DAUPHIN BOROUGH COUNCIL MEETING MINUTES APRIL 8, 2025 Council meeting came to order at 7:00 p.m. COUNCIL Council President Brian Cuddy Council Vice-President Kevin Musselman Council President Pro Temp George Bechtel Councilman David Grbich absent Councilman Christopher Smith Councilwoman Kathryn Burton Councilman Steve Harris Jr. Council Member Jocelyn Long Mayor Michael McKenna Treasurer Cindy Long AdministratorfSecretay Linda Durgin Public Comments - Jenny Book, of 508 Erie Street, has a concern about overgrown bushes traffic the impeding on corner of Weaver and Market Streets. The Borough road crew will investigate. David Book, also of 508 Erie Street, stated he needs more stone for the roadway. Vice President Musselman and Councilman Christopher Smith said they would it. - provide Cory Ferree, of 408 Riverview Terrace, returned to council to request reimbursement of funds related to an issue with tree roots that caused damage to his property. President Cuddy stated that Council would likely compensate Mr. Ferree for damages at the next Council Meeting in Jeannette Hollander, of Stony Creed Road in Middle Paxton Township, Council May. quizzed about anticipated dates of local developments of the LDI and McNaughton builders. President Engineer Heigel informed her that there are currently studies Cuddy and only SO far. David Ertel, of 289 Riverview Terrace, informed council about old deteriorating originally installed to catch sediment at the sewer line cut. President said plastic fencing will take a look at it. Cuddy that the Borough Acceptance of Minutes A motion made by Council President Pro Tempore Bechtel and seconded by Councilman Smith to accept the Minutes of the March 4, 2025 Borough Council Meeting was passed unanimously. Dauphin Borough/Middle Paxton Township EMC Report - Mayor McKenna informed Council that the annual school evacuation drill will take place on May 27th, with a rain date of May 29th. Joint Fire Commission Report Vice President Musselman stated that they've received $18,000 in newsletter donations. He also shared that the sandwich sale was great, as are the bingo games. - They are starting the process of replacing the engine as it's nearing the end of its life. Parks and Recreation Report Vice President Musselman shared that they are looking to get an estimate for the cost of replacing the current park lights with LED ones. The Park Board needs a Borough representative. Farhat is repaving the walking track this month Baseball and softball opening day is on Saturday, April 12th. President Cuddy will give as speech. Engineer's Report Stony Creek Road has suffered erosion to its bank and damage to the cartway. Farhat Excavating said they are willing to provide an emergency repair to this embankment and cartway if the Borough and Township cannot. A sewer blockage occurred on Riverview Terrace which was removed on Friday, March 28th. - The Committee met with Delta Development on September 10th to review grant options for the Borough. Light-Heigel shared cost information with Delta, who found a grant that is a fit for the Borough. - Regarding 511 High Street, The District Magistrate Hearing was held on February 27th. The owner did not appear, SO we are waiting for the written ruling. President Pro Tempore Bechtel wants Engineer Heigel to look into the possibility of the Borough to install a 'No Outlet' sign at the lower end of Erie Street. Solicitor's Report Solicitor Statler stated that he would speak later in the meeting. Mayor's Report - Mayor McKenna informed Council that the State Police quarterly report should be available at the next Council meeting in May. The Mayor would like to have the AED batteries checked. He's also looking for a grant to purchase another AED, a new first aid kit and a new eye wash station for the sewer plant. - Mayor McKenna is requesting permission from Council to purchase two poles and a gate for the kayak ramp, along with signs. Sewer Delinquency / Rental Property Reports No comments Treasurer's Report A motion to accept the March 4, 2025 Treasurer's Report was made by President Pro Tempore Bechtel, seconded by Councilman Harris and passed unanimously. Unfinished Business There are no updates for the New Community Building. Mr. Book wanted an update on whether certified letters were sent to Dr. Johnson of 511 High Street. Solicitor Statler informed Mr. Book that Dr. Johnson was cited for a number of violations at the hearing in February. As the 30-day appeal is now over, the Borough can pursue justice. - The Books are concerned about the tree on High Street that appears to be dying and could cause damage if it falls. It will be checked to see if any limbs are encroaching upon the right of way. New Business A motion to approve the LDI Sewer Extension and Service Agreement was made by Vice President Musselman, seconded by Councilman Smith and passed unanimously. A motion to amend the April gth Agenda to add an item to New Business was made by Vice President Musselman, seconded by Councilman Smith and passed unanimously. - A motion to add Resolution 2025-02, Wastewater Efficiency & Reliability Enhancement Project' to the April gth Agenda was made by Councilman Smith, seconded by President Pro Tempore Bechtel and passed unanimously. - A motion to consider the option of accepting credit card payments for sewer & trash invoices was made by President Pro Tempore Bechtel, seconded by Councilwoman Burton and passed unanimously. - A motion to accept the resignation of Administrator/Secretany Linda Durgin was made by Councilman Smith, seconded by Councilman Harris and passed unanimously. Correspondence None Committee Reports Administration - Cuddy, Bechtel, Grbich President Cuddy announced that an Executive Session will follow the Council Meeting. Public Works = Musselman, Smith Two concrete block walled chlorine tanks in the sewer plant are deteriorating. The Borough has received a quote for one tank and the other will be put in the 2026 budget. Community Affairs = Burton, Harris Councilwoman Burton stated there have been no dog complaints. Junior Council Person - Jocelyn Long Junior Council Person Long informed Council she and Trudy Koppenhaver will work on a brochure to send to residents with pertinent information in it. ADIOURMMENT FROM COUNCIL The meeting adjourned at 8:12 p.m. EXECUTIVE SESSION Executive Session began at 8:15 p.m. The subject under discussion was personnel.
