HEARD COUNTY BOARD OF COMMISSIONERS MEETING March 18, 2025 - 6:30 P.M. The Heard County Board of Commissioners held a regular Commissioners Meeting on March 18, 2025, at 6:30 p.m. in the Commission Chamber of the Heard County Administration Building. In attendance at the meeting were Chairman Tracy McCormick, District 2 Commissioner James Perry, District 4 Commissioner Larry Hammond, and District 5 Commissioner David Walls. District 3 Commissioner Iris Harris was unable to attend and District 1 Commission seat is currently vacant. Agenda Item # 2 - Welcome, Invocation, and Pledge to the American Flag Chairman Tracy McCormick called the meeting to order and welcomed everyone present. Commissioner Hammond gave the invocation. Agenda Item # 3 - Approval of Minutes The minutes from the Work Session and regular Commissioner' s meeting on February 18, 2025, were presented to the Board for approval. On a motion (Walls) and second (Hammond), the Board voted unanimously to approve the minutes from the Work Session and regular Commissioner's meeting on February 18, 2025, as written. Agenda Item # 4 = Amend Agenda There were no amendments to the agenda. Agenda Item # 5 = New Business a. Discuss/Approval Quote from Modern Network Solutions for SO and EMA On a motion (Hammond) and a second (Perry), the Board unanimously voted to approve the quote from Modern Network Solutions in the amount of$10,906.50 for the replacement of access controls to the doors, key fobs, card readers, push exits, and other security-related equipment at the Jail, Sheriff S Office, and 9-1-1 facilities. b. To Adopt and Sign the West GA Judicial Circuit Inter Governmental Agreement This agreement formalizes the collaboration between Heard County and the newly formed West Georgia Judicial Circuit to streamline the administration ofjustice and improve coordination oflegal services. The agreement is effective from January 1, 2025, through December 31, 2029, aligning with the appointment term ofthe juvenile courtjudge. This action is in accordance with ACT 615, SB 424 oft the Georgia Senate Bill, which requires such inter-govermental agreements to be put in place to support the operation and funding ofjudicial services. On a motion (Perry) and a second (Hammond), the Board voted unanimously to adopt and sign the West GA Judicial Circuit Inter Governmental Agreement. C. To Adopt and Sign the 2025 Child Abuse Prevention Month Proclamation This proclamation recognizes the importance of raising awareness about child abuse prevention, highlighting the need for community involvement and support to ensure the safety and well-being of children. The proclamation designates the month of April as Child Abuse Prevention Month and encourages local organizations, individuals, and families to take action in preventing child abuse and promoting healthy environments for children to grow and thrive. On a motion (Walls) and a second (Perry), the Board voted unanimously to adopt and sign the 2025 Child Abuse Prevention Month Proclamation. d. Discussion/Decision on Dumpster Quotes On a motion (Hammond) and a second (Walls), the Board unanimously voted to approve the quote from Iron Container for a quantity of 18 dumpsters at $17,026. e. Diseussion/Decision on Equipment for Road Department On a motion (Hammond) and a second (Walls), the Board unanimously voted to approve the quote from John Deere for two bush hogs in the amount of$48,710.20. f. Diseussion/Decision on Portable Toilet Quotes for Recreation Department On a motion (Hammond) and a second (Walls), the Board unanimously voted to approve the quote from Georgia Container Portable Toilets of Georgia for $68.50 per 28-day billing cycle for a standard portable toilet with hand sanitizer included, with the agreement set to conclude on November 1, 2025.
