GREENE COUNTY DEVBLOPMENT AUTHORITY MEETING MINUTES Tuesday, April 8, 2025 8:00 a.m. Greene County Administration Building Commission Conference Room 1034 Silver Drive, Greensboro, GA 30642. Members present were Scott Tolleson (Chairman), Sam Young (Secretary), Vincent Lewis (Assistant Secretary), Dee Lindsey, and Mark Lipscomb. Others present were David DuBois (Economic Development Director), Mark Schulz (Chairman, Greene County Republican Party), Otho Tucker (Chairman, Greene County Board of Education), Power Evans (State of Georgia Region 5 Project Manager), Autron Hayes (Greensboro City Manager), Mark Engle. I. Call to Order Chairman Tolleson called the meeting to order at 8:00 am. II. Approval of March 11, 2025 Minutes Minutes of February 11, 2025 meeting reviewed by board members. MOTION: Motion to approve the minutes of the March 11, 2025 meeting was made by Sam Young and seconded by Mark Lipscomb. VOTE: Motion was approved by unanimous vote of members present. III. Reviewa and Approval of Financial Reports as of April 8, 2025 Sam Young discussed details of the financial activities since the last meeting including recent monthly activities. MOTION: Motion to approve financial report for informational purposes only was made by Vincent Lewis and seconded by Dee Lindsey. VOTE: Motion was approved by unanimous vote of members present. IV. Business Items A. Consideration of Resolution to approve Economic Development Strategic Plan Chairman Tolleson tabled consideration for further review and corrections to the current draft of the plan. B. City ofGreensboro = Athens Tech Building Proposal Autron Hayes addressed the board expressing interest in the City of Greensboro leasing the Athens Tech facility during construction ofa new city hall building. Mr. Hayes expressed a need for a 12-to-18-month lease, at market rate, to begin around June orJuly oft this year. Board members asked questions about design of new city hall, length oflease, and rate. Chairman Tolleson stated that the board will discuss and consider before taking action. C. Economic Development Report David DuBois provided an overview of economic development activities for the month covered in the Economic Development Report attached hereto and made a part thereof as Appendix A. GCDA-Minutes Page I 1 V. Public Comments A. Mark Schulz mentioned the low turnout for the current SPLOST election and the next election being for the Public Service Commissioner. B. Otho Tucker commented that Maggie Combs project of needs assessment will be presented in June meetings. Tucker also stated that the position for Superintendent of the school board has been posted. C. Mark Engle stated that he is not affiliated with a' "particular publication. Engle indicated that he is present at the meeting as a citizen. VI. Executive Session There was a need for an executive session at this time to discuss negotiations to dispose of property owned by the. Authority. MOTION: Motion to enter into executive session was made by Sam Young and seconded by Vincent Lewis. VOTE: Motion was approved by unanimous vote of members present. MOTION: Motion to close executive session and resume regular meeting was made by Vincent Lewis and seconded by Dee Lindsey. VOTE: Motion was approved by unanimous vote of members present. VII. Adjourn Chairman Tolleson asked if there was any further discussion needed and called for a motion to adjourn meeting. MOTION: Motion to adjourn meeting was made by Dee Lindsey and seconded by Vincent Lewis. VOTE: Motion was approved by unanimous vote.
