PRESENTATION BY MAYOR AND MEMBERS OF CITY COUNCIL CC-2025-02 Nominations for the 2025-2026 North Central Texas Council of Governments Executive Board Motion by Mr. Phillips, seconded by Dr. Marshall to submit the nomination of Councilmember Renee Franklin to the North Central Texas Council of Governments Executive Board. Vote on the Motion: Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, Mayor Ward, Ms. Mackey, Mr. Tiner Noes: None Motion carries unanimously. VI. REPORTS FROM CITY MANAGER A. GENERAL G-2691 Finance report for period ending March 31, 2025 Rick Overgaard gave the following report: General Fund revenues for the month of March, the sixth month of the fiscal year, were $2,219,007. Major revenues collected for the month include Property taxes of $563,141, Franchise taxes of $865,007, Permits of $60,677, Fines and Forfeitures of $71,079, Charges for Services of $139,362, Other Agency of $80,349, and Interest of $134,896. Sales tax collected and recognized as revenue in February was $303,356. Fiscal year to date sales tax is $2,235,509, a decrease of 7.1% compared to last year at this time. A separate summary of sales tax revenue collections is provided for comparative purposes. General Fund revenues collected through the end of March were $21,112,505 and 79.6% of the budget. General Fund expenditures for the month of March were $2,240,095. Fiscal year to date expenditures were $12,926,458 and 48.7% of the adopted budget. Total General Fund revenues of $21,112,505 were more than total General Fund expenditures of $12,926,458 by $8,186,047. Debt Service revenues for the month of March totaled $38,765 and were all from property tax. There were no expenditures in March. The next debt service payments are due August 1, 2025. 2 EDC revenues for March were $171,645. EDC expenditures for March were $33,363. Revenues exceeded expenditures by $138,282. Revenues received for March were $96,753 from stormwater utility fees, mineral lease revenue, and interest earnings. Expenditures for the Capital Projects Fund were $35,967 for March. March expenditures included Cedar Creek and Timberline Drainage, Low Water Crossing, and Storm Drain Assessment project. Revenues exceeded expenditures by $60,786. Sufficient funds are available in the current fund balances of the Capital Projects Fund. This fund operates on a project basis rather than a specific fiscal year. On March 31, 2025, the City had $39,617,582 invested at varying interest rates; the EDC had $7,317,110 available. Motion by Ms. Franklin, seconded by Ms. Mackey to accept the finance report for the period ending March 31, 2025. G-2692 Quarterly Investment Report for period ending March 31, 2025 Rick Overgaard gave the following report: The Public Funds Investment Act (PFIA), Texas Government Code and the City's Investment Policy require that an Investment Report be presented to City Council. The Investment Committee met on April 16, 2025, to review the report and ensure compliance with the City's investment policy. A copy of the Investment Report is attached, and highlights are presented below. The total portfolio for the City and EDC on March 31, 2025 is $46,934,691, with 84.4% or $39,617,582 belonging to the City, and 15.6% or $7,317,110 to the EDC. 32.7% of the combined portfolio is in bank accounts, with 60.6% in local government investment pools, 5.6% in certificates of deposit, and 1.1% in agency notes. The weighted average maturity on the combined portfolio is 13 days with a 3.01% average yield to maturity. In comparison, the 90-day T-Bill benchmark rate is 4.32%. The City's yield decreased from the prior quarter because of a decrease in market interest rates. 3 Motion by Mr. Tiner, seconded by Mr. Phillips to accept the Quarterly Investment Report for period ending March 31, 2025. G-2693 Administrative Regulation G-15 Social Media Policy Jim Hinderaker gave the following report: The attached Social Media Policy, which establishes clear standards for the official use of the City of Benbrook social media platforms, updates and replaces the existing social media policy Administrative Regulation G-15 implemented on October 7, 2010. The new policy designates all City social media accounts as limited public forums. Public interaction features such commenting and messaging will be disabled to enhance efficiency and reduce administrative burden. All content will be managed by authorized staff and must include appropriate departmental contact information for public inquires or comment. Key Elements Include: All social media platforms function as one-way communication tools; no public commenting or messaging allowed. Content must relate to City operations. Only designated personnel may manage City accounts. All posts will include contact information for relevant City departments. As required by law, social media records must be retained. Motion by Ms. Franklin, seconded by Ms. Mackey to adopt the revised Social Media Policy, which shall replace and supersede the previous social media titled Administrative Regulation G-15. policy Vote on the Motion: Ayes: Ms. Franklin, Dr. Marshall, Mr. Phillips, Mayor Ward, Ms. Mackey, Mr. Tiner Noes: None Motion carried unanimously. VII. INFORMAL CITIZEN COMMENTS Justin Harvey addressed City Council. VII. COUNCIL MEMBER AND STAFF COMMENTS 4 Councimember Tiner recognized May as National Bicycle Safety month. He stated for motorist to please be patient, yield to the cyclist and be aware. For cyclists, to be nice and considerate to motorists, obey traffic laws, use all safety precautions, and most importantly wear a helmet. Lastly, he encouraged everyone to get a bike, go for a ride, and be safe. Councilmember Franklin announced upcoming community events in the City. IX.
