Mayor Paul Gohman called the Regular City Council meeting on April 24, 2025, to order at 5:29 p.m. and a quorum was established. The meeting was held at the city hall chambers, 114 S Washington St., Bronte, Texas. In attendance were Mayor Paul Gohman, council members Mayor Pro Tem Mike Bailey, Clabe F. Webb, David Scott, RA Morris, staff Teresa Ballard, Ricky Royall, and Tara Robinson. Council member Zach Davidson was absent. Newly elected council members, Hendrik Van Der Merwe and Everett Bedford were in attendance. Mayor Paul Gohman led the Pledges of Allegiance and Mayor Pro Tem Mike Bailey led the invocation. Citizens Comments - Everett Bedford signed up to talk about item #1 city CDs. Monthly Reports Fire Department met twice in the Month of March. Volunteers responded to two call outs for assistance with traffic control. Economic Development 4A board approved to pay for and A/C at the community concession stand. The board approved to pay for windows and doors at the community senior citizen center. Depot = There will be another open house on May 3, 2025, from 9am = noon sO people can see the renovations that are being made. They are hoping people will donate to the cause "during "San Angelo Gives" on May 6, 2025. Animal/Ordinance/Municipal Code Enforcement = Trapper set traps out for cats and skunks. Also investigated a loose dog that he caught and detained at city kennel. When he returned the next morning to feed the dog, the dog had chewed a hole in the cage and escaped the city yard. We will need to repair the kennel. Code enforcement investigated a dog bit. He also contacted residents who did not have their animal registered with the city in a timely manner. There is no citation or warning issue in March. Permits - Rickey Royall report there no were permits for the month of March. Clabe F. Webb asked if residence needs a permit for sea containers and Ricky Royall answered yes, they need a permit to add sea containers. Regular Agenda 1. Discuss/Act - Financial: Mayor Paul Gohman discussed options with the city's CDs. Everett Bedford has been looking at the city's cash balances, and we could buy a lot more CDs. There is a lot of money not drawing any interest. You can take out over 500K from the city operating accounts and put in CD's and draw interest. He thinks all you need is to keep three months on hand in the funds for operation expenses. Mayor Gohman reported we will look at what we need to have on hand and will discuss at budget workshops in June. 2. Discuss/Act = Committee: Consider replacing Everett Bedford and Gwen Dyess from the Building and Standard Commission Board. Mayor Gohman is looking for suggestions on who would be willing to serve on the board. Please let the city staff know if you have someone that might want to serve. This is on the agenda for May. Discuss/Act - Consent Agenda 3-8 Consider approving minutes and financials: Clabe F. Webb asked if the motel was current with water bill and hotel taxes? Teresa Ballard answered yes, the motel is in good standing. Mike Bailey made the motion to approve the consent agenda as presented with no corrections. Clabe F. Webb seconded the motion. Vote: 4/0 motion carried. Informational Reports A. Mayor = Mayor Gohman reported we are moving forward with the mitigation plan and sending out for bids to develop the plan. We recently received rain, and the like came up about one foot. The pilot study has been delayed due to the water development board losing our paperwork. B. Utility Director = Ricky Royall reported Frontier fiberoptic staff that is doing the boring should be done in the next three weeks. The ariel part of Frontier would take a couple of weeks after boring is complete. Will be putting notice in newspaper May 2nd reminding residents it is mowing season again by keeping their yard and alleyways mowed and draining standing water on their property to prevent mosquitoes from breeding. All fowl and livestock permit applications are in SO city staff will be making the rounds to either approve or deny permits. C. City Secretary = Teresa Ballard reported May 3, 2025, is the annual citywide garage sale; BVFD will be selling brisket burritos at the mini park on May 3rd from 8am until they sell out. Notice will be put in the May 2nd newspaper. D. City Council = Mayor Gohman asked if council members had any future items for the agenda. Mayor Gohman thanked RA Morris and Clabe F. Webb for serving the city as city council members. With no further business Mayor Gohman adjourned the city council meeting at 5:49 pm.
