Minutes City Council Work Session May 6th 2025 6:30pm Baldwin Municipal Courtroom, 155 Willingham Avenue, Baldwin, GA 30511 Mayor Stephanie Almagno, Councilmember Erik Keith (via phone), Councilmember Nancy Lehman, Councilmember Kerri Davis, Councilmember Maarten Venter, and Councilmember Alice Venter were all in attendance. Call Meeting to Order Mayor Stephanie Almagno called the meeting to order at 6:30, pm. Public Hearing Old. Business New Business 1. FY26 Budget Timeline CAO Emily Woodmaster presented an amended timeline for the FY2026 budget. The Town Hall has been moved to May 20th and will take place at 7:30 pm at the Baldwin City Hall Community Room. The proposed budget will be made available to the public on May 23rd, the Public Hearing on June 9th, and the final draft of the budget will be presented for approval and adoption on June 26th (the meeting rescheduled from June 23id). Woodmaster anticipates sending the next draft ofthe budget to Council tomorrow. Council discussed meeting in small groups (in compliance with Sunshine Laws) to review and discuss the budget. Council had no further questions or concerns regarding the FY26 budget timeline. This item is for informational purposes and will not be brought forward for a vote at Monday's meeting. 2. Highland Pointe Manhole Adjustments Woodmaster presented a quote for the Highland Pointe and Dawn Place manhole adjustment project that was presented to Council and discussed a few weeks prior. Due to technical difficulties, the Facebook ivestream failed at approximately 6:36 pm and was restored at approximately 6:42 pm. Public Works Director Scott Barnhart put out a bid for the project and received two responses from Keener Construction and Target Boring. Barnhart recommends awarding the project to Keener Construction at a cost of $11,575 to be expensed through LMIG funds. Council had no further questions or comments and was in consensus to bring this forward for a vote at Monday's meeting. 3. Comprehensive Plan The City of Baldwin Comprehensive Plan is slated to be updated this year, as it was last Work Session Minutes May 6th, 2025 Page 11 updated in 2020. Georgia Mountains Regional Commission (GMRC) will assist in the process and has reached out with some potential dates for a kickoff meeting during the month of May. The majority ofthe work will be done in June and July, with a public hearing/review in August. A: survey for the public regarding the Comprehensive Plan will be available on the City's website in both English and Spanish. Woodmaster encouraged Council to participate and to reach out to any community members and stakeholders to invite them to participate in the Comprehensive Plan, which serves as the road map for the City of Baldwin for the next five to ten years. Woodmaster estimated over the next six months. The total commitment would be approximately 40-45 hours. Public Safety Day will be Saturday, May 10th from 9:00 am - 12:00 pm at Baldwin City Hall. This free event is for all ages, with demonstrations and activities regarding public safety. It will be announced tomorrow if Public Safety Day will be postponed due to possible inclement weather. b. The City of Baldwin will host a Town Hall Meeting for the FY2026 budget at 7:30 pm on May 20th at the Baldwin City Hall Community Room. We invite citizens to ask questions, meet department heads and staff, and discuss the future of Baldwin. C. Join us for Theron's Theater (previously Movies in the Market) at the TAP Yard on May 23rd at 8:00 pm for a free screening of Moana 2! Bring a chair or blanket and enjoy a night under the stars with your friends and family! Concessions are available with all proceeds going to Shop with a Hero. d. Assistant Chief Justin Ferguson announced the hiring of Officer Clay Geidner, who will serve on the night shift for Baldwin Police Department. e. Mayor Almagno recognized City Clerk Erin Gathercoal in honor of Municipal Clerks' Week. f. Councilmember Alice Venter requested community assistance for an elderly resident with rebuilding their deck. Venter provided her contact information and said she would make Facebook posts to request lumber and labor to assist in the rebuild.
