INVOCATION The invocation was given by Police Chief Jamie Newsome and was followed by the Pledge of Allegiance to the flag. CONSIDERATION OF THE CURRENT AGENDA A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "Aye" none voting "No", the Commission approved the current agenda. APPROVE COMMISSION AND EXECUTIVE SESSION MINUTES OF MARCH 10"H, 2025 AND WORK AND EXECUTIVE SESSION MEETING MINUTES OF APRIL: 7'H, 2025. A motion was made by Commissioner Payton, seconded by Commissioner Casey, all voting "Aye" none voting "No", the Commission approved the Commission and Executive Session Minutes of March 10th, 2025 and Work and Executive Session Meeting Minutes of April 7th, 2025. CONSENT AGENDA A motion was made by Commissioner Tuck, seconded by Commissioner Payton, all voting "Aye" none voting "No", the Commission approved: A beer and wine package license for Falguniben Patel & Nikita Patel to be located at 811 East Avenue (Eagle Mart) A beer and wine package license for Aziz Jiwani, Jr to be located at 1668 Rome Highway (Citgo Food Mart) Al library landscaping proposal from Trammell in the amount of $30,450. DELEGATE - PAULA DUDLEY & RODERICK TURNER - TURNER STREET CENTER A motion was made by Commissioner Tuck, seconded by Commissioner Foster, all voting "Aye", none voting "No", I the Commission approved the use of the Turner Street Center on May 17th from 10am-2pm for a "Shine a Light on Mental Health Day" event. DELEGATE = RODERICK TURNER - JUNETEENTH A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "Aye", / none voting "No", the Commission approved use of the Turner Street Park for a Juneteenth celebration on June 14th from 2pm-10pm. PRESENTATION - CHIEF JAMIE NEWSOME Chief. Jamie Newsome presented commendations to the following police officers for their service during a drug seizure, lifesaving maneuver, and 2 home invasions: Detective Kevin Young, Office Lane Wilson, LT. Josh Turner, Detective Earl Kinne, Christopher Barnes and K9 Nero, Matt McClendon, Sgt. Chris Yarbrough, Trenton Garner and K9 Luke, Timothy McGuire, Dane Hunter, Tyler Eason and K9 Easy, Logan Duke, Detective Ralph Smith, Sgt. PROCLAMATION - GEORGIA CITIES WEEK Commission Chair Branch read the Georgia Cities Week Proclamation proclaiming April 21, 2025-April 26, 2025 as Georgia Cities Week. PROCLAMATION - PROFESSIONAL MUNICIPAL CLERK WEEK Commission Chair Branch read the Professional Municipal Clerk Week Proclamation proclaiming May 4, 2025-May 10, 2025 as Professional Municipal Clerk Week. MANAGERS REPORT Two more big acts are coming to the Cedartown Performing Arts Center in the next month. The Kentucky Headhunters will be here on May 2nd at 7:30 p.m. and Chris Janson will be performing on May gth at 7:30 p.m. Tickets are still available for both shows at CedartownShows.com. On April 25th, / Cedartown Rec will be hosting the Polk County Special Olympics at Bert Wood Park. Last time we hosted it was a great event and I'm looking forward to it being that way again this year! Sticking with Cedartown Rec news, staff are working on some new activities for adults. The plan is to have an adult Pickleball league early this fall, a co-ed volleyball league next spring, and hopefully, an adult kickball tournament sometime this summer. Official announcements will be coming soon. The Georgia Municipal Association will be having their District One meeting in Rome this Wednesday at 11 a.m. With the end of the legislative session, I expect that there will be a good bit of time spent on legislative updates of bills that did or did not pass. Sometime in the next month, Home Depot will be working on a beautification project for downtown Cedartown. A big appreciation goes out to Home Depot's staff and the Home Depot Foundation for the work that they will be doing. The Downtown Cedartown Association has announced three events that will be taking place on Saturday, May 10th in Historic Downtown Cedartown. The May Mixer is a new Spring event that replaces the former Martinis in May event and that will be held from 10 a.m. - 3. Springtime in Paris is a mother/daughter event that will be held in the Oakwood Room from 10 to noon. Finally, the Trailhead Art Gallery will be taking place from 10 to noon. On Wednesday, April 23rd, the City will be hosting National Rails to Trails staff and journalists accompanying the group for their kickoff of a trail. ride they will be doing to demonstrate the link between the Silver Comet Trail and Chief Ladiga Trail in Alabama. The reception will be at 6:30 p.m. at the Doug Sanders Museum. A special thank you to the Morris family for offering the space to the City for this event. Lankford Corner is in the final stages of construction. Polk County paving crews are back in town, ready to assist with finishing the parking lot. Hardscape/andscape along with interior work are all ongoing. The building is projected to be completed sometime in the next couple of months, and staff are working on plans for the Grand Opening. Commendation = Public Safety CONSIDERATION OF FORD F-150 LIGHTNING PROPOSAL A motion was made by Commissioner Casey. seconded by Commissioner Payton, all voting "Aye", none voting "No", the Commission approved the purchase of a black Ford F-150 Lightning from Wade Ford in an amount not to exceed $67,990. CONSIDERATION OF A POLICE SURPLUS RESOLUTION A motion was made by Commissioner Tuck, seconded by Commissioner Foster, all voting "Aye", none voting "No," the Commission approved RESOLUTION 5, 2025, police surplus resolution. CONSIDERATION OF A RESOLUTION APPROVING ISSUANCE OF REVENUE BONDS FOR THE BENEFIT OF THE ESTATES AT OXFORD, LP SOLELY FOR THE PURPOSE OF SATISFYING THE REQUIREMENTS OF SECTION 147(F) OF THE CODE A motion was made by Commissioner Tuck, seconded by Commissioner Payton, all voting "Aye", none voting "No", the Commission RESOLUTION 6, 2025, Estates at Oxford revenue bond issuance. CONSIDERATION OF A LEASE AGREEMENT RENEWAL WITH JUVENILE JUSTICE AT ONE DOOR POLK A motion was made by Commissioner Payton, seconded by Commissioner Foster, all voting "Aye", none voting "No," the Commission approved the lease agreement renewal with Juvenile Justice at Ore Door Polk. COMMISSIONER REPORTS Commissioner Casey thanked Chief Newsome for his presentation of the commendations to the officers. He said it was a privilege to work alongside the officers. He requested that everyone keep the Polk County Police Department officers involved in an accident in their thoughts and prayers. Commissioner Tuck said that it was a heartfelt issue from Paula Dudley bringing the Mental Health issue to light. She said that the money raised from the Springtime in Paris would be benefiting foster parents. She also advised that Jane Wyatt was hard at work for the Rails to Trails event. Commissioner Payton said she too wanted everyone to keep the officers in their prayers. She said that there were a lot of events happening in Cedartown including the Arts Festival coming up at the end of the month, the May Mixer, and the summer concerts. She was excited that the bridge was finally done. She also said that sometimes people don't realize the good things going on in their city, but she has heard good things from other city officials saying that we are lucky. Commissioner Foster is grateful for the bridge progress and that it was done on time. He commended Chief Newsome on a great department and a fine staff. He said that giving the pay study raises was one of the easiest decisions that the Commission has had to make. Commissioner Branch reserved all comments until the next meeting. EXECUTIVE SESSION A motion was made by Commissioner Foster, seconded by Commissioner Payton, all voting "aye" and none voting "no" to enter executive session for the purpose of Legal and Real Estate Matters.
