MINUTES REGULAR MEETING APRIL 28, 2025 The City Council of the City of Navasota, Grimes County, Texas met at the City Council Chambers, Room No. 161, located at 200 E. McAlpine Street at 6:00 p.m., Navasota, Texas on the above date with the following being present: Bernie Gessner, Mayor Pro-Tem, Place # 1 Bert Miller, Mayor, Place # 4 James Harris, Councilmember, Place # 5 (Kenneth Stevens, City Councilmember, Place # 2 and Josh M. Fultz, Councilmember, Place # 3 were absent.) Thus, constituting a quorum. STAFF PRESENT: Robert Hemminger, City Manager Susie M. Mayor Bert Miller called the meeting to order at 6:00 p.m. 2. Invocation was given by Pastor Bettye Tompkins. The City Council, staff members and visitors then recited the Pledge of Allegiance to the American Flag and the Texas Flag. 3. Remarks of visitors were as follows: Valerie Richardson addressed the City Council concerning the need for speed bumps and police presence in the Heritage Meadow Subdivision due to speeders in the neighborhood. 4. Staff Report: a) Police Chief Mike Mize introduced Allen Weaver as the new School Resource Officer. Public Works Director Jennifer Reyna introduced Joseph Pantalion, Meter Service Technician and Robert White, Street and Sanitation Laborer. Lupe Diosdado introduced Rishit Podder as the new GIS Specialist Intern. b) Mayor Bert Miller presented John Davis with a proclamation for his retirement. c) Project Manager Matt Julian provided an update on the CIP. d) There was not an update on Boards and Commissions. e) Councimembers and staff informed the audience about upcoming events. 5. Tanushri Bhatt and Sam Hadad, students from Texas A&M University, made a presentation before the City Council on their Capstone project that deals with improving transportation in Navasota, specifically bus stop locations. Mayor Bert Miller moved to Item No. 7. 7. Mayor Pro-Tem Bernie Gessner moved to approve the consent agenda items which include the investment report for March 2025; the financials for March 2025; two in-car camera systems for the Police Department and the upfitting of two patrol units. 8. The City Council met in Executive Session as permitted by (1) Section 551.071 Texas Government Code - Consultation with Attorney - Consultation with Legal Counsel regarding extending an eight-inch water main in the Dove Crossing Subdivision in an amount not to exceed $111,000 and associated matters; and (2) In accordance with Section 551.087 Texas Government Code - Deliberation regarding the offer of financial or other incentives to a business prospect that the City of Navasota seeks to have locate, stay or expand in or near the City of Navasota and with which the City is conducting economic development negotiations. The time was 6:45 p.m. 9. The City Council reconvened at 8:12 p.m. 6. The City Council did not take any action on extending an eight-inch (8") water main in the Dove Crossing Subdivision to an amount not to exceed $111,000. 10.7 The City Council did not take any action on the possible offer of a financial or other incentive to a business prospect that is seeking to locate, stay, or expand in or near the City of Navasota, Texas, including but not limited to possible approval of a chapter 380 agreement or development agreement with said business prospect, and associated issues. 11.
