REGULAR SESSION MEETING APRIL 28, 2025 Be it remembered on the 28th day of April at 10:04 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Tzzy' Carrasco Judge Kirk Frye Commissioner Pct. #1 Charles Wilkins Commissioner Pct. #2 Kenny White Commissioner Pct. #3 Casey Russell Commissioner Pct. #4 Sharon May County Treasurer Susie Spring County Clerk Also Present: Brad Jones, Superintendent, Lazbuddie ISD Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Jessica White, Election Administrator Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner White led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon a motion to approve the minutes from the Regular Meeting on April 14, 2025, by Commissioner Frye, seconded by Judge Carrasco, the motion passed by a majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for April 28, 2025. Motion by Commissioner Russell, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for April 15, 2025, Commissioner White seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss Treasurer's Quarterly Report Treasurer Sharon May presented the Quarterly Report for January 1 through March 31, 2025. Judge Carrasco made a motion to approve the Quarterly Report for the First Quarter. Commissioner Wilkins seconded the motion and the motion passed by majority vote. See attached. 8. Consider and Discuss Bonds for County Employees Judge Carrasco presented bonds for the following: Rosa Mendez, Deputy County Treasurer Awyna Sanchez, Tax Assessor-Collector And the Bond Rider for the City of Friona changed from the Friona Chamber of Commerce Commissioner Frye made a motion to approve the bonds as presented and Commissioner White seconded. The motion passed with a majority vote. Bonds are filed in the County Clerk's Office. 9. Consider and Discuss Renewing Essential Protection for Sonic Wall with NewTex IT Solutions Judge Carrasco presented an extension of protection of cybersecurity for the County Server. The three-year Extension cost is $2789.97. Labor costs are by the hour as necessary. Commissioner Russell made a motion to approve the three-year renewal of the cybersecurity protection for the server. Commissioner Frye seconded the motion and it passed with a majority vote. 2 10. Consider and Discuss Request from the Lazbuddie ISD for Permanent School Funds Superintendent Jones made a request for a distribution of $99,000 from the Parmer County Permanent School Fund for Lazbuddie ISD. The funding will be utilized for new equipment for the playground and removal of the old equipment. See attached. Commissioner Russell made a motion to approve and disburse the funds from the Permanent School Fund to Lazbuddie ISD as requested. Commissioner White seconded and the motion passed by majority vote. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center The Sheriff reported 24 inmates housed in the Parmer County Jail. Seven of the inmates are from Lubbock County; one is from Lamb County and two are from Bailey County. He presented a resolution for TxDOT to install the license plate recognition cameras in Parmer County. The Court had previously passed the proposal for a grant for this project. Four cameras are due to be installed to track traffic coming from and going to New Mexico. This is at no cost to the County. See attached. The Sheriff also reported that the Texas Department of Health will be holding vaccination clinics in Parmer County due to the presence of measles in the county. Flyers will be sent out to inform the public. With no further business to come before the Court, Commissioner White moved to adjourn.
