MINUTES REGULAR MEETING APRIL 14, 2025 The City Council of the City of Navasota, Grimes County, Texas met at the City Council Chambers, Room No. 161, located at 200 E. McAlpine Street at 6:00 p.m., Navasota, Texas on the above date with the following being present: Bernie Gessner, Mayor Pro-Tem, Place # 1 Kenneth Stevens, City Councilmember, Place # 2 Josh M. Fultz, Councilmember, Place # 3 Bert Miller, Mayor, Place # 4 James Harris, Councilmember, Place # 5 Thus, constituting a quorum. STAFF PRESENT: Kristin Gauthier, Interim City Manager Susie M. Homeyer, City Secretary Jennifer Reyna, Public Works Director Luke Cochran, Legal Counsel Lupe Diosdado, Dev. Mayor Bert Miller called the meeting to order at 6:00 p.m. 2. Invocation was given by Pastor Charles Tompkins. The City Council, staff members and visitors then recited the Pledge of Allegiance to the American Flag and the Texas Flag. 3. Remarks of visitors were as follows: Valerie Richardson addressed the City Council concerning the need for speed bumps and police presence in the Heritage Meadow Subdivision due to speeders in the neighborhood. 4. Staff Report: a) Project Manager Matt Julian provided an update on the CIP. b) Mayor Bert Miller gave an update on the latest airport meeting. c) Councilmembers and staff informed the audience about upcoming events. 5. Mayor Pro-Tem Bernie Gessner moved to approve Ordinance No. 1071-25, amending the adopted budget for the Fiscal Year beginning October 1, 2024 and ending September 30, 2025, seconded by Councilmember Kenny Stevens and with each Councilmember voting AYE, the motion carried. 6. Mayor Bert Miller moved to approve an agreement with KTL Engineering, LLC to provide design services, bidding, and construction management for the FY 25 Annual Street Maintenance Project for the City of Navasota in the amount of $47,000.00, seconded by Councilmember Josh Fultz and with each Councilmember voting AYE, the motion carried. 7. Mayor Pro-Tem Bernie Gessner moved to approve the consent agenda items which include the minutes for the month of March 2025; the Municipal Court Report for the month of March 2025; the second reading of Ordinance No. 1069-25, for the abandonment of a portion of public right of way closure of a sixty (60) foot portion of Dallas Street right-of-way within the Lasker Addition located adjacent to 1201 Smith Street; the investment report for the first quarter of FY 2025 and the purchase of three mobile radios and four portable radios from Motorola in the amount of $38,185.96, seconded by Councilmember Josh Fultz and with each Councimember voting AYE, the motion carried. 8. The City Council met in Executive Session as permitted by (1) Section 551.074, Texas Government Code, Personnel Matters, for the purpose of discussion and deliberation regarding the appointment, employment, evaluation, and duties of the City Manager, and associated matters; and (2) Section 551.074, Texas Government Code, Personnel Matters, concerning the evaluation and reappointment of the Navasota Municipal Judge. The time was 6:30 p.m. 9. The City Council reconvened in open session at 7:28 p.m. 11. Councilmember Kenny Stevens moved that the Navasota Municipal Judge be reappointed for a two-year term with an 8.9% salary increase over current base salary, seconded by Councilmember Josh Fultz and with each Councilmember voting AYE, the motion carried. 10. Councimember Kenny Stevens moved that the Mayor be authorized to finalize negotiations and sign a contract with Robert Hemminger for City Manager, seconded by Mayor Pro-Tem Bernie Gessner and with each Councilmember voting AYE, the motion carried. 12.
