Minutes City Council Meeting April 28th, 2 2025 6:30 pm Baldwin Municipal Courtroom, 155 Willingham Avenue, Baldwin, GA 30511 Mayor Stephanie Almagno, Councilmember Erik Keith, Councilmember Nancy Lehman, Councilmember Kerri Davis, and Councilmember Alice Venter were all in attendance. Call Meeting to Order Mayor Stephanie Almagno called the meeting to order at 6:30 pm. Invocation and Pledge Mayor Almagno listed those present at the meeting for those watching the live stream. Consent Agenda a. Approval of Minutes: Council Meeting 4/14/25 and Special Called Meeting 4/24/25. Action: A motion was made by Alice Venter to approve the consent agenda as presented with a second by Nancy Lehman. Motion Carried 4-0. Public Comments No one came forward. Public Hearings Reports Police Department - Chief Chris Jones Police Chief Chris Jones presented a report for the first quarter of 2025 reviewing updates, project statuses, and future needs (see attached). Old Business 1. Consideration/Approvl of Habersham County Library Board Request Mayor Almagno reviewed the request from the Habersham County Library Board for an annual contribution of $5,000, which was tabled at the April 14th council meeting. While Council all expressed support for the library system, there was a consensus that it was not feasible to make such a considerable donation with the upcoming FY26 budget and the concern of binding future councils to the commitment. Mayor Almagno reminded everyone that there are multiple methods to contribute to the library system, including private donations, volunteering, and organizations like Friends of the Library. Action: A motion was made by Alice Venter to deny the Habersham County Library Board Funding Request as presented with a second by Nancy Lehman. Motion Carried 4-0. Discussion of Rescheduling June 23rd Council Meeting Due to the Mayor and Councilmembers Keith and Davis attending the Georgia Municipal Annual Convention for training from June 19th - 24th there will not be a quorum for the regularly scheduled June 23rd meeting. After brief discussion, council was in consensus to tentatively schedule the second June meeting for June 26th, and the date would be finalized at a future meeting with a formal vote. Executive Session Announcements a. The April screening of The Wild Robot for Theron's Theater has been rescheduled for May 2nd due to inclement weather on the original date. The screening will begin at 8:00 pm at the TAP Yard. b. Public Safety Day will be Saturday, May 10th from 9:00 am - 12:00 pm. This free event is for all ages, with demonstrations and activities regarding public safety. C. Join us for Theron's Theater (previously Movies in the Market) at the TAP Yard on May 23rd at 8:00 pm for a free screening of Moana 2! Bring a chair or blanket and enjoy a night under the stars with your friends and family! Concessions are available with all proceeds going to Shop with a Hero. d. Resident Cindy Lifsey thanked the Public Works employees and Police escorts at Clean Up Day. e. Councilmember Alice Venter acknowledged the City-wide effort from residents in cleaning up their properties and partnering with Code Compliance Officer Chris Thomason in preparation for cleanup week. Venter recognized Check Mark Junk Removal from Rabun County for their help in assisting one particular resident, and that she was both proud and thankful for the community coming together.
