at the plant. Duane added they have changed three (3) of the skimmers that were from 1995. The Plant also has a new drive for the primary clarifier and three (3) fire hydrants were replaced. Duane stated there is still excessive grease coming into the pump station. Grease trap inspections have only been done for the past three (3) years. Duane would like to send a flyer out to all residents in the Borough to put their grease in jars or cans, not down the sink. Businesses clean their traps once a year. However, some business, such as restaurants, need to have it done possibly once a month. With all this grease it is affecting the Biological Oxygen Demand (BOD) issue. BOD is essentially the starvation of all the oxygen. This oxygen starvation puts the Sewer Plant in violation with DEP. The trickling filter system needs to be covered to resolve the problem. Covering the trickle filters prevents fluctuation in temperature and maintains BOD levels. Duane is trying to work with Walnutport and their grease problem. b. Person to manage kennel at Sewer Plant (Animal Control). Manager Hambrecht stated Attorney Young is working on it. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch, William Schippers 1. Committee Member Discussion: a. Steve Martinez to present the State of the Water Plant. Steve stated there was a plant filter evaluation completed and the plant passed. There were 13 items that had to be addressed and they are completed and approved by DEP. Steve does have a quote for two (2) air actuators that need to be replaced. There is one more step for flow meters. Then the plant would be done 100%. Steve reiterated that the water lines are way overdue. Steve stressed it is important to paint the fire plugs. There is a faulty fire plug up at Rentschler's. b. Report on recruiting process for Steve Martinez's replacement late summer/early fall. C. Quote to convert air valves to motorized (attachment). Steve M to present the need for this transition. d.
